CDC Doti is a Provincial non-profit organization, NGO working for the social and economic empowerment of people under the vulnerable zone and community. It was established on 16/09/2049 B.S and has been serving since 30 years for the same cause for social empowerment, inclusive and quality access to education, Disaster Preparedness and Humanitarian Response. Over the period since its inception, CDC has had long experience working with government, international non-government agencies, community based organization in various sectors of social and economic development. In addition, CDC supports community capacity strengthening for rural development, community groups and people on advocacy development in various sectors. CDC believes in human potentials and strives to empower social well-being, community-led development, accountability to community, donors and stakeholders, government and non-government agencies. In this period CDC Doti has developed strong networking, professional relationship among various organizations, networks and structures in the district and province . CDC has hands-on experience on social development, capacity strengthening of local level government, community based organization in Nepal.

Community Development Center (CDC), Doti is a Nonprofit, non-government, and nonpolitical Humanitarian development organization of Sudurpaschim Province. The core working sectors of the organization are inclusive and quality education, Health and Nutrition, DRR and livelihood, governance and advocacy, and child right and protection. The organization's target groups are Women, Dalits, marginalized group people, adolescents and children. The organization works its development partners (I/NGOs), private partner and government.  Currently CDC is implementing the “Strengthening Local Government Capacity to Develop School Education Sector Plans and Budgets in Sudur Pashchim Province”.

Thus, CDC Doti is looking for qualified, dynamic and self-motivated Nepali citizens for the following position to above mentioned project.

BACKGOUND

The program, “Strengthening Local Government Capacity to Develop School Education Sector Plans and Budgets in Sudur Pashchim Province” being implemented with the financial and technical support of UNICEF will strengthen the key institutional functions of 30 (Achham (Dhakari , Ramaroshan, TurmaKha), Baitad (Dilasaini, Dogadakedar, Prachaudi Surnaya), Bajura (Himali, Swamikartik) , Dadeldhura (Aalital, Ajayameru) Darchula(Mahakali, Malikarjun, Naugad, Sailyashikhar) Doti (Bogtan fudshil, Badikedar, KI Singh ) Kailali ( Bhajan, Dhangadhi , Godwari , Joshipur, Kailari, Mohanual) Kanchanpur ( Beldadi, Laljhadi, dodhara Chadani, Punarbas) Bajhang ( Bithhad Chir, Kedarshyu)) local governments of the Sudur Pashchim province to contextualize and implement their education sector plans and budgets. Further, need-based support has been planned to the selected 12/30 (four in the first year, four in the second year and four in the third year) local governments (LG) that significantly lags behind in terms of education outcomes through the Common Education Package comprising of interventions under (i) early childhood education and development, (ii) non-formal education / implementation of national qualifications framework, (iii) child friendly school/system (CFS+) including school improvement plans (SIP), and inclusive education and medium of instruction, (iv) comprehensive school safety minimum package including education cluster strengthening and (v) recovery and accelerated learning. Finance being backbone of the project, its operation requires hiring honest, sincere and qualified finance officer. He/she will be responsible for ensuring the smooth running of the project's financial aspects, keeping everything accurate, accountable, and compliant.

Functional Title: Finance Officer

KEY RESPONSIBILITIES

Financial Management:

  • Assist in creating and maintaining project budgets [budget preparation]
  • Track project expenses meticulously [accounts payable]
  • Process invoices from vendors and contractors [accounts payable]
  • Manage project funds and ensure they are used appropriately [accounts payable]
  • Reconcile bank statements regularly to identify any discrepancies [bank reconciliation]

Reporting and Analysis:

  • Generate financial reports like budget vs. actuals to monitor project health [financial reporting]
  • Prepare financial forecasts to anticipate future needs [financial reporting]
  • Analyze financial data and identify areas for cost savings or optimization [financial analysis]
  • Communicate financial information clearly to project managers and stakeholders [financial reporting]
  • Prepare quarterly financial report in line with the standard quarterly report and submit to manager for further reporting to UNICEF Nepal.

Compliance:

  • Maintain accurate and detailed financial records for the project [record keeping]
  • Ensure adherence to all financial regulations and donor requirements [HACT/financial compliance]
  • Work with auditors during financial audits [financial audits]

Additional Responsibilities:

  • Guide and supervisor finance and admin assistant.
  • Stay updated on relevant financial policies and procedures.

REQUIRED ACADEMIC QUALIFICATIONS:

Bachelor’s degree in accounting, finance, management or related field with three years of experience or Master’s degree in accounting, Finance, Management with one year of experience. 

