Having seen the havoc brought by the disaster, a group of local development professionals joined hands to informally set up “Save the Environment and Rural Development Institute (SERDI)”, which later became CDM-Nepal during official registration in 2000. The following statements are intended to describe the general nature and level of work being performed. They are not intended to be construed as an exhaustive list of all responsibilities, duties and skills required of personnel so classified. 

1.     Position: Project Coordinator (Programme Coordinator) - Community Resilience Programme – IV 

Location : Bhairahawa with 50% field visit to project locations.

Duration of Contract: One year with the possibility of extension

Purpose of the position in Summary: 

The Project Coordinator will be responsible for planning and organizing project activities making sure of people and resources mobilization; coordination with Palikas, and timely preparation of the reports. This person will be overall responsible for the coordination and implementation of the activities. S/he will lead proposal development and strengthening policies and profile of CDM-Nepal. S/he is responsible to develop organizational relation and networking with related province and local level stakeholders. Represent organizations in the province and local level forums.

The position will organize performance discussion meetings with Line Manager (Field Officer, Volunteers, Interns), every quarter. S/he works in close coordination with the SMT comprised of Sr. Advisor, CEO, ED, PD, PM, PC and FAO. S/he is responsible to ensure performance appraisal of all CRP-IV staff in line with the policy, every quarter. This position will also act for coordination with local governments. 


SCOPE OF ROLE: 

Supervisor: Programme Manager 

Staff directly reporting to this post: FO, Local Resource Persons, Interns.

Budget responsibilities: Budget Holder-No

Main role and responsibilities:

Ensure quality implementation:

•    Take leadership in implementation of DIP with technical guidance from the SMT, PM and Programme Director

•    Prepare quality bence mark (QBM) and ensure its implementation and monitoring on regular basis to ensure timely implementation of project activities

•    Prepare bi-annually and monthly project plan (B/MPP) and ensure all staff understand it clearly 

•    Ensure all staff prepares individual work plan (IWP) in line with project document and organizational policy

Coordination and Advocacy:

•    Coordinate with local government and Palika level stakeholders for policy advocacy and building synergy 

•    Implement advocacy strategy in coordination with youth, women and child network 

•    Create team work organizing team meetings, workshops, trainings and review meetings

Ownership and communication:

•    Create conducive environment amongst team members for smooth implementation of the project activities under the guidance of Program /Executive Director and team.

•    Ensure development of quarterly and half yearly narrative report and submit them to Palikas in time and well documented in the office file

•    Ensure high quality case studies are included in the report.

•    Take lead role in communication with local government and related stakeholders 

MEAL 

•    Take lead role in development and implementation of Quality Bench Mark (QBM)

•    Ensure development of MEAL plan, Beneficiary Tracking Matrix, Indicator and Activity Tracking, submission of Field Visit Report by all staff in time.

•    Deploy related staff for quality monitoring, collating case studies, beneficiaries and stakehodlers feedback for timely submission of reports. 

•    Support CDM staff to comply with government policy and adhere to donor requirements

•    Support PD to manage all the compliances with SWC and Nepal government.  

Program Development

•    Take lead role in new program development initiatives 

•    Ensure needs assessment carried out while development of new programme

•    Strengthen organizational capacity for sustainability of the organization

•    Develop mechanism to coordinate with senior advisors/members 

•    Supportive functions

•    Proactive in programme staff recruitment, procurement and other supportive functions

•    Perform other tasks and emergency work as assigned by the SMT and BODs as and when needed

QUALIFICATIONS AND EXPERIENCE:

•    Bachelors’ Degree, with 5 years' experience, in Disaster Risk Management, Social Sciences, rural development, development studies and other related field or Masters with 3 years' experience.

•    Minimum 3 years professional experience in relevant sectors. 

•    Excellent coordination, collaboration and relationship building with development agencies, government and donors.

•    Well versed in technical skills, facilitation and coordination 

•    Excellent programme development skills. 

•    Team building skills and ability to work in a team and Capable to undertake challenging task and different working conditions. 

