World Education, a division of JSI Research & Training Institute, Inc. (JSI/WE) seeks candidates for multiple positions for a potential 5-year project funded by the U.S. Department of State and focused on combatting child labor and child trafficking in Nepal. The purpose of the 5-year project is to support the Government of Nepal and Nepali civil society to combat child trafficking in a victim-centered, coordinated, sustainable, and multi-sectoral approach to support an effective system of prevention, protection, prosecution, and partnership.  Positions will be based in Kathmandu. All positions are subject to project award, funding, and donor approval.

Project Director

Summary:

The Project Director will provide overall leadership and management of the project focused on capacity building of government and civil society to address child trafficking and child labor. The Project Director will be responsible for ensuring successful implementation of the project to meet program targets and deliverables on time, within budget, and in compliance with US Government rules and regulations. The Project Director will serve as the primary point of contact with key stakeholders, including JSI/WE home office colleagues, Government of Nepal representatives, donor representatives, and partners. The Project Director will supervise staff and partners, including mentoring team members and strengthening partner capacities.

Core Responsibilities:

  • Overall project management, including progress monitoring and results tracking, budget monitoring, compliance.
  • Team and consortium management, including supervision of JSI/WE staff members and partner coordination and management.
  • Liaison with the government of Nepal.
  • Coordination with the Donor and other development partners and stakeholders.
  • Provide high-level technical leadership and guidance related to government and civil society capacity strengthening, child protection, prevention of child labor and trafficking, and prosecution. 

Qualifications and Experience:

  • Masters in Social Work or other relevant degree.
  • Minimum 10 years of experience in relevant management, supervisory, technical experience working with programs of similar scope to this project, of which at least 5 years has been in management/leadership positions.
  • Proven ability to lead large complex, donor-funded projects, with experience in senior roles on US Government-funded projects highly preferred. 
  • 10+ years of relevant experience in child protection, children’s rights, prevention of child trafficking and/or child labor, or judicial reform.
  • Experience in program design, policy dialogue, strategic planning and implementation, capacity building and system strengthening 
  • Proven ability to build and sustain partnerships to achieve results; strong communication, organization, and management skills, and ability to develop and maintain strong and collaborative relationships with donors, Government counterparts, partners, and other stakeholders. 
  • Technical expertise in a relevant area: child protection, human rights law, prevention of child trafficking and/or child labor, etc.
  • Nepali nationals strongly preferred; third-country nationals and expatriates will be considered. Excellent spoken and written English required; fluency in Nepali strongly preferred.

Monitoring, Evaluation, Research & Learning Manager

Summary:

The Monitoring, Evaluation, Research & Learning (MERL) Manager will provide overall leadership on monitoring, evaluation, research, and learning. The MERL Manager will be responsible for designing, updating, implementing and reporting against MERL plans and frameworks. MERL Manager will coordinate with other team members and partners to ensure quality implementation of MERL plans, data collection, and reporting. 

Core Responsibilities:

  • Design and implement an advanced data management system, performance monitoring and management plans, and data collection tools and protocols in collaboration with technical teams;
  • Lead the development of MERL components of annual plans and budgets for relevant activities, and monitor work plans to ensure timely delivery of donor reporting and M&E-related deliverables;
  • Ensure regular reporting of M&E activities to all relevant stakeholders (including the GoN stakeholders) 
  • Work closely with technical staff and with institutional partners to explain M&E processes and to understand how those processes relate to the technical work of the project, and provide M&E related training as needed;
  • Supervise and build capacity of regional-level M&E project staff to carry out activities;
  • Oversee ongoing quantitative/qualitative data analysis at different points in the program leading to specific program/contract deliverables;
  • Oversee technical assistance and training to GoN stakeholders (federal, provincial, local levels) to support increased use of data for decision-making;
  • Coordinate on research studies and evaluation

Qualifications and Experience:

  • Master’s Degree in social work, community development, statistics, information systems, or related field.
  • Minimum 7 years of experience in MERL in international programs that work specifically on child protection, child labor, or human trafficking. Prior experience with similar programs highly preferred.
  • Ability to design and manage MERL plans and frameworks; ability to design, plan and carry out baseline, midline, and endline evaluations; ability to plan and carry out research; ability to develop learning agendas and document lessons learned.
  • Ability to build capacity of MERL team members and partners to monitor programs, manage data, and support MERL efforts.
  • Demonstrated experience with US Government programming, especially working with the CLA framework highly preferred.
  • Experience in data analysis and statistics.Excellence in report writing, documentation, and presentation of results (visual and written) to key stakeholder audiences (e.g. donor, Government, partners)Fluent Nepali. Excellent written and spoken English required.

