The Commission for Educational Exchange between the United States and Nepal (also known as" the Fulbright Commission" or "USEF/Nepal") was established in 1961 by executive agreement between the governments of Nepal and the United States, and has operated continuously since that time. It is a binational organization governed by a Board of Directors composed of five Nepalis appointed by the Government of Nepal and five Americans appointed by the American Ambassador. Known to many as "The United States Educational Foundation in Nepal (USEF/Nepal)", or simply as "the Fulbright Commission," the organization administers educational exchange activities between Nepal and the United States and provides information about American higher education opportunities to the Nepali public. Its principal programs are the Fulbright program, the Hubert Humphrey Fellowship program, special grants programs and a full range of student counseling, test preparation and test administration services provided through USEF's EducationUSA Educational Advising Center (EAC).

PROGRAM OFFICER

The full-time position of Program Officer at the USEF/Fulbright Commission in Nepal requires participation in the planning, implementation and management of activities geared toward fulfilling the Commission’s objectives and goals, including the Fulbright English Teaching Assistant, Fulbright Foreign Student, and other scholarship programs. The Program Officer coordinates these activities with, and reports directly to the Commission’s Executive Director. The position’s duties and responsibilities include, but are not limited to:

  • Monitor, participate and follow-up the U.S. and Nepali Fulbright programs, including publicity, pre- selection and selection procedures.
  • Advise incoming US grantees and outgoing Nepali grantees on academic and cultural adjustment problems, pre-arrival and departure arrangements, university applications and affiliations, travel arrangements, orientation, visas, housing, reports, etc.
  • Maintain a close working relationship with all Nepali and American agencies and institutions associated with the Fulbright program and the Commission.
  • Assist the Executive Director and the Senior Program Officer in the preparation and monitoring of grantee program budgets, yearly program plans, annual reports and other publications.
  • Represent the Commission at all conferences, seminars or workshops, as required.

The ideal candidate will have:

  • In-depth knowledge of the American and Nepali higher educational systems;
  • At least a master’s degree, preferably from a well-known U.S. university or college;
  • At least five years of post-graduate professional and managerial experience and a proven track record of organizational and supervisory skills;
  • Familiarity with Microsoft Word and Excel, e-mail applications and Internet use; and
  • Imagination, energy, maturity and initiative;
  • Nepali citizenship, with excellent interpersonal, verbal and writing skills in English and Nepali

JOB DESCRIPTION 

Position Summary: The Program Officer (PO) is a full­ time one, and requires participation in the initiation and management of all activities geared toward fulfilling the Nepal Fulbright Commission's objectives and goals. The PO coordinates all activities with, and reports directly to the Executive Director. 

Desired Qualifications: Must be a university graduate (minimum of a master’s degree) and preferably have a post-graduate degree. Ideally, should be a graduate of an American University, as the position also requires substantial knowledge of the American higher education system. Also requires: professional and managerial experience which relates to job requirements; strong organizational skills and supervisory talent; fluency in English and Nepali; excellent oral and written communication skills and interpersonal skills; computer skills, including familiarity with Microsoft Word and other MS applications, email applications and Internet use; mature judgement, initiative, and the ability to respond quickly and effectively.

DUTIES AND RESPONSIBILITIES (Including but not limited to):

  • Monitor, participate and follow-up for the U.S. Fulbright program (Fulbright English Teaching Assistant Program), including: pre­ selection procedures, pre-arrival and affiliation arrangements, grantees' travel arrangements, orientation, affiliations, visas, housing, advising, mid-term and final reports, etc. Advise incoming grantees on academic and cultural adjustment problems; and respond to crisis situations as needed.  The Fulbright English Teaching Assistant Program grantees are U.S. citizens recently graduated from university, in their mid to late twenties, not specifically trained to teach English but serving as English teaching assistants in Nepali elementary and high schools.
  • Coordinate, manage, participate and follow-up for the Nepal Fulbright Programs (Fulbright Graduate Student Scholarship, and Fulbright Post-Doctoral and Senior Artist Fellowship), and GLOBAL UGRAD program; including: publicity, pre-selection procedures, interview arrangements, notification, documentation, post-departure briefings and grantees' travel arrangements.  Fulbright Graduate Student Scholarship applicants are Nepali students who are planning to go to study in the U.S. for an American master’s degree, and GLOBAL UGRAD program applicants are Nepali undergraduate students currently studying at the Bachelor’s level in Nepal who are planning to go to the U.S. for a semester of American undergraduate coursework.
  • Develop and maintain operational systems for efficient program administration.
  • Monitor Commission's program deadlines.
  • Maintain a close working relationship with all local and American agencies and institutions associated with the Fulbright program and the Commission.
  • Maintain close working relationship with the U.S. State Department and other contracting agencies (CIES, IIE, etc.) in the administration of grantees' programs.
  • Maintain close working cooperation among local USG (U.S. Embassy and Embassy Public Affairs Section), Government of Nepal agencies (Ministry of Education, Ministry of Foreign Affairs, Customs) and local academic institutions of higher learning.
  • Initiate and manage Fulbright related activities (e.g.: workshops, seminars, lectures, training, orientation, etc.).
  • Participate in or conduct group orientation sessions.
  • ln consultation with the Executive Director, the Senior Program Officer, and the Fiscal Officer, monitor grantee program budgets according to the Commission's fiscal system and policies.  Adhere to and cooperate with Commission's Fiscal Officer on adherence to all Commission fiscal policies.
  • In coordination with the Executive Director, the Senior Program Officer, and the Fiscal Officer, prepare, revise and maintain individual grantee program grants and budgets according to the J. William Fulbright Foreign Scholarship Board (FSSB) policies and Commission guidelines.
  • Assist the Executive Director and the Senior Program Officer in the preparation of yearly program plans, annual reports and other miscellaneous reports, as required.
  • Establish or revise program guidelines and procedures.
  • Assist the Executive Director and the Senior Program Officer in making arrangements for the Binational Fulbright Commission Board meetings, including working with the Administrative Assistant in the preparation of Board minutes, Secretariat reports, scheduling meetings and preparing Board packets and liaison with Commission Board, as appropriate, at all scheduled or adhoc meetings.
  • Follow-up with the Executive Director and the Senior Program Officer all program related activities.
  • Assist with the writing, editing and publishing of the Commission's newsletter and other written material needed for publicizing Fulbright activities and programs.
  • Establish and maintain ongoing contacts and good relations with the Commission's alumni, both individually and with alumni groups.
  • Work with the Administrative Assistant to maintain and expand the grantee alumni database.
  • Manage the Commission’s website and other social media.
  • Undertake outreach activities to assist the Commission in meeting strategic recruitment and other objectives.
  • Demonstrate initiative by recognizing the needs of the Commission programs and provide innovative means to meet the objectives of the Nepal Commission.
  • Represent the Commission at all conferences, seminars or workshops, as required.

WORK HOURS: Monday through Friday, 9:00 a.m. to 5:30 p.m.

SALARY AND BENEFITS:  The position offers a competitive salary and benefits. The first six months of employment will be on a probationary basis. After the probation period, the candidate will be evaluated and considered for a full-time staff position with all benefits.
