Programme Officer-Information and Communication Technology

The Revenue Administration Support Project (RAS) invites applications from suitable and qualified professionals. RAS is a joint Nepali German project under the guidance of the Inland Revenue Department (IRD) and with Technical Assistance by the Deutsche Gesellschaft für lnternationale Zusammenarbeit (GIZ) GmbH, acting on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The RAS Project, co-financed by the Danish International Development Cooperation (Danida), contributes significantly to the Strategic Plan of the IRD. The overall objective of the project is to improve IRD’s ability to collect government revenue in a transparent and efficient way, taking due account of the corporate environment.

Position: Programme Officer-Information and Communication Technology

Responsibilities:

• Support IRD in coordination and management of IT related activities
• Identify the need of both government and non-government Institutions regarding IT and facilitate the implementation of related activities
• Quality management of IT related activities in-terms of national and international standards.
• Assist IRD in their planned IT activities and provide a monitoring strategy to ensure the quality of the output
• Coordinate the preparation and implementation of Information technology related activities.
• Provide technical advice on Information Technology to the IRD, team leader /project manager and other respective professionals
• Management of daily operational executions and/or progress of on-going activities of the Information Technology related activities of IRD
• Support IRD to coordinate training on respective IT activities
• Develop, cooperate and maintain contacts with all governmental and non-governmental stakeholders in relation to IT matters
• Design, implement and document meetings, workshops, seminars and other events in relation to the activity — Information Technology Cooperate with other GIZ project/programmes in IT matters
• Documentation and report writing.

Required qualification and experience:

• Master’s degree or advanced degree in Computer Engineering, Computer Science, information Technology or any other related fields
• Management position held for at least seven years as a team leader/technical manager/project manager or similar position
• Management experience (at least one) of enterprise level of software development and network design and installation
• Proven technical expertise from experience or certification on- management of software development, core understanding of enterprise level of networking and systems and hardware infrastructure management
• Working experience as a team leader/manager or similar position for ICT projects for any Nepal’s government organization would be an added advantage.
• Excellent English and Nepali writing skills
• Strong inter-personal communication skills
• Ability to work in a team with multi-cultural and diverse environment
• Knowledge of computer, particularly MS Office, etc.
