The Federation has a country office in Nepal since 1965 and has maintained presence through regional representation or a Country Office as circumstances required, providing support to Nepal Red Cross Society (NRCS) programmes and capacity building. The longer term mission of the Nepal Country delegation is to facilitate organisational growth, technical capacities, partnerships and resource mobilisation that enable Nepal Red Cross Society to deliver on its 6th Development Plan 2011-2015, through the provision technical support, advocacy, representation and coordination functions, in accordance with Strategy 2020 and Federation business lines.

 

IFRC launched a revised emergency appeal of CHF 84.9 million on 15-May-2015 for Nepal Earthquake, seeking cash, kind and services to cover the immediate and longer term needs of the people affected, and to support the Nepal Red Cross Society (NRCS) in delivering humanitarian assistance to 140’000 families (700’000 people) within 24 months, in the various sectors outlined in the Federation’s revised appeal and emergency plan of action.

 

Job purpose

The purpose of this position is to provide overall support to Finance and Administration Manager/Coordinator in the financial functions of the IFRC Nepal Delegation’s Earthquake projects. Under the guidance and supervision of the Finance and Administration Manager/Coordinator, the Finance Officer provides finance services ensuring high quality and accuracy of work. The Finance Officer promotes a client, quality and result oriented approach in the IFRC Country Delegation. The position is for 6 months with possible extension.

Although this position is focused on providing support through the Earthquake Operation Unit and IFRC in the area of  Support Service, the incumbent is considered an integral part of the support system of Nepal Red Cross Society both in the assigned sector as well as the overall capacity building of the National Society. As such it is expected that the incumbent works cooperatively with NRCS when called upon to support.

 

Job duties and responsibilities

 

Cash payments and receipts

·         Validation of authorised payment requests for cash on daily basis to ensure smooth cash payments by the Finance assistant.

·         Keeping a track on the rentals/contracts due and making the processing the RFP before the due date for cheque preparation by the finance assistant

Bank payments and receipts:

·         Processing of authorised payment requests for cheque payments in line with the cash policy.

·         Preparation of cheques/ letter for draft along with CODA Journal for signature

·         Ensuring DSA payments via bank transfer is prepared on 1st working day of the month.

·         Creation of an internal forecast for transfer from CHF to NPR bank account.

Responsible for all tax, PF & CIT deduction, Depositing and E-Filing as per Government rule and regulation:

·         Maintain a spreadsheet for TDS with all relevant information and deposit to Govt’s authorized account before 10th of every month

·         Follow-up with the tax authority to issue the TDS certificates basis. Check details, sign and distribute the same as soon as received.

Month End-Closing:

·         Responsible for month-end closing including verifications, reconciliations of all accounts and preparation of “Main File”, other documents and supervising the creation of duplicate files for sending them to KL.

·         Timely and accurate closing of the accounts every month

·         All accounts under SARD balance sheet are properly verified and reconciled

·         Detailed checking of the bookings made by other delegations under Earthquake Project and sending the request for correction.

·         Timely preparation and submission of Bilateral invoices to ZFU.

·         Keeping control & maintain SOSC document.

Monitoring of Project expenses and working advance accounts:

·         Monitoring that the EQ projects expenses, Staff and hubs Working advance and its timely settlement.

·         Monitor expenditure vs approved budgets on a daily basis and entering EXPR for any corrections required.

Month End-Closing:

·         Supervising the work of the finance assistant and supporting him to gradually take more responsivities and

 

Any other duties assigned by the line manager as required.

 

CONFIDENTIALITY AGREEMENT

Finance Officer must maintain a moral confidentiality agreement to the International Federation, not disclosing or spreading of information shared by an individual participant in confidence concerning his/hers experiences or other sensitive information.

 

Finance Officer is also in charge of organizing the archives of all recorded reports and documents and will treat them as confidential material, not for spreading beyond the target audience, being the Management of the Nepal Delegation.

 

Should there be a breach in this confidentiality, the employer reserves the right to terminate the contract with immediate effect.

 

Exception to the rule: If the information received reveal that the delegate/staff comes to seriously harm, that should be noticed to the line manager whose responsibility is to act accordingly to the Federation statutes regarding supporting vulnerable people.
