Sindhuli Integrated Development Services Nepal (SIDS/Nepal) is a non-profit making, non-political and secular organization. It was registered in 1994 with District Administration Office, Sindhuli under Organization Registration Act 2034 B.S. SIDS/Nepal is continuously being supported by different national, international donors and I/NGOs as well as government of Nepal. 

Now, SIDS NEPAL is implementing Nutrition Resilience Livelihood Technical Programme (TP) in partnership with World Vision International Nepal since November 2020 with a goal children are well nourished The organization is in under recruitment process and seeking for highly motivated, competent and dedicated applicants for Sindhuli based positions for a Nutrition Resilience Livelihood Technical Programme (TP).

1

 Programme Manager – (Nos.1)

  • Bachelor Degree in the given sector, management, social science or business studies with minimum 7 years working experience in managing multiple projects with diverse team or
  • Master degree in the relevant field, management, social science of business studies preferred with minimum of 4 years of work experience in managing multiple projects with diverse team
  • Portfolio Management (portfolio programme, reports, risks, problem solving, team, governance) 40%
  • Solid Programmes Quality and Technical Management (MEAL data/information, technical programme, project models, integration of sectors including sponsorship/cross-cutting themes-GESI, DRR)  20%
  • Community empowerment and engagements at different level for sustainability – 15%
  • Evidence of Programs Impact or Result collection/compilation to be shared at/for wider platform15%

Finance Coordinator-(Nos.) 1

  • Bachelor Degree of Commerce, Business Studies or Equivalent Minimum 3 years of experience in independently handling budgeting, financial accounting, planning and analysis in I/NGO and preferably within WVIN projects.
  • Financial Management of the Project/Program – 40%
  • General financial recording and book keeping using IPAS accounting software following World Vision Chart of Account.
  • Support and ensure all the payments are made following proper financial procedures.
  • Ensure proper supporting documents for expense verification
  • Preparation and administration of payroll adhering the required compliance.
  • Issuance and settlement of of employee advance.
  • Budgeting and Reporting – 30%
  • Support the project/program team in preparation of monthly and anuual budget.
  • Analysis of administrative cost preparation and it’s sharing to each project on fair share basis.
  • Provide financial analysis to the project/Program lead including the board
  • Preparation of donor financial report and MIS report and shared as per the agreed timeline to the donor and project lead.
  • Financial Monitoring – 20%
  • Ensure each and every expense are valid and meets minimum financial requirements.
  • Field monitoring from financial point of view.
  • Provide financial analysis and monitoring during procurement
  • Report any potential fraud and misusage identified during project implementation.

Interlink the project/program finance with the overall organization financial management system.

  • Compliance and Others – 10%
  • Ensure internal control measures are in place and are followed appropriately.
  • Assist in all type of audit ( Internal, donor, external)
  • Any task as assigned by the supervisor and board.
  • Liaised with government agencies such as, Tax Office concerning annual audit report, tax clearance, DPAC etc.

MEAL Officer- (Nos.1)

  • Bachelor’s degree in social science or development studies in the field relevant to M&E At least 2 years of experience working with I/NGO in the field of monitoring, evaluation and accountability sector

MONITORING:

  • Support to update beneficiaries information regularly in commcare system (developed by WVIN) to track all project beneficiaries
  • Monitor project activities, and produce and submit monthly report
  • Carry out quality outcome and quality monitoring and submit reports
  • Facilitate corrective actions based on the monitoring findings and update in the system
  • Maintain project database including relevant documents and reports 
  • Compile, analyzes and present the key findings of monitoring in regular meetings
  • Provide necessary guidance to volunteers/enumerators for accurate data collection
  • Follow up project teams to implement recommendations and follow up actions provided after the monitoring

EVALUATIONS & LEARNING:

  • Collect and collate secondary data from various sources in working districts and municipalities for the purpose of assessments, baseline survey and evaluations- as per requirement of WVIN.
  • Take lead role for coordination, communication and getting necessary approval from local government authorities regarding baseline surveys, evaluations and special researches/studies
  • Provide necessary field support including communication to the respondents, arranging meetings, interviews and focus groups discussions for monitoring visits and evaluations/ field studies
  • Provide necessary information to project team during the time of DPAC (district project advisory committee) meeting.
  • Support project teams to draw key learning, good practices and significant case stories from and share with senior management of organization as well as WVIN.

