A. ABOUT ADRA:

The Adventist Development and Relief Agency (ADRA) is a global humanitarian and development organization with a mission to work with people in poverty and distress to create just and positive change. ADRA Nepal belongs to the worldwide ADRA network, comprised of more than 100 supporting and implementing country offices. Operating in Nepal since 1987, ADRA has been a trusted partner for 35+ years in health, livelihoods, education, and disaster risk management. ADRA Nepal mainstreams Gender Equality, Disability and Social Inclusion (GEDSI), safeguarding, environmental sustainability, accountability to affected populations, and climate resilience. It collaborates with all levels of governments and civil societies, focusing on Madhesh, Bagmati, Lumbini, Karnali, and Sudurpashchim Provinces, with presence in 150+ municipalities across 20 districts. 

B. PROPOSE OF THE CALL FOR EOI

To strengthen its partnership base across these five provinces, ADRA Nepal seeks Expressions of Interest (EOI) from qualified and legally registered of National level, Provincial Level and Local district based  Non-Government Organization (NGOs) to establish a roster of pre-qualified partner organizations for future development and humanitarian programs and projects in Health, Livelihood and Disaster Risk Management. The roster will enable ADRA Nepal to rapidly identify suitable implementing partners for future donor-funded projects, emergency responses, consortium initiatives, and other partnership opportunities. Inclusion in the roster does not constitute a commitment by ADRA Nepal to award any contract, grant, or partnership agreement. Organizations included in the roster may be invited to participate in future restricted calls, partnership discussions, due diligence processes, or project-specific selection procedures as opportunities arise. 

Organizations may apply for one or more of the following thematic areas based on their demonstrated organizational expertise and implementation experience.

C. ELIGIBILITY REQUIREMENTS

Prospective partners interested in program/project in the areas of Madhesh, Bagmati, Lumbini, Karnali and Sudurpaschim Provinces may respond to this invitation. Interested organizations must meet the following minimum eligibility requirements.

Minimum Criteria of the Applicant NGOs:

Legal Registration:

• Be legally registered under the prevailing laws of Nepal.
• Have valid registration with the District Administration Office and with the Social Welfare Council (SWC) of Nepal.
• Possess a valid PAN or VAT registration.
• Have up-to-date organizational renewal and tax clearance certificates.

Organizational Experience:

• Minimum 5 years’ operational experience in managing multiple donor-funded development and/or humanitarian programs and projects
• Extensive experience working with marginalized and vulnerable communities.
• Experience collaborating with local, provincial and/or federal governments
• Strong community mobilization and stakeholder coordination experience.

Institutional Capacity:

• An active and functional governing board
• Adequate technical and management staff.
• Financial management systems.
• Procurement procedures.
• Human Resource policies.
• Monitoring and Evaluation systems.
• Organizational strategic plans or development strategies.

Mandatory Compliance Requirements:

Applicants are expected to demonstrate commitment to ethical programming and organizational accountability. 

Organizations should have policies and procedures related to: 

• Safeguarding,  Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) and Child Protection
• Gender Equality, Disability and Social Inclusion (GEDSI)
• Anti-Fraud and Anti-Corruption
• Conflict of Interest
• Code of Conduct

Organizations that do not currently have all required policies may still apply; however, preference may be given to organizations demonstrating stronger institutional systems and willingness to strengthen identified gaps through future capacity development initiatives.

D. ROSTER VALIDITY

The roster established through this Expression of Interest shall remain valid for an initial period of three (3) years, unless otherwise revised by ADRA Nepal.

ADRA Nepal reserves the right to:

• Update the roster periodically.
• Add new organizations through future calls.
• Remove inactive or non-compliant organizations.
• Conduct periodic reassessments of rostered organizations.

E. SELECTION PROCESS: 

The partner selection process will be conducted in a transparent, competitive and merit-based manner. A selection committee formed by the organization will review all the received EOIs. Potential organizations obtaining high scores in short listing process will be contacted for further queries. The committee members may also have visit to short listed NGO’s offices for the verification of information submitted through EOI, if they feel necessary. 

The evaluation process will generally consist of the following stages:

Stage 1: Eligibility Screening

• Verification of minimum eligibility requirements and completeness of submitted documentation.

Stage 2: Technical Evaluation

• Assessment of organizational capacity, governance, technical expertise, financial management systems, safeguarding measures, and relevant program experience.

Stage 3: Due Diligence

• Reference checks, verification of submitted information, and where necessary, organizational capacity assessments or office visits.

Stage 4: Approval and Rostering

• Organizations meeting ADRA Nepal's minimum requirements will be included in the NGO Partner Roster.

ADRA Nepal reserves the right to request additional clarification or supporting documentation at any stage of the evaluation process. The applicant must carefully go through the NGOs profile forms attached along with this call and fill up all information carefully. The selection committee has the discretion to reject any application that is incomplete in any respect. Please provide attachments/enclosures only where specifically asked for.

F. IMPORTANT INFORMATION: 

Applicants should carefully note the following:

• Submission of an EOI does not guarantee inclusion in the roster.
• Inclusion in the roster does not guarantee future funding or partnership.
• ADRA Nepal reserves the right to accept or reject any application without assigning reasons.
• ADRA Nepal may cancel or amend this EOI process at any stage.
• Organizations are responsible for all costs associated with preparing and submitting their applications.
• Submission of false, misleading or incomplete information may result in disqualification.
• ADRA Nepal maintains a zero-tolerance policy toward fraud, corruption, sexual exploitation, abuse, harassment and all forms of misconduct.

Conflict of Interest Disclosure

Applicant organizations must disclose, as part of their EOI submission, any existing or prior relationships with ADRA Nepal, its staff, board members, or other prospective implementing/consortium partners under this EOI, including but not limited to:

• Current or former ADRA Nepal staff, board members, or their immediate family members holding governance or management positions within the applicant organization;
• Any existing sub-grant, sub-contract, or consortium arrangement with ADRA Nepal within the past three (3) years;
• Any pending or prior disqualification, suspension, or debarment by a donor, government authority, or another INGO/donor agency.

Failure to disclose a material conflict of interest may result in disqualification at any stage of the selection process.

Undue Influence

Any attempt by an applicant, its representatives, or affiliates to unduly influence ADRA Nepal's evaluation or selection process — including improper contact with staff or board members, or offers of gifts or favors — will result in immediate disqualification

The eligible organizations are requested to apply with their completed EOI application package together with all required supporting documents in accordance with the instructions provided. 

The application package shall include: 

• Completed EOI Application Form
• Cover Letter signed by the authorized representative
• Required supporting documents
• Organizational Declaration
