CALL FOR EXPRESSION OF INTEREST (EoI)

The Safer Migration (SaMi) Programme is a bilateral initiative of the governments of Nepal and Switzerland. The programme is implemented in partnership between federal, provincial, and local governments. Helvetas Nepal provides technical assistance to the programme on behalf of the Swiss Agency for Development and Cooperation (SDC).

To provide technical support to implement the paralegal services of the programme, SaMi/Helvetas Nepal invites Expression of Interest (EoI) from interested and eligible NGOs.

1. EoI application:

• NGOs meeting the criteria as per Section -7 of this EoI are requested to submit an Expression of Interest in the given template along with the requested documents. 
• Joint ventures (JVs) or associations with other NGOs are not permitted.

2. EoI documents can be downloaded from: https://notice.helvetasnepal.org/. Any queries related to the EoI documents must be submitted by February 25, 2026, to sami.np@helvetas.org. A compiled response to all the queries will be posted on the same website on February 27, 2026.

3. Pre-application conference (online):  February 26, 2026, at 11 AM. Interested NGOs may submit a request for the online meeting link to sami.np@helvetas.org by 5 PM on February 25, 2026, to participate in the meeting.

4. Submit the completed EoI to the following address:

5. The deadline for the EoI submission is March 09, 2026, on or before 5 PM.

6. EoI will be evaluated based on pre-defined criteria, and supporting documents will be thoroughly reviewed. Providing false or misleading information will result in immediate disqualification. NGOs are solely responsible for the accuracy and authenticity of the submitted documents.

7. Only the selected NGO will be contacted for the due diligence procedure.

8. The selected NGO will serve as the Operational Partner of the SaMi Programme. The initial Partnership duration is fourteen (14) months, with the possibility of extension based on performance and availability of funds.

9. Any attempt to influence the selection process will result in disqualification.

10. SaMi/Helvetas Nepal reserves the right to accept or reject any or all applications without assigning any reason.
