Background: 

Change Starts at Home (Change) project was launched by Equal Access International in June 2015, to address intimate partner violence (IPV) against Nepali women, by providing couples the knowledge, skills and space to re-evaluate how they saw their relationship, and their roles as ‘husband and wife’. The Change project addressed the existing negative social and gender norms, attitudes and behaviours that perpetuate women and girl's low status in the family/society, and worked specifically with married couples in the three districts of Nepal (Nawalparasi, Kapilbastu and Chitwan) to address power imbalances in relationships, improving relationships between intimate partners and instigating transformative change in the lives of women. This intervention included a combined approach of media programming and community mobilization, which was launched through a formation of 72 listening and discussion groups in three districts. It was a curriculum based intervention, as part of which the group members followed a three phased approach for 9 months- based on a 40 weeks curriculum, called the BIG Change Approach. The first phase of the curriculum is the critical reflection phase- on social norms and their impact on IPV, the second phase equips the participants with the skills they need to change their behaviour and shift these norms. And the third phase is the community action phase – to support the diffusion of new norms and behaviours that were cultivated within the groups, out to their families and communities. Furthermore, a follow-up project was designed and launched to investigate the diffusion effects of Change intervention, as part of which a booster intervention was launched with a new curriculum with eight sessions. 

EAI calls for Expression of Interest from locally registered agencies to digitize the existing Change/BIG and Diffusion curriculums developed by Equal Access International to create an interactive online/offlinedocument, in the Nepali language. The interactive document will be used by the community based group facilitators who will use the session plans in the document as a guidance to facilitate/mobilize their groups on the weekly basis. 

A general overview of deliverables to be provided under this SOW is as included below:

  • Review of the existing curriculum and present a plan on how the different phases and sessions of the curriculums, can be transferred to the digital format in a clear and consistent structure. The interactive document will also need to include audio component (radio episodes) which could be played from the device offline.
  • Recommend the appropriate formats and features for the interactive document (with the cost), that is user friendly and easily accessible for the users with low internet bandwidth, with the offline function, as relevant. 
  • Design the interactive document as per the agreement with the EAI team. 
  • Test the document and revise/finalize it based on the feedback from the users/EAI team. 
  • Provide a training to key project partners/EA team as required on the use of the document, as required.
  • Provide ongoing maintenance support during the project period (2 years), as required. 

Interested agencies with VAT registration are requested to submit their proposed plan, financial estimate and timeline for this assignment, inclusive of the following:

  1. A concept paper on a comprehensive action plan on how the deliverables (listed above) can be implemented effectively (maximum 3 pages)
  2. A company profile outlining relevant past experiences and expertise
  3. A copy of company registration and renewal certificate
  4. A copy of the VAT registration certificate
  5. Copies of two most recent audit reports
  6. A copy of the latest Tax Clearance Certificate
