A. Consultant for Flood and Rainfall Data Analysis
1. Background
The Institute of Himalayan Risk Reduction (IHRR), in partnership with CWS Japan/ADRRN, is implementing the SAFER-Chaudhar project in the Chaudhar River basin of Kanchanpur district. This project leverages a "Citizen Science" approach to bridge the gap between local communities and scientific data for disaster impact minimization. To strengthen the project’s Early Warning System (EWS), we are seeking a Data Analyst to process and validate community-generated data alongside satellite observations.

3. Scope of Work
The consultant will transform raw rainfall and water level data into meaningful insights for flood early warning and anticipatory action. The scope includes quality control of citizen-generated data, technical review of satellite remote sensing products, and the preparation of user-friendly outputs for Beldandi Rural Municipality.
4. Key Responsibilities
- Data Cleaning: Organize and verify rainfall and water level data submitted by 25 trained Citizen Scientists.
- Satellite Review: Cross-reference ground-level observations with satellite-derived precipitation and flood monitoring data.
- Statistical Analysis: Conduct temporal and spatial analysis of trends, anomalies, and thresholds specifically for the Beldandi landscape.
- Visualization: Develop easy-to-understand maps, charts, and infographics for local authorities and communities.
- Anticipatory Action: Prepare technical notes to define actionable "Triggers" for the project's SMS and mobile app-based early warning system.
5. Eligibility
- Education: Master’s Degree in Geoinformatics, Statistics, Environmental Science, Disaster Risk Management (DRM), or a related field.
- Experience:
- Minimum 3-5 years of professional experience in data analysis, GIS, or climate risk management in Nepal.
- Proven track record of handling Satellite Remote Sensing data and community-based datasets.
- Skills and Other Requirements:
- Technical Knowledge: Proficiency in Python, R, or Advanced Excel and GIS software (QGIS/ArcGIS).
- Communication: Exceptional analytical report writing and presentation skills.
- Language: Professional proficiency in both English and Nepali.

B. Request for Proposal on Organizing Watershed-Level Simulation
1. Background
Beldandi Rural Municipality in Kanchanpur district, situated within the Chaudhar River basin, is highly vulnerable to seasonal flooding. The SAFER-Chaudhar project, supported by CWS Japan/ADRRN, focuses on strengthening anticipatory action through "Citizen Science" and community-led hydrometric monitoring. To ensure that the data collected by 25 trained youth scientists leads to effective response, there is a critical need to test the inter-municipal coordination and local disaster response mechanisms. This project seeks an organization/consultant to design and facilitate a Watershed-level Simulation Exercise to test the vertical and horizontal communication and flow of messages from/to citizen scientists to/from the municipal authorities (LEOC/LDMC) and ultimately to the target households.

3. Scope of Work
The Consultant will oversee the disaster preparedness initiatives across all 5 wards of Beldandi Rural Municipality. Primary responsibilities include conducting a comprehensive desk review of existing disaster plans to develop multi-hazard scenarios based on Chaudhar River flood patterns. The role involves technical capacity building for 25 Youth Scientists and municipal leaders, followed by the end-to-end logistical management of a Tabletop exercise and a large-scale field-level simulation involving over 500 at-risk households. Post-execution, the consultant will facilitate debriefing sessions and formulate a strategic Inter-Municipal Coordination Improvement Action Plan to strengthen regional resilience.
4. Eligibility
- Proven experience in organizing disaster simulations (Tabletop or Field-based) in Nepal.
- Familiarity with Citizen Science and community-led EWS models.
- Strong coordination skills with local government (LEOC/LDMC) and security