OTHER SKILLS AND COMPETENCIES REQUIRED:

  • Strong analytical and problem-solving skills
  • Proficiency in accounting software
  • Effective communication and interpersonal skills
  • Excellent computer skills in Microsoft Office packages

KEY RESPONSIBILITIES AND TASKS:

  • Prepare programme implementation plan and budget breakdown based on signed programme document and detailed budget.
  • Coordinate with local level stakeholders to support the selected local governments in formulation of gender responsive and climate resilient local government school education sector plans. 
  • Facilitate the implementation of local government level school education sector plans in coordination and collaboration with the respective local governments, and track both the programmatic and financial progresses. 
  • Ensure that the programmatic activities are timely implemented, budget are rationally utilized and intended quality programme results are achieved. 
  • Ensure strong relationship and collaboration with Education, Youth and Sports Units of local governments, EDCUs, schools, and other relevant stakeholders in the district.
  • Work in close coordination with relevant stakeholders and communities to strengthen synergetic effect to programming.
  • Prepare and submit event, monthly and quarterly progress reports to the Technical Specialist-Education and Programme Manager in the given format. Prepare and submit other reports as required by CDC and UNICEF.
  • Monitor, supervise, coach, and support in capacity building of Child Development Coordinator and Learning Recovery Coordinator.
  • Support and coordinate with local governments and head teachers for technical monitoring of Real classes implementation and guide Learning Recovery Coordinator in addressing issues observed in conduction of Real classes.
  • Provide technical support for implementation of the Education Common Package, SESP interventions and other partnership related interventions at the local government level.
  • Monitor the programme implementation status, contribute in capacity building, and get updates on Common Education Package and SESP development.
  • Facilitate joint monitoring and high-level missions.
  • Work closely with CDC team for advocacy, resource leveraging, collaboration, and synergy building.
  • Participate in and represent CDC at the district and local government level events.
  • Support in implementation of advocacy and communication plan.
  • Identify, collect, document, and share at least one best practices/case-studies/human interest stories each month.’ 
  • Provide technical and coordination support to education in emergency response including operationalization of education clusters in case of emergency.

Required Academic Qualifications

Bachelor’s degree in education or social science with three years of work experience in Education sector planning and budgeting or Master’s degree in education or social science with one year of work experience in Education sector planning budgeting.

Other Skills & Competencies Required:

  • Good understanding of education sector including challenges and opportunities at the national and sub-national level.
  • Proven experience in working with district-level line agencies, local governments, communities and schools and the ability to lead, motivate and develop others.
  • Solid project design, implementation, monitoring and reporting skills.
  • Effective communication and presentation skills including facilitation of training, workshop, and meetings.

KEY RESPONSIBILITIES AND TASKS:

  • Develop thorough understanding of the programme document (PD), budget and programme implementation plan for the assigned local government.
  • Facilitate implementation of the plan in coordination and collaboration with the programme team, concerned local level education officer/coordinator and other stakeholders, track both the programmatic and financial progress. 
  • Ensure that the programme activities are well implemented on time, budget are rationally utilized and intended results are achieved ensuring quality compliance through regular programme monitoring. 
  • Build strong relationship with municipality-level sectoral units (education, health, WASH, protection, nutrition etc.), schools, communities and build strong working relation for a synergetic effect to the program. 
  • Support the local government for the formulation/ review, implementation, and monitoring of integrated ECD plans. 
  • Facilitate the formation of local government level and ward level ECD committees and ensure their functionality through regular meetings and mobilization for ECD related interventions.
  • Work closely with Education officer to orient and support local government and schools on effective implementation of ECD policies, programmes and ELDS report card.
  • Manage and facilitate capacity building trainings/workshops/meeting on ELDS package, mobile meetings and distribution and use of ECD kits.
  • Coordinate, manage and facilitate learning exchange visits and high-level missions as required.
  • Prepare and submit event, monthly and quarterly progress reports to the Education Officer in the given format.  Prepare and submit other reports as required by the local government, CDC and UNICEF.
  • Participate in and represent CDC at the local government forums.
  • Identify, collect, document, and share at least one best practices/case-studies/human interest stories on monthly basis.
  • Accomplish other assigned tasks from the local government, CDC and UNICEF.
  • Provide technical and coordination support to education in emergency response including operationalization of education clusters in case of emergency.

Required Academic Qualifications

Bachelor’s degree in education or in social science with 2 years of working experience in education, social mobilization or social development sector. 

Other Skills & Competencies Required: 

  • Must be the local resident of respective local government.
  • Good coordination, communication, and documentation skills.
  • Ability to communicate in English, Nepali, and local languages.
  • A two-wheeler driving license is desired.
  • Good understanding of education sector including challenges and opportunities at the local government level.
  • Proven experience in working with local governments, community, and schools.
  • Good knowledge and skill in MS Office package.
  • Strong interpersonal and facilitation skills.
  • Priority will be given to female candidates.
