Terms of Reference (ToR)

Consultancy for Development of Advocacy Campaign Guideline, SBCC Tools, and Training Package to Support Ward‑Level Nutrition Advocacy in Nepal 

Project activity: Consultancy for light‑touch development of an advocacy campaign guideline, adaptation/development of SBCC tools, and a Training of Trainers (ToT) package, to support implementation of ward‑level nutrition advocacy campaigns.

Project duration: maximum 30 working days 

Implementation Period: June – July 2026

BACKGROUND

The CHANGE (CSOs-Harmonised Local Action on Nutrition Governance and Enhanced Quality) project aims to improve access to quality nutrition services in Madhesh Province, with a focus on socially and economically disadvantaged and marginalized populations. Addressing malnutrition at the community level requires complementary approaches:

  • Awareness-raising and SBCC, which focus on improving knowledge, attitudes, and behaviours at the community level
  • Advocacy, which goes further by influencing policies, resource allocation, and accountability mechanisms within governance systems

With support from Action Against Hunger (ACF), consortium partners (WaterAid Nepal, BWSN and SOCHAI) and CBO partners will implement ward-level advocacy campaigns across 318 wards, covering 35 local levels with advocacy and awareness raising events over two years. 

These campaigns aim to:

  • Raise awareness on all forms of malnutrition
  • Promote nutritional rights of indigenous and marginalized populations
  • Strengthen community engagement in highlighting the critical issues surrounding malnutrition and accountability of local authorities (ward and municipal) for planning, budgeting, and delivery of nutrition-related services.
  • Improve equitable access to nutrition and health services for all 

To effectively operationalize these campaigns, Action Against Hunger (ACF) Nepal with support from the European Union (EU) and in partnership with consortium members (WaterAid Nepal, BWSN and SOCHAI) aims to engage a qualified consultant or consultancy team. The selected expert(s) will develop a practical advocacy campaign guideline, SBCC materials, and a Training of Trainers (ToT) package aligned with national frameworks such as the Multi-Sector Nutrition Plan (MSNP-3) and Nutrition Friendly Local Governance (NFLG).

APPLICATION PROCEDURE 

Interested consulting firms/teams or individual should submit their application to procurement@np-actionagainsthunger.org with the subject line “Application for Advocacy Campaign Guideline, SBCC and ToT Consultancy-ACF” no later than 15 June 2026, 17:00 Nepal Standard Time. 

The application must include:

  • Curriculum Vitae (CV) of consultant(s).
  • In case of Organization (registration, VAT/PAN, profile, audited financial report, tax clearance)
  • Cover letter outlining how the applicant meets the specifications, confirming availability within the stated timeframe, and providing contact details for three professional referees.
  • Technical proposal describing the proposed approach, methodology and timeline.
  • Financial proposal detailing the daily rate and estimated level of effort including all costs related to travel, accommodation, and other assignment-related expenses (if any)
  • Sample of previous work relevant to the assignment.
  • Organizational documents (if applicable)
