 RTI International is seeking “Finance Specialist” for Health for Life (H4L) Project, which is a five-year (2012-2017) project financed by USAID. The H4L project builds on accomplishments gained from USAID/Nepal’s health sector investment to date with a greater focus on health systems strengthening and measuring sustainable changes in systems performance. The primary goal of H4L is to strengthen the Government of Nepal’s capacity to plan, manage and deliver high-quality and equitable family planning, maternal, newborn, and child health services. H4L addresses key health system constraints: local health systems governance; data for decision making and evidence-based policy development; capacity development of service providers at grassroots; quality improvement systems, and knowledge and behavior change. Gender equality and social inclusion is an important crosscutting focus of the project. 

H4L works in partnership with the Government of Nepal/ Ministry of Health (MOH) and have national presence. In addition to national focus, the Project covers 12 districts in the Mid-Western Development Region; 3 in the Western; one each in the Eastern, Central and Far-Western development Regions; and in 10 (Dolakha, Dhading, Gorkha, Kavre, Makwanpur, Nuwakot, Ramechhap, Rasuwa, Sindhuli and Sindhupalchowk) most earthquake-affected districts to strengthen district and village health systems and help identify and implement best practices. This position is based in Nepalgunj Regional Office.

Specific Responsibilities:

  • Ensures the smooth, efficient and accurate accounting operations of the office so that the project activities can be financed efficiently and timely fashion to maximize the impact of the project. 
  • Prepares bank reconciliation statements.
  • Maintains local accounts on the QuickBooks computerized accounting system; enters and codes all transactions in QuickBooks.
  • Initiates all checks and other payments to vendors.
  • Estimates monthly cash needs and prepares the request and submit to H4L Kathmandu office for wire transfers from RTI headquarters.
  • Identifies potential accounting discrepancies and works with the F&A Director to effectively research, track and resolve these issues.
  • Monitors project budget to ensure project expenditures versus milestones and reimbursements.
  • Coordinates with District Program Coordinator and Quality Improvement Officer to compile project financial reports.
  • Support regional and hub team in admin, operation and logistic  needs for smooth running of the offices and the staff
  • Perform other duties as assigned by the Regional Manager.

Qualifications and experience:

  • Master’s or Bachelor’s Degree in Accounting/Finance with 1 year of experience in Finance and Accounting in International Non-Government Organization.
  • Understanding of USAID contract policies and regulations are an added advantage
  • Strong financial management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting are necessary
  • High degree of proficiency in office procedures, typing and use of computers including Microsoft Word and Excel programs. 
  • Strong knowledge and practical experience in electronic bookkeeping.
  • Ability to work independently and make decisions in accordance with established policies and regulations.
  • Experiences on program admin and operational management.
  • Familiar with networks and data backup procedures.
  • Proven ability to maintain confidential information with good health, high moral character and good attendance record. 
  • Hardworking, respectful and tactful with all stakeholders, superiors and peers.
  • Must be detail oriented, organized and able to meet tight deadlines. 
  • Fluent speaker of Nepali and basic English fluency.
