Institute of Himalayan Risk Reduction (IHRR) is an organization established with an objective to assess and understand the risk to contribute to sustainability. Complying with the Sendai Framework for Disaster Risk Reduction(SFDRR), IHRR envisions to understand the risk and application of interdisciplinary knowledge with Science, Engineering, Technology and Innovation to contribute for risk reduction and bridging of academic research with professionals and policymakers for sustainability. The team consists of professionals with expertise and experiences in the field of disaster risk management in understanding the risk, conducting academic research, and field-level implementations in Nepal and different parts of the world.
Details / requirements:
A. Introduction
In the face of increasing climate variability and the growing frequency and intensity of natural hazard, there is a critical need for effective early warning system to mitigate potential impacts on vulnerable communities. In Nepal, Meteorological Forecasting Division (MFD) under Department of Hydrology and Meteorology (DHM) is the authorized body to issue weather forecast. The forecast is issued in textual form routinely in Provincial level and upon request. In order to make the weather responsive community, there is a need to upgrade the general weather forecast to impact based weather forecast (IBF). The IBF is to turn the meteorological forecasts and warnings from the description of what the weather will be into the assessments of what the weather will do in the area, enabling organizations and individuals to anticipate and take action to mitigate the potential adverse impacts brought by weather and climate events.
The October 2021 flooding in the Mahakali basin resulted into severe damages in Dodhara Chandani Municipality and Bheemdatta Municipality. Settlements along the bank of Mahakali River, in both Bheemdatta and Dodhara Chandani have been facing flooding and inundation almost every year. Similarly, the team has also been working in the upstream of the Sharada and Tanakpur barrages, i.e. in the Parshuram Municipality. Under the leadership of local government, IHRR in collaboration with DCA Nepal, NAXA and other development partners have been working in the household level surveys and risk assessment in the region. Similarly, IHRR is also working in the Barbardiya Municipality and Bhimeshwor Municipality to assess the citizen science and impacts of floods and landslides. The Department of Hydrology and Meteorology and Institute of Himalayan Risk Reduction (IHRR) have agreed to collaborate to expand the IBF pilot as per the request from following local governments:
- Bhimeshwor Municipality, Dolakha, Bagmati Province
- Bheemdatt Municipality, Kanchanpur, SudurPaschim Province
- Dodhara Chandani Municipality, Kanchanpur, SudurPaschim Province
- Parshuram Municipality, Dadeldhura, SudurPaschim Province
- Barbardiya Municipality, Bardiya, Lumbini Province
Because IBF involves additional activities to the usual responsibilities of the DHM forecasters, the Meteorological Forecasting Division needs external support particularly to communicate forecasts, collect feedbacks on the disseminated forecasts, and facilitate local analysis and anticipatory actions. Considering these requirements, the IHRR would like to deploy a Meteorological Assistant, who will help the MFD to coordinate with stakeholders, gather information and assist the forecasters in generating IBF. Besides, there will be expert back up support to design and deliver training to local government stakeholders, including taskforces for early warning and forecast based actions.
In addition to it, the Piloting of IBF would require the extensive input from the Anticipatory Action Expert and would need to coordinate with the local government, DHM, and development partners. Considering these requirements, the IHRR would like to invite Anticipatory Action Expert, who will help the to coordinate with stakeholders, gather information and carry out necessary works in piloting IBF.

