RTI International is seeking “Family Planning Advisor” candidates for the USAID-Health for Life (H4L) Project.  The Health for Life (H4L) is a five-year (2012-2017) project financed by USAID. The H4L project builds on accomplishments gained from USAID/Nepal’s health sector investment to date with a greater focus on health systems strengthening and measuring sustainable changes in systems performance. The primary goal of H4L is to strengthen the Government of Nepal’s capacity to plan, manage and deliver high-quality and equitable family planning, maternal, newborn, and child health services. H4L addresses key health system constraints: local health systems governance; data for decision making and evidence-based policy development; capacity development of service providers at grassroots; quality improvement systems, and knowledge and behavior change. Gender equality and social inclusion is an important crosscutting focus of the project. H4L works in partnership with the Government of Nepal/ Ministry of Health and Population (MOHP). The Project works in 12 Districts of the Mid-Western and 2 Districts of Western Development Regions.  This position is based in Kathmandu, Nepal.

Responsibilities:

1. Provide technical assistance to FHD for national FP program:

  • Provide Technical Assistance to organize FP advocacy meetings 
  • Provide Technical Assistance to develop FP advocacy material 
  • Participate in Family Planning Sub Committee (FPSC) meetings and other FP-related meetings
  • Contribute to development of FP guidelines or protocols
  • Provide Technical Assistance for organizing national FP(RH) review 
  • Support FHD in dissemination of multi-year FP costed plan
  • Coordinate with FP partners to support national FP program.

2. Provide technical assistance to NHTC in national FP Training program:

  • Provide technical assistance for FP training package updates/revisions, particularly self-paced for NSV and IUCD and guidance to develop interactive electronic package
  • Establish QI improvement process in all FP training sites (NHTC training sites)
  • Coordinate with NHTC, FHD and FP training sites for FP training particularly in H4L districts
  • Provide technical support for NHTC FP training reviews
  • Participate in NHTC and TWG meetings.

3. Provide technical assistance to FHD for national FCHV program:

  • Provide Technical Assistance to strategically direct national FCHV program   
  • Coordinate with FHD and its partners to support FCHV programs 
  • Provide Technical Assistance in revision of FCHV strategy, training and other materials 

Qualifications and experience:

  • Master degree in public health, medicine, nursing, or related field with 10 years of experience in developing technical tools and approaches in FP and experience with different service delivery models and FP approaches
  • 7 years of program management experience desirable
  • Knowledge of technical guidelines, best practices, and innovations in FP and program approaches designed for rural disadvantaged and hard-to-reach populations.
  • Demonstrated success in providing hands-on capacity building and technical assistance to health care providers and other stakeholders
  • Demonstrated ability to develop effective working relationships with USAID, government counterparts at all levels, local organizations, and other program and partners
  • Strong oral and written communication skills in Nepali and English.
