Youth Innovation Lab (YI-Lab) is a not-for-profit civic tech company that works at the intersection of emerging cutting-edge technological tools and their applications by equipping young professionals to solve emerging challenges in our community. About the project
SUCHAK-AI applies artificial intelligence to strengthen the Department of Hydrology and Meteorology's (DHM) core service delivery functions for forecasting, impact assessment, and public risk communication without displacing DHM's institutional authority over verification and dissemination. Following the engagement between DHM, People in Need (PIN), British Embassy Kathmandu (BEK), and Youth Innovation Lab (YIL) on 27 July 2026, this two- pager sets out the project in full: what it will deliver, how, and by when.
The project is framed under the RAIN Programme, with funding drawn from EDIT. YIL delivers as a technical partner to PIN, working alongside BEK-embedded staff within DHM, and in continued coordination with the National Disaster Risk Reduction and Management Authority (NDRRMA) to ensure consistency with national multi-hazard early warning systems.
Across all four strands, delivery follows a government-embedded, human-in-the-loop model: AI tools handle monitoring, synthesis, visualisation, and drafting, while DHM staff retain final judgement over verification and public dissemination. This design safeguards institutional accountability, reduces the risk of automated error reaching end users, and ensures DHM remains the trusted, authoritative source of hydrometeorological information throughout.
We are looking for the following positions:
1. Finance Officer
Job Type: Full-Time
Salary: NPR 75,000.00 (Gross)
Duration: Till March 2027 with Possibility of Extension
Job Description
The Finance Officer will be responsible for the day-to-day financial management of the FCDO-funded project. The role will ensure accurate accounting, budget monitoring, donor compliance, financial reporting, proper documentation, and timely processing of project-related payments and settlements.
The position will also support project procurement from a financial and compliance perspective, including quotation review, bid comparison, procurement documentation, vendor coordination, and payment verification.
Qualifications
- Bachelor’s degree in finance, Accounting, Business Administration, Management, or a relevant field; master’s degree preferred.
- Minimum of 2 years of relevant experience in project finance, accounting, financial reporting, compliance, and procurement-related financial management.
- Prior experience managing finances of FCDO-funded projects or similar donor-funded projects is strongly preferred.
- Experience working with grants, sub-grants, partner organizations, or third-party financial monitoring will be an advantage.
Skills and Competencies
- Strong knowledge of project financial management and donor compliance.
- Ability to maintain good working relationships with project team members while maintaining high levels of confidentiality and discretion.
- Ability to work on accounting software such as FAMAS.
- Good understanding of Nepal tax laws and audit requirements.
- Ability to prepare budgets, forecasts, financial reports, and variance analysis.
- Strong analytical, communication, negotiation, and problem-solving skills.
- Fluency in written and spoken English and Nepali.
- Attention to detail, ability to follow procedures, meet deadlines, track progress, and work independently and cooperatively with team members.
- Experience with Microsoft office 365.
Roles and Responsibilities.
1. Project-Specific Finance
- Manage all financial transactions related to the FCDO project in FAMAS accounting system.
- Process project invoices, payments, advances, reimbursements, and settlements.
- Maintain accurate financial records and supporting documents for donor review and verification.
- Ensure project expenses are charged to the correct budget lines.
- Maintain and reconcile project bank, petty cash, and ledger balances.
2. Budget Monitoring and Reporting
- Prepare monthly budget versus actual expenditure reports
- Conduct variance analysis and monitor project expenditure against approved budgets.
- Prepare cash-flow forecasts and support fund requests.
- Assist in preparing donor financial reports and project financial updates.
- Provide timely financial information to the Project Manager and project team.
3. Social Welfare Council (SWC) Compliance and Coordination
- Coordinate with the Social Welfare Council (SWC) for required submissions, approvals, reports, and follow-ups.
- Maintain records of SWC correspondence and documentation.
- Stay updated on relevant SWC requirements and communicate changes internally.
4. Procurement Management
- Support procurement of project-related goods and services in line with donor and organizational procedures.
- Review quotations, comparison sheets, purchase orders, invoices, and contracts.
- Coordinate with vendors and project staff regarding financial and payment requirements.
- Support procurement and logistics for meetings, trainings, events, and field activities.
5. Audit and Documentation
- Maintain complete and organized project financial files.
- Prepare financial documents and schedules for internal, external, and donor audits.
- Support audit queries and follow up on project-related audit recommendations.
- Ensure all project financial records remain audit-ready.
6. Coordination and Reporting
- Coordinate closely with the Project Manager, Finance & Admin Manager, project team, procurement staff, partners, consultants, and vendors.
- Provide regular updates on budget utilization, cash flow, outstanding advances, and financial risks.
- Perform other project finance-related duties assigned by the supervisor.
Reporting Line
The Finance Officer will report to the Project Manager for project finance matters and coordinate closely with the Finance & Admin Manager for financial compliance, accounting standards, audit, taxation, and internal controls.

B. Human Resource and Admin Officer

Job Description
The HR and Admin Officer will be responsible for supporting day-to-day human resource management and administrative functions of the organization and project.
The position will support recruitment, employee documentation, attendance and leave management, onboarding and exit processes, staff records, office administration, logistics, documentation, and coordination with internal teams and external service providers.
The HR and Admin Officer will contribute to maintaining an organized, professional, and supportive working environment while ensuring that HR and administrative processes are implemented in line with organizational policies and applicable requirements.
Qualifications
- Bachelor’s degree in human resource management, Business Administration, Management, Public Administration, or a relevant field.
- Minimum of 1 year of relevant experience in human resources, administration, operations, or a related role.
- Experience working with development organizations, donor-funded projects, NGOs, or similar organizations is preferred.
- Familiarity with Nepal labor laws and general HR practices is an advantage.

- Prepare employment contracts, appointment letters, contract extensions, and other HR-related documents.
- Coordinate onboarding and orientation of new employees, interns, consultants, and project staff.
- Maintain complete and updated personnel files and employee records.
- Maintain attendance, leave, holidays, and other HR-related records.
- Monitor employee contract periods and support timely renewal, extension, or separation processes.
- Support performance review and staff development processes.
- Coordinate employee exit, clearance, handover, and related documentation.
2. HR Policy and Compliance
- Support implementation of organizational HR policies, procedures, and staff guidelines.

- Coordinate logistical arrangements for meetings, trainings, workshops, field visits, and project activities.
- Support venue arrangements, transportation, accommodation, catering, materials, and other logistical requirements.
- Maintain relevant administrative and logistical documentation.
5. Documentation and Records Management
- Maintain proper physical and digital filing systems for HR and administrative documents.
- Ensure staff records, contracts, attendance records, administrative documents, and correspondence are properly organized.
- Maintain trackers for staff contracts, leave, attendance, assets, and administrative follow-ups.
- Ensure required documents are readily available for internal review and audit.
6. Coordination and Reporting
- Coordinate closely with the Project Manager, Finance & Admin Manager, project team, and other staff on HR and administrative matters.
- Provide periodic updates on HR and administrative matters to the supervisor.
- Coordinate with consultants, vendors, service providers, and relevant external stakeholders where required.
- Perform other project finance-related duties assigned by the supervisor.
Reporting Line
The HR and Admin Officer will report to the Finance & Admin Manager and coordinate closely with the Project Manager, Finance Officer, project teams, and other organizational staff.