 

2. Position: Administration, Logistics and Finance Officer (ALFO) 

LOCATION: Bhairahawa, Rupandehi  Duration of Contract: 1 year with possibility of extension 

Purpose of the position in Summary: 

Administration, Logistics and Finance Officer (ALFO) for Community Resilience Programme - IV will provide leadership role in administration and logistic management. S/he provides professional/technical leadership, consultation, and expertise within organization's area of focus, as well as day-to-day administrative and functional management of the organization. Working with team members, works to establish admin and logistics system, overall scope of work and related operational policies and procedures. Establishes admin, and logistics system operational planning, budgeting, and assessment. Programs/projects managed are of key operational impact, and are typically revenue-generating and/or grant-funded from a major funding source or series of funding sources.

Main role and responsibilities:

(1) OFFICE / ADMIN MANAGEMENT

 

•          Overall day to day office management 

•          Organize, maintain and tidy the office area and equipment, responsible for effective inventory  list of CRP

•          Follow up to ensure programme timesheets are duly received 

•          Ensure all field payments and accountabilities are duly checked, signed by responsible board members/staff, stamped paid before they are updated in finance force 

•          Monitor stationery requirements and make orders for replenishment as required from time to time 

•          Support programme team to make bookings for programme events, coordination meetings and workshops at all levels 

•          Ensure all staff taking assets out like computer, Cameras and Projectors have signed approval authorization on file and conditions is assets is ascertained at all times before custody 

•          Be proactive in finding more efficient ways of working through use of new tools or procedures 

•          Oversee the supervision of personnel, which includes work allocation, training, and problem resolution; 

•          Ensure staff performance evaluation takes place in time; motivate employees to achieve peak productivity and performance

•          Review, verify and recommend travel claims as per the policy of the organizations

•          Maintain a filing system for all admin, logistics and financial documents

•          Ensure the confidentiality and security of all files – admin, financial and employee files

•          Manage office operations (facilities, utilities, supplies, maintenance) 

•          Handle procurement processes in line with organizational and donor policies 

•          Maintain asset register and oversee inventory management 

•          Ensure proper documentation, filing systems, and record keeping 

•          Ensure compliance with local labor laws and organizational HR policies 

•          Oversee office safety, security, and safeguarding protocols

 

(2) LOGISTICS MANAGEMENT 

•          Responsible for general administrative support including preparing letters and documents, receive and sort mail and deliveries, schedule appointments 

•          Organize meetings for the staff team and also the PMT 

•          Prepare purchase orders, timely process of PR and POs; and get them signed in time

•          Ensures board and staff members' TO, TER and Field Trip Reports are received in time  and file them properly including travel advances for staff

•          Ensure no vehicle use without preauthorization and all approved requests filed to Justify journeys covered for close monitoring of vehicle usage 

•          Plan and manage supply chain for programme implementation 

•          Coordinate procurement, transport, storage, and distribution of goods 

•          Ensure timely delivery of materials to field locations 

•          Maintain stock records and warehouse management systems 

•          Monitor vendor performance and manage supplier relationships 

•          Manage fleet operations (vehicles, fuel, maintenance schedules) 

•          Prepare logistics reports and documentation

 

(3) FINANCIAL MANAGEMENT

 

•          Ensure all financial documents are duly filed and labelled for a quick retrieval during audits or as may be required from time to time 

•          Identify and solicit funding sources for services and programs; provides leadership in planning, development, and implementation of strategies and initiatives for generating program resource

•          Ensure programme and financial reports are well documented and filed by Programme Manager, and FAO for review by Directors/Board members

•          Manage official transactions, cash/ petty cash ensuring sufficient funds are available to support programme operations 

•          Maintain the bank and cash safe to ensure funds are available for all authorized transactions 

•          Ensure the safe keeping of the accounting records such as authorised requisitions, invoices, receipts, cheque, book, etc. 

