Details / requirements:

Chemonics International Inc., a Washington D.C.-based international development company, seeks a qualified Policy Expert for an anticipated multi-year U.S. Agency for International Development (USAID) Counter Trafficking in Persons in Asia (CTIP-Asia) program in the lower Mekong sub-region. The project will combat human trafficking in the Southeast Asia Region through increasing efforts to prevent trafficking; protection of survivors; prosecution of perpetrators; and investment in strong partnerships with stakeholders across sectors to end human trafficking. This position will be based in Kathmandu.

Responsibilities:

  • Provide analyses of the legal framework and related operating procedures, policies, or memoranda of understanding in the target countries of laws related to human trafficking and the protection of vulnerable groups.
  • Develop suggestions for the revision of or creation of new laws, operating procedures, polices or memoranda of understanding to strengthen the prevention and protection infrastructure as related to human trafficking.
  • Build the capacity of local officials and identify training needs related to building the technical skills of local officials as related to implementation of the aforementioned policies, laws, etc.
  • Develop and implement knowledge management and learning activities for effective country-to-country learning and knowledge dissemination.
  • Ensure timely delivery and quality of technical deliverables.
  • Ensure timely development of coordinated, standardized work plans that meet the project requirements

Qualifications:

  • At least 8 years of experience managing national level TIP programs.
  • Technical experience in human rights, law, policy analysis and development, or training.  
  • Demonstrated ability to work diplomatically across government and civil society actors, and with partners who have differing objectives.
  • Experience working on USAID or other international donor-funded projects highly preferred
  • Experience conducting trainings and managing grants
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English and Nepali; excellent written and oral communication skills
