Position Summary

RTI's International Education Division is supporting education development around the world by strengthening education policy, management and practice in order to achieve measurable improvement in teaching and learning. From our well-established reputation in education system strengthening, to innovative work in early grade assessment and learning, RTI is improving education quality, relevance and efficiency through implementation of projects funded by USAID, DFID, Australian Aid and other donors and clients.

The International Education Division is currently accepting applications for Community Mobilization Specialist for an anticipated USAID-funded five-year project to improve early grade reading in Nepal. This is a full-time position with residency in Nepal coordinating project activities related to family and community engagement in early grade reading within the target districts, mobilizing support from stakeholders including Parent Teacher Associations (PTA), School Management Committees (SMCs), and community-based organizations.  S/he will design and support assessments and specific activities that increase community actors’ ability to contribute to and monitor the quality of reading instruction. In addition, s/he will support the MOE and NEGRP partners in the orientation and training for the expansion of community mobilization efforts into additional districts. 

Primary Responsibilities: 

  • Coordinate the development and implementation of the mother tongue awareness campaign and the family engagement approach, including any related materials.
  • Identify, engage, orient, train, and supervise civil society organizations (CSOs) in support of the community mobilization and family engagement efforts.  
  • Coordinate the design and development of the training and assessment approach and materials for PTAs and SMCs, as well as ongoing support and monitoring of the PTA/SMCs work. 
  • Design and implementof the EGRA-like tool to be used by parents and communities to monitor children’s reading outcomes. 
  • Work closely with NERGRP’s monitoring and evaluation team todesign evaluation methodology and tools which measure the effectiveness of the community mobilization outreach.  Train, mentor and support community actors on methodology and tools to enable the sharing of results throughout target districts.  
  • Support non-target districts and other partner organizations in using the developed community mobilization package through orientation and on-going training on an agreed upon schedule. 
  • Provide feedback to other program components on linkages between schools, PTAs, SMCs, and parents. 

Required Skills and Qualifications:

  • A master’s degree or higher in education or a related field.
  • Seven years of relevant field experience in educational development, with specific experience in working directly with community actors including Parent Teacher Associations, School Management Committees, community-based organizations and other stakeholders to increase engagement and quality of primary-level reading programs.
  • Experience in meaningful collaboration with government and ministry counterparts, and local capacity development.
  • Experience with USAID project management policies, procedures and reporting requirements.
  • Strong oral/written communication skills.
  • Fluency in written and spoken English and Nepali required.