•          Ensure cash and bank reconciliations are completed every month including weekly cash counts 

•          Ensure all financial transactions adhere to policy and procedure, including relevant authorization and supporting documentation 

•          Ensure all financial transactions are recorded and filed in a timely and accurate manner 

•          Make payments and administer cash advances, follow up accountabilities, and maintain the required accounting records for each transaction physically and in finance force 

•          Maintain existing financial systems including petty cash, expenses, mileage claims, income and expenditure records, process all payments through Cash flow and bank reconciliation 

•          Log and submit all claims to appropriate funding body (multiple funders) and maintain all relevant paperwork in good order 

•          Strictly adhere to compliance, government rules and procedures including taxation

•          Assist in the preparation of annual accounts 

•          Assist with project financial related work as required

3. Position: Field Officer (Engineer/Nature-Based Solution Officer) - Community Resilience Programme – IV

Location: Based in one of the municipal offices/ project municipalities with 75% community visits/facilitation/group meeting and monitoring.

Duration of Contract: As per the contract 


Purpose of the position in Summary: 

The Field Officer is responsible to deliver project activities and implement project strategies and approaches in time. The Field Officer manages information and reporting processes and products to ensure professional, high-quality communication about programmatic activities and results. The Field Officer will also play an important role in improving information management and data quality, and in strengthening knowledge sharing and learning across the organization and with the communities. This position will assume responsibility for full-cycle monitoring and evaluation of programs, developing appropriate methodologies and tools to design evaluations. S/He is also responsible to develop Activity Concept Note (ACN) and assist project team to develop new proposal. S/he has to also support the team to implement the project activities in the field as and when needed as instructed by Program manager.

 

SCOPE OF ROLE:

Staff directly reporting to this post: Community Volunteer/ Social Mobilizer

Budget responsibilities: No

Main role and responsibilities:

A.              Project Implementation 

      Support Program manager on coordination and networking with other likeminded agencies and program implementation.

      Support community and social mobilizer for field level implementation

      Responsible to deliver project activities and strategies in time with quality

      Support in data collection, reporting as per the format and plan in discussion with the technical team and lead on all field data collection exercises

      Undertake at least 77% community visits to ward/community locations 

      Development of work plans to identify project targets 

 

B.              Planning Training and Monitoring 

      Prepare activity concept note in support of MEAL officer and implement them in line with monthly work plan and DIP

      Conduct meetings and train community groups /champions on project themes

      Conduct rapid assessments and  trend analysis of field-based programs 

      Assist the project team in documenting lessons learnt and reports

      Conduct reviews, learning events at project locations

      Collecting best practices, case studies which demonstrate qualitative and quantitative changes over the period

      Delivering any other responsibility assigned by the line manager

      Manage joint monitoring including Board members and related stakeholders

 

C.              Accountability

      Display / share estimated budget for each of the activities with community and stakeholders 

      Assist the project team in strengthening the accountability mechaniField s at project level

      Setting up and managing complaint and feedback mechaniField  for the project

      Ensure project plans are developed and got approval from the municipality annually 

      Ensure that children, women and other vulnerable community members are actively participating in all Project activities

 

D.              Reporting 

      In collaboration with assistant social mobilizer and community volunteers,  manage and administer all program's related to implementation of project activities  starting from data collection, implementation and writing reports accordingly

      Report/alert to project team on regular basis on any anticipated project issues, risks and any emerging opportunities and threats to the project implementation

      Make sure the utilization of appropriate reporting templates that facilitate the acquisition and aggregation of data in sectors or develop and maintain effective database 

      Create and integrate graphics in reports and information products to help visualize data in a meaningful way

      Prepare and share all project related report for donor, stakeholders and SWC 

 

E.              Coordination and Project Development

      Coordinate with municipal chief and other Palika members for effective delivery and resources leverages

      Identify match fund provision and opportunities and share it with PMT, PM and program director 

      Contribute to project development team as per the request

      Bachelor’s degree required, Master’s degree in project management, statistics, demographics, public health, or international development preferred

      Minimum of five years of experience working in the field of monitoring and evaluation

      Proven success in designing, implementing, and operating M&E systems from project initiation to phase out

      Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies

      Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines

      Ability to synthesize complex information and communicate it effectively to diverse audiences

      Computer proficiency in Windows environment (Microsoft Word, Excel, Access, PowerPoint) and proficiency in research
