Terre des hommes Foundation (Tdh) is a leading Swiss child relief agency. Founded in 1960 and active in Nepal since 1985. Tdh invites proposals from qualified consulting firms or individuals to conduct GENDER AND SEXUALITY MAINSTREAMING WORKSHOP IN NOVEMBER 2022 IN KATHMANDU, NEPAL.

PRESENTATION OF TERRE DES HOMMES 

Terre des hommes (Tdh) is the leading Swiss organization for children’s aid. Through the health, migration, Access to Justice, WASH, protection, and emergency relief programmes, Tdh provides assistance to over four million children and their families in around 35 countries each year.  

Tdh is an impartial and independent non-governmental organization that supports vulnerable children and their families, regardless of their ethnic background, religion, or political affiliation. Tdh is working in Nepal since 1985 and currently working in 20 districts in MCH, WASH, Governance, Risky Migration, anti-trafficking, etc. Violence against children, unsafe migration and trafficking, poor maternal and child health outcomes and natural disasters are challenges faced by children and youth and are the core thematic areas Tdh focuses on.

BACKGROUND

In its Vision 2030, Tdh acknowledges the importance of gender equality as a cross-cutting issue. Tdh’s Strategic Plan 2016-2020 highlights the need to raise awareness of gender, diversity and social inclusion in order to enhance the quality of Tdh programs and develop capacities both at the headquarters and in the field. In September 2017 an internal working group started elaborating a Gender & Diversity (G&D) Policy for the Foundation. The year 2018 marked the beginning of a strategic project on G&D. The first step was to conduct a global survey on Tdh staff perceptions - alongside key focus group discussions - to better understand where Tdh is starting. These efforts were conducted both at headquarters and in selected field locations and served as an important source of information for developing this policy.

Now Tdh has a G&D Policy and introduced a G&D marker. This outlines Tdh’s commitments and guiding principles for gender and diversity across its operations and the inner functioning of the organization. It provides a clear framework for the organization to bring about a more inclusive working environment, and to systematically mainstream and monitor gender and diversity in Tdh operations. For its programs, Tdh is committed to applying a Gender & Diversity responsive approach and, where possible within specific projects, aims for a transformative approach. This aligns itself with the Tdh Global Code of Conduct, relevant international human rights instruments, thematic policies, and sector-recognized standards for development and humanitarian intervention, as well as Terre des hommes’ overarching commitment for interventions to be guided by a human rights-based approach. Gender and Diversity have been prioritized as a core transversal theme within the Tdh Strategic Plan 2021-2024.

OBJECTIVE 

The objective of the assignment is to refer to our existing module on a Gender and Sexuality training from India, and refine, adapt and further document this module so that it can be used in other country contexts, including Nepal, and facilitate a three-day training on this adapted module for Tdh staff in Nepal. It is expected that at the end of the training the participants will have a clear understanding of the following issues: 

  1. Family, social, and federal level context, condition, and position of women and men living in Nepal.
  2. Gender, Gender Equality and Equity and Gender Relationship and mutual respect. 
  3. Transformational change and how do we create/recognize women and men as an agency of change
  4. Importance of gender equality, women’s empowerment, and to be able to look at from and within power-relations and human rights perspective 

The participants will have conceptual clarity on gender, Gender Equality, Equity and Diversity. They will be able to understand the importance of diversity in the workplace. The facilitators should be able to explain the concept in the context of decent work and Tdh principles, show how it is linked from grassroots to global level as well as organizational level and how to effectively integrate and mainstream sustainably within the organization.

Method 

The facilitators will be required to work with the Tdh’s Gender and Diversity team to agree on the session flow and training module, which will need to be validated by Tdh before it is delivered. The facilitators are expected to be able to energetically conduct sessions following adult learning and participatory training methodologies using multiple methods such as interactive learning, group exercise, role play, PowerPoint, practical exercises, analytical case studies on best practices, ready reference take-away notes for participants, participatory games, songs and interactive videos. The training shall be delivered in both English and Nepali for both Nepali and non-Nepali participants; however, some elements might need to be elaborated on and explained in Nepali. Special attention will be dedicated to analysing and developing an approach to ensure a meaningful adaptation to the cultural (including historical, symbolic etc) and linguistic context and documenting it. The training should also include icebreakers and energizers.

SCOPE OF WORK

The facilitator will work in close collaboration with the G&D team of Tdh. The specific tasks are as follows: 

  • Draft a three-day participatory training module on G&D for Tdh staff at all levels (a total of 5 working days for two persons in the first week of November). The actual training days are proposed for 16th to 18th November 2022 in Kathmandu. 
  • Finalize the module in consultation with the G&D team and Regional Child Protection Focal Point. 
  • Produce necessary materials and presentations for the training and share them prior to the workshop. 
  • Facilitate the G&D mainstreaming training for the staff in culturally appropriate ways. 
  • Prepare & submit the report of the training (by incorporating suggestions/ comments on the draft report).
KEY DELIVERABLE 
  1. The training module (including PPT, workflow, and trainers guide) on G&D and session plan
  2. A final training report with learnings and future recommendations (maximum of 12 pages)
  3. Key concepts and gender-transformative culturally sensitive messages for IEC materials (example: posters, comic strips, short videos in the local language (Nepali). 
PROFILE OF PROPOSED CONSULTANT / AGENCY

We are looking for two consultants (representing gender and other diversity) with the following skills and qualifications: 

a)  At least 7-10 years of experience and track record to conduct the gender and social mobilization-related training using human rights-based, gender mainstreaming approaches with participatory methodologies. While it will also consider the gender transformative approach as a core area

b)  Understanding of children and youth related inclusion challenges (with concrete examples of achievements)

c)  Have a clear and in-depth understanding of the social and gender issues of Nepal

d)  Have experience in conducting training for various levels and mixed groups of participants 

e)  Have knowledge and understanding of international and national policies and conventions on women’s rights issues

f)  Full computer literacy 

g)  Fluency in English and Nepali is a strong requirement.

BUDGET
  • The total budget for the trainers (x2) with proposed number of days needed as per above deliverables (Local travel and accommodation for the training days will be covered by Tdh)
  • Production costs for developing IEC materials
  • Deductions on tax shall be made as per the law of the country. The Payment would be released in 2 Phases: 50% would be paid during the signing of the Contract Agreement, and the remaining 50% would be after the submission of the final report.

  • A proposed activities schedule/work plan with a time frame
  • Copy of profile of the agency, including the CVs of the key team members who will lead the study
  • Two recent examples of similar study reports written by the applicant agency
  • Financial proposal detailing itemized fees, data collection, and administrative costs
  • Contacts of 3 references/agencies where recent assignments have been undertaken 
  • Required to submit a copy of your Income Tax, VAT/PAN & Company Registration certificate with the renewal copy.
  • Recruitment procedure follows the Child Safeguarding Policy, including reference checks