A. Duties and responsibilities of the Meteorological Assistant:
The Meteorological Assistant will have following roles and responsibilities but not limited to:
1. Support to develop training materials and conduct training on the IBF – May 2024,
2. Support planning of IBF implementation for 2024 monsoon – May 2024,
3. Support implementation of the IBF in the municipalities as mentioned in section A of this document in 2024 monsoon June to October 2024,
4. Design and carry out review of the IBF implemented in 2024 monsoon – November 2024, and
5. Other activities as requested by supervisor at the DHM and IHRR.
The Meteorological Assistant will work under the supervision of the Duty In-Charge of the MFD. S/he will be managed by the Project Manager at the IHRR.
Key activities of the consultant/s will be as following but not limited to:
1. Gather information about the exposure, risks and vulnerability of the areas in pilot districts in co-ordination with different stakeholders and arrange the collected information so that it will be utilized for preparation of impact table. This should be done daily and upon request of forecaster based on necessity. This is not a full day task but needs to perform every day during monsoon.
2. Assist forecasters to gather and analyze forecast information necessary to implement the IBF.
3. Work as a meteorological technical staff and program administrative staff related to IBF.
4. To ensure coordination between different stakeholders including NDRRMA and forecasters of MFD.
5. Support conduct of official meetings (virtual/in person), making notes, rapporteur and summary of the meetings.
6. Collection of data and information for forecast verification.
7. Daily situation report (of IBF issued to the municipalities) preparation upon request of Supervisor at the MFD.
8. If necessary, field visits to the IBF implementation districts and as requested by IHRR.
9. Assist any technical and administrative work related to IBF in pilot districts upon request.
10. Report regularly to the Project Manager at IHRR.
11. Support DHM and IHRR to carry out case study of extreme events in the IBF implementation area in guidance of supervisor.
12. Other essential activities related to the IBF piloting as requested by Supervisor in coordination with Project Manager at IHRR.
B. Duty station
The Meteorological Assistant will be based in the MFD and work closely with the IBF team under the technical supervision of Duty In Charge in Kathmandu and will be managed by the Project Manager, IHRR. The job requires local travels in Kathmandu and sometimes to the pilot municipalities as listed in Section A. above. The contract of the consultants will be managed by the IHRR.
C. Qualification and work experience
1. Minimum Bachelors’ degree in Meteorology and preferably Master’s Degree in Meteorology.
2. Good Computer skills particular understanding on meteorological analyses and products
3. Different forecasting models running skills (preferred), GIS software operating skills and output interpretation skills.
4. Good the report writing skills, communication skill in Nepali and English Language.
5. Good coordination skills and willing to work in multi-disciplinary team and diverse cultural and political environment.
6. Priority will be given to the person having one or more years work experience in Meteorology field.
D. Work Schedule
The Meteorological Assistant shall work intermittently from May 2024 to November 2024.
S/he shall work regularly on the daily part-time (morning, day) basis.
Based on the nature of work s/he should work in public holidays including Saturdays. There will be flexible duty hour per day to adjust the duty hours within effective forty hours a week.

A. Duties and responsibilities of the Anticipatory Action Expert:
The Anticipatory Action Expert will have following roles and responsibilities but not limited to:
1. Participate, Coordinate and co-lead to conduct IBF Workshop in Kathmandu and Municipalities.
2. Training to local governments and CDMCs about the IBF and its utilization, their role to support DHM during piloting.
3. Supervise and coordinate in the development of IBF Table, thresholds and triggers for municipalities including the preparation of the Early Action Protocol / Standard Operating Procedures.
4. Strengthen institutional structures at the local level and communication mechanism to implement IBF through mobilization and backstopping support.
5. Coordination with DHM to develop different messaging technologies, including IVR, ring tone and audio-visual messages targeting to the requirements of different vulnerable persons including persons with disability thereby supporting to develop CAP.
6. Simulate and Test the SoP Developed and also support in the capacity building of Local Government.
7. Support to develop Report regarding the Monsoon 2024 and Learnings from the IBF Piloting.
The Anticipatory Action Expert will work with the diverse stakeholders and coordinate with the Project Manager at the IHRR.
B. Duty station
The Anticipatory Action Expert will be working in the field and also in the office. The job requires local travels in Kathmandu and sometimes to the pilot municipalities as listed in Section A. above. The contract of the Expert will be managed by the IHRR.
C. Qualification and work experience
Minimum Masters’ degree in Forestry / Engineering/ Agriculture, Hydrology & Meteorology.
At least 10 years of experience in the DRR sector and prior experience in the mentioned task.

D. Work Schedule