Facilitate beneficiary selection criteria including Most Vulnerable Children and Adult

Establish and operate information provision system on key aspects of the project (such as sharing key message on Technical Program to communities and stakeholders, message on community feedback and response mechanism, beneficiary selection process and criteria etc)

Establish and operate community feedback mechanism ensuring response and appropriate actions on the feedback and complaints raised from community that are under the responsibilities of PNGO as per prescribed feedback handling guidelines

Refer all feedback and complaints to WVIN on timely basis to make response and take action if they are directly associated with WVIN, its staff and operation.

Provide monthly report on accountability including feedback and response status to Field MEAL Specialist using prescribed format of WVIN

Program Officer (Livelihood) (Nos. 1)

  • Bachelor degree in Agriculture Science or relevant discipline with two year of experience in related project (Market led agriculture, LVCD, DRR, GESI)
  • Provide management to NRL project and monitor performance of project team in  implementation of project ensuring projects are delivered on scope, on time and on budget as per the agreements 
  • Identify, assess, and communicate risks associated with the implementation of project, and development of mitigation measures 
  • With guidance from Field Specialist-A&ED ensure appropriate analysis and project results, including sharing of results and continuous improvements of project design and implementation 
  • In coordination with Field sector lead- NRL relationships and engagement with government line agencies, other INGOs/NGOs, research institutions and private sector at local and district levels in alignment with project strategy/plan
  • Coordinate organizational processes with which WVIN’s Agriculture & Economic Development TPs and projects have to be engaged including but not limited to annual planning and budgeting process and audit 
  • Ensure Planning Monitoring and reporting of the project is on time and with quality
  • Supervise and mentor Facilitators so that they can perform their duties effectively
  • Support project coordinator in oversee interventions to ensure effective and timely implementation
  • Develop training curriculum and train Facilitators on the Graduation programme objectives, implementation process, and expected outcomes
  • Regularly review-monitoring data to ensure programme implementation activities and participants’ progress are on track and report the progress.
  • Situation Analysis of Local Producers and Market Opportunities
  • Ensuring formation of Producer Groups and conduct training and to build capacity with support from Field Mobilizers
  • Network and Liase with Local and Regional Government, NGOs and Business Groups.  
  • Ensures good recording and documentation for project baseline,  appraisal of impacts, relevant networks and contacts
  • Responsible to ensure Coaching and Mentoring to producers group 
  • Facilitate to seek orders from potential buyers and research on potential challenges to meeting buyers requirements and identify practical solutions.

Program Officer -(Nutrition) (Nos 1)

  • Bachelor in Public Health/Nutrition related Science or relevant with at least two years of experience in health/nutrition related project management, preferably having worked in close coordination with government institutions like rural/municipality, health facility, previous District Health Office etc.
  • Lead nutrition component of NRL TP and monitor performance of project team in  implementation of project ensuring project activities are delivered within scope, time and budget 
  • Annual planning, budgeting and project activities implementation
  • Coordinate across nutrition field staff to ensure the development and regular use of all technical tools including implementation guideline, quality benchmark, training materials, training curriculum, information materials, behavior change communication (BCC) materials and other resources
  • Orient Field Officers and Mobilizers on programming tools and materials for successful program implementation 
  • Capacity building of Field Officers and Mobilizers  to ensure adequate competencies at field level to deliver all necessary components of the nutrition program 
  • Ensure meaningful participation of Registered Children in project activities. 
  • Regular monitoring and analysis of program results in coordination with MEALS team
  • Learning and sharing meetings with project staff and government staff for continuous improvement of project as well as relationship building
  • Identify, assess, and communicate risks associated with the implementation of project, and develop mitigation measures 
  • Regular reporting, documentation and collection of success stories on regular basis.
  • Maintain strong coordination with all WV Technical Programs 
  • Maintain strong relationship with technical officials of government institutions and like-minded organizations in the district
  • Integrated workforce management to be more strategic and effective in delivering results
  • Lead in effective governance, child and adult safe organization compliances and are practiced well

SCM & Admin Officer- (Nos.1)

  • Bachelor’s degree in business/management or other relevant field
  • Identifying customer alternatives and facilitating access to the ‘best value for money’ for all products and services;
  • Ensure major/recurring procurements are under strategic sourcing initiative;
  • Propose innovative solutions to increase efficacy through evidence based analysis for consumption by financial and operational dimensions, including price, quality and service;
  • Support in improving spending behavior, process, utilization, and optimize total throughout field.

