Action Nepal in Partnership with DCA is seeking for qualified, energetic and result oriented professionals for the following positions to intervene "WASH Recovery Intervention-Round-3 under Purnima: UK Support to Post Earthquake Recovery in Dhading".

Position: WASH Engineer

Job Description:

  • Under the overall guidance and supervision of Project Coordinator of the Rapid Community WASH Recovery Project, the WASH Engineer is responsible for survey, design and implementation of drinking water system as well as in coordination with other project staffs to plan, survey, design, implement and monitor the delivery of high quality/standard hygiene and health promotion aspects of water and sanitation activities in the earthquake affected communities of project in the designated district. 
  • The WASH Engineer shall be based in Dhading. And may require about 50% of time spent in the project working area. The WASH Engineer carries out tasks in accordance with the Project document, the policies and systems of government of Nepal, Action Nepal and Dan ChurchAid. S/he shall follow the guidance of the Project Coordinator and closely work with programmed team in necessary to fulfill the responsibilities.
  • He/she should have minimum Bachelor Degree in Civil Engineering with 2 years of relevant experience and experience of working in humanitarian response programme will be preferable.

DUTIES AND RESPONSIBILITIES:

Key Responsibilities: 

  • Provided overall support of technical part of WASH program
  • WASH Engineer reports to PC on all issues related to personal management
  • Matrix Reporting to Technical Team of DCA when needed.
  • Quality control and financial control 
  • Project analysis, planning, preliminary survey, Detail survey and design drawing, cost estimation of water supply schemes.
  • Prepare detail implementation plan (DIP) of the Technical part of the WASH unit and orient and mobilize staffs under this unit.
  • Monitoring and supervision of all WASH structure with maintaining quality control as per standard design drawing.
  • Led to smooth implementation of WASH program in the community by mobilizing Sub Engineer, Social technician and Hygiene Facilitator by achieving target maintaining quality within time frame. 
  • Orient technical part of the project to project coordinator, board members, district line agency, partner organization, and stakeholders on plan, progress and strategy of the program unit.
  • Close and frequent coordination with DCA technical team for effective planning and implementation of the WASH project.
  • Frequent field visit to implement the project and orient field staffs to meet the quality and time frame.
  • Implement the program on the basis of DIP in close coordination with PC, Sub Engineer, Hygiene Officer, Hygiene Facilitator, local authority, community and stakeholders.
  • Prepare and compile weekly, monthly action plan of WASH activities and its implementation.
  • Responsible for project planning and implementation of the WASH program.
  • Strengthen the capacity of Sub Engineer, Social Technician, Committee, Water User and Sanitation committee.
  • S/he has to ensure and facilitate Sub Engineer and Social Technician for conducting all types of trainings of WASH program in the community
  • S/he will be ensured to keep the financial billings, receipts with systematic and proper management with close coordination of Log Officer in the community (WUCs, SMC) 
  • Ensure to Sub Engineer, Social Technician for conducting social audit as per installment and final social audit in the community (WUSCs)
  • Technical assessment, quality assurance, prepare technical report, feedback to Sub Engineer, Social Technician, construction committees/WUC and follow up, prepare work completion report of each project.
  • Responsible to maintain quality of each WASH structure and ensure to meet project time frame.
  • Coordinate with district, RM/ Municipality and Ward level government authorities, I/NGOs and other stakeholders for smooth and efficient execution of WASH program.
  • Revise or edit if any design and estimate changed
  • Prepare technical valuation of the project (Measurement Book)
  • Review and check that all design, drawings, cost estimate, technical report, technical valuation report
  • Prepare project budget planning in each WASH activities
  • Prepare project exit/hand over plan and its implementation
  • Prepare monthly technical progress report and project completion report.

Position: M&E officer

Job Description:

  • The Monitoring and Evaluation Officer (M&E) will coordinate overall implementation of monitoring and evaluation process developed for DFID funded Track 3 project. It will also include the learning, accountability related activities which includes maintaining Complain Response Mechanism (CRM) in the working areas. He/She will also be responsible to develop case stories, success stories and other learning documents among the implemented activities from the field level. He/ She will need to work closely with thematic officers to conduct the survey and prepare the reports as per the need.
  • He/she should have minimum Bachelor’s degree with 2 years’ experience in research, monitoring and Strong in data management, analysis, reporting and coordination with different organizations.

DUTIES AND RESPONSIBILITIES:

Key Responsibilities: 

  • Provided overall support of technical part of WASH program
  • Implement the survey (pre-KAP, post-KAP, Household Profiling) among the targeted HH along with the sector leaders
  • Conduct systematic field monitoring and support on the regular project outputs
  • Regular follow up on Activities planned vs achievement and the quality of the work in the field along with the sector leaders as per the set milestone
  • Participate in the coordination meeting, peer reviews and planning sessions
  • Lead in the production of regular learning products such as testimonies, case studies that are particularly focusing on documenting programme impacts and learning
  • Support the Project Coordinator to prepare the quality project report as per the template provided by the consortium and its timely submission
  • Ensure implementation of a database as per the template provided 
  • Orient and lead the team in using Magpi for the collection of the database and ensure quality data cleaning, analysis and preparation of report
  • Agree on quality benchmarks based on project output with sector leaders, implement monitoring plans and provide feedback to the Project Coordinator 
  • Work with the DCA Complaints Response Mechanism and CHS focal person to strengthen complaints response mechanisms
  • Assist sector leaders in conducting District, Rural Municipality/Municipality, Ward coordination meeting, social audits and ensure to maintain the databas
  • Assist project coordinator and sector leaders for government staff, donor field monitoring visits