Finance, Administration, and Compliance Manager

Summary:

The Finance, Administration, and Compliance Manager will provide oversight for budgeting, procurement, subgrant management, administrative tasks, and all issues related to compliance with US Government rules and regulations. The Finance, Administration, and Compliance Manager will work closely with the Project Director, Nepal Country Office leadership, partner organizations, and World Education home office (USA) to ensure on-budget, compliant implementation of the project.

Core Responsibilities

  • Establish, maintain, and monitor program financial systems that fulfill and comply with all USG requirements, Nepal government financial requirements, and JSI/WE's financial and administrative policies and procedures;
  • Support and guide project teams to ensure compliance with financial controls and operating systems;
  • Supervise a team of staff to carry out day-to-day financial, human resources, administrative and operational tasks;
  • Manage the monthly accounting cycle, including the payment of staff salaries and bank statement monitoring and reconciliation;
  • Ensure that all incurred expenses are paid in a timely manner
  • Ensure timely and accurate submission of field office expenses and forecasts to HQ and work with HQ's finance and accounting team to rectify any field expense issues promptly;
  • Collaborate with the technical team to lead the preparation of the annual work plan and to prepare and monitor costed work plans;
  • Establish and maintain JSI/WE's budget, financial management, and tracking systems to ensure strong financial accountability;
  • Provide accurate and timely financial information to the management and project team for decision-making;
  • Establish and monitor the implementation and maintenance of accounting control procedures (documentation, administration, and accountability of financial transactions).

Qualifications and Experience:

  • Minimum of a Bachelor's Degree in accounting, finance, or business administration, a Master’s degree or equivalent is preferred;
  • Minimum 7 years of experience in finance, administration, and compliance in international development sector
  • At least 5 years of experience working with USG funded projects (e.g. USAID, USDOL, USDOS) preferred
  • Proven experience developing, implementing and monitoring systems and processes to ensure strong budget management, compliance, and subgrant management
  • Ability to coordinate closely with technical team, partners, and colleagues
  • Experience working on education sector projects preferred
  • Strong English communication skills (oral and written)

Technical Lead (multiple positions)

Summary:

Technical Specialist(s) will lead design, implementation, and capacity building of Government counterparts and implementing partner organizations related to specific core technical areas for the project. The Technical Specialist(s) will have advanced expertise in a particular area and ensure that the project aligns with evidence, international best practice, and best practice for the Nepal context. The Technical Specialist(s)

Areas of technical expertise include some or all of the following: child protection; prevention of child labor and/or human trafficking; case management or survivor support and service provision; prosecution or judicial reform related to child labor and/or human trafficking; social behavior change communication related to child trafficking and child labor.

Core Responsibilities

  • Provide overall technical leadership in core areas; ensure the quality implementation of evidence-based approaches to address child trafficking and child labor, especially related to Prevention, Protection, and Prosecution. 
  • Lead capacity building of project team members, partner organizations, GoN stakeholders, and other civil society stakeholders.
  • Review project work plans and activities designed 
  • Strengthen the capacity of staff, partners, and stakeholders to integrate victim-centered, trauma-informed, survivor-informed inclusive approaches.
  • Develop sustainability plans related to key interventions and provide leadership on sustainable transitions of project initiatives to GoN and/or local organizations.
  • Support the MERL team in reviewing indicators, setting targets, planning for data collection, analysis, and reporting, and setting priorities around learning outcomes;
  • Lead the development of quarterly and annual project reports and internal documentation as required;
  • Disseminate lessons learned among program staff and stakeholders.

Qualifications:

  • Master’s degree in a related field
  • 6-10 years of related experience, including at least 3 years in a mid-senior or leadership role for technical program design and implementation
  • Demonstrated ability to design, implement, monitor, and train others in technical program areas (e.g. child protection; prevention of child labor and/or human trafficking; case management or survivor support and service provision; prosecution or judicial reform related to child labor and/or human trafficking; social behavior change communication related to trafficking and child labor)
  • Experience developing curricula, training programs, resource materials, and capacity building interventions related to area of expertise;
  • Demonstrated ability to collaborate with partners, Government, and other stakeholders
  • Experience leading programming among and with marginalized groups strongly preferred
  • US Government-funded program experience preferred
  • Strong English communication skills (oral and written)
  • Fluency in one or more minority languages of Nepal a plus