BSL Field Officer- (Livelihood) (Nos 1)

  • Bachelor degree in Agriculture Science or relevant discipline with two year of experience in related project (preferably Ultra Poor Graduation Model for UGP & Market led agriculture for BSL)
  • Support targeting and verify selection of participating households
  • Supervise and mentor Facilitators so that they can perform their duties effectively
  • Support project coordinator in oversee interventions to ensure effective and timely implementation
  • Oversee participant performance through household spot checks
  • Develop training curriculum and train Facilitators on the Graduation programme objectives, implementation process, and expected outcomes
  • Identify basic services including health, education, safety nets, and community support groups, that participants can be linked with and make a plan of engagement
  • Regularly review-monitoring data to ensure programme implementation activities and participants’ progress are on track and report the progress.
  • Liaise regularly with field level staff and senior management about programme progress, challenges, learning, and decisions

Nutrition Field Officer (Nos. 1)

  • Bachelor’s degree in Public Health/Nutrition with at least one year of experience in field of nutrition/health related project preferably having worked in close coordination with government institutions like health facility, rural/municipality, FCHVs and HMGs.
  • Support Program Officer to effectively roll out nutrition activities in allocated health facilities, primary health care center outreach clinics (PHCORC), health mothers group and community settings.
  • Support Program Officer in capacity building events for health facility officials, Female Community Health Volunteers, HMGs and CVA groups.
  • Maintain strong relationship with Health Facility staff, PHCORC staff, HFOMS and FCHVs
  • Provide technical support/guidance to PD hearth volunteers during PD hearth sessions in designated areas. 
  • Provide technical support to FCHVs in conducting Health Mothers Group sessions and Support Group sessions
  • Provide technical support to health facilities in regular Growth Monitoring Promotion events 
  • Provide technical support to CVA facilitators in conducting CVA group sessions
  • Collect, compile, analyse and verify database related to PD Hearth, Growth Monitoring Promotion, Health Mothers group, Support Group, CVA and share with Program Officer and MEALS.
  • Monitor activities against quality benchmark (QBM) and submit regular QBM reports with identified corrective actions 
  • Facilitate monitoring visits from WV National Office various departments
  • Support MEALS team in assessments, baseline survey and evaluations- as per requirement of WVIN. 
  • Provide necessary field support including communication to the respondents, arranging meetings, interviews and focus groups discussions for monitoring visits and evaluations/ field studies 
  • Support project teams to draw key learning, good practices and case stories 
  • Support in beneficiary selection with focus on most vulnerable
  • Establish and operate community feedback mechanism ensuring response and appropriate actions on the feedback and complaints raised from community that are under the responsibilities of PNGO as per prescribed feedback handling guidelines
  • Refer all feedback and complaints to WVIN on timely basis to make response and take action if they are directly associated with WVIN, its staff and operation. 
  • Provide monthly report on accountability including feedback and response status to Program Officer
  • Carry out additional responsibilities as assigned by supervisor, including administrative and planning functions.

BSL Field Mobilizer (Nos 6)

  • +2 in any subject & Minimum 2 Years’ experience working in NGO, Livelihood preferable.
  • Support filed officer to form/reform producer groups in target area
  • Engage & support to identify UPG HHs through rigorous targeting process. 
  • Conduct SWOR assessment of the producers groups 
  • Support (providing local information as required) field officer to conduct Participatory Value Chain Analysis with Producers 
  • Support producer groups to organize and facilitate producers group meeting 
  • Provide relevant information to field officer on local context on regular basis to feed into producer database compilation 
  • Meet producers groups regularly and keep the journal for each producer group
  • Ensures producer/producer groups have kept up to date record of their business
  • Collect information to produce monthly report on producer group progress
  • Mobilize Savings Group Officer/facilitators and track their progress on Savings Group interventions in respective areas
  • Compile savings group information to feed into savings groups database
  • Support RC Monitoring (90 Days Presence Verification and Semi-Annual Well-being monitoring)
  • Support & engage on community consultation, MVC identification for RC selection
  • Support in identifying Children Led Most Significant change Story
  • Support on RC' Child Well Being Case Management after monitoring and follow up.


Time Duration: November 2020- September 2021(initial contract with 3 months' probation period).
