POSITION TITLE: Senior Finance & Contracts Officer (Level- P4)

LOCATION: Kathmandu with possible travel in West, Mid- and Far-West

REPORTS TO: Finance Director

BACKGROUND:

The USAID/Nepal funded KISAN project is improving food security in twenty Hill and Terai districts in the Western, Mid-Western and Far-Western regions of the country. The project is in its fourth of five years. The goal of the project is to sustainably reduce poverty and hunger in Nepal by achieving inclusive growth in the agriculture sector, increasing income of farm families, and improving the participation of the private sector in promoting agriculture growth. Many farmers in Nepal, particularly smallholder farmers in rural areas, lack access to quality inputs, technologies, information, and markets. KISAN is interested in improving the efficiency of key supply and value chains, and expanding their reach to rural farmers, to help increase smallholder farmers’ productivity and income.  To ensure sustainability, the KISAN project is working with the private sector to take on the role of engaging famers in commercial or semi-commercial agriculture.

ESSENTIAL RESPONSIBILITIES:

Finance

  • Timely preparation of monthly electronic financial reports as well as get the hard copy financial documents ready to be submitted to HQ in a monthly basis. 
  • Approach Winrock HQ for obtaining project code, task code and account code for expenditures other than of KISAN. 
  • Preparing monthly cash flow forecast and submit it to HQ.
  • Prepare draft accrual reports to be submitted to USAID. 
  • Design accounting track in such a way that any accounting information required for analysis, comparison and presentation could be generated as and when required.
  • Conduct pre-audit of all financial claims before they get ready for disbursement.
  • Staff payroll management and reporting.
  • Ensure severance of the project staff is correctly calculated and reported to WI HQ in a monthly basis.
  • Advise Office Manager, if needed, in the compilation and preparation of annual inventory reports of non-consumable items equivalent to USD 500 or more procured under the project budget in Kathmandu, Regional Office, Nepalgunj and cluster offices at Kapilbastu, Kailali and Dang.
  • Ensure TDS on various payments are deducted and get them timely deposited in the revenue account of GON.
  • Maintain budget tracker in XL format so as to provide information concerning budget vs. expenditure status to Chief of Party and Operations Director/Business Contracts Director.
  • Conduct accounting training to Regional Level and district level accountants. 
  • Carry out field inspection tour at least once in a quarter to Cluster level offices to find out if centrally issued instructions have been properly carried out or not.
  • Act as focal person to liaison USAID and Winrock International for all KISAN submissions for approval.
  • Assist Chief of Party, Operations Director/Business Contracts Director and Finance Director during project audit if needed. This includes providing response to queries raised by HQ on monthly financial reports if any.

Sub-Contracts

  • Check and verify all financial reports, taking sub-contract documents into consideration, submitted by the partner and recommend to Finance Director for further processing for making payment.
  • Prepare draft sub-contract budget of all the KISAN sub contractors wheneverrequired.
  • Maintenance of sub-contract tracking accounts of all the KISAN sub-contractors
  • Prepare and submit draft sub contract amendment to Operations Director/Business Contracts Director for his/her concurrence before it is sent to HQ for final approval.
  • Conduct meeting with sub-contractors for contract formulation, negotiation and other related purposes
  • Prepare sub-contract budget forecasting for forward planning
  • Analyze the contracts in various stages of its performance and come up with concrete ideas to further improve it.
  • Support Operation Directors/Business Contracts Director in the preparation, modification and re-allocation of KISAN contract and sub-contracts with the partners
  • Any other jobs as directed by the Chief of Party, Business Contracts Director and Finance Director.

QUALIFICATIONS AND REQURIEMENTS:

Education: Master in Business Study/Business Administration

Experience: The ideal candidate will have the following experience:

  • Minimum 5 years’ work experience in the similar position in any USAID funded project. 
  • Knowledge of Quick Books is essential in addition to other accounting software.
  • Good coordination, representation and relationship management skill.
  • Fluent in written and spoken English and Nepali. Ability to use of MS office (outlook, word, excel, power point) is mandatory.  
  • Good training skills on accounting as well as the ability to guide and manage staff.
  • Willingness to travel and live in rural areas.
  • Person of high integrity, and commitment to organizational values and principles.
  • Preference will be given to Women, Dalit, Janajatis and Madhesi who has experience of carrying out personnel administration of at least
