Samagra Jan Utthan Kendra (All People's Development Center, APEC) is a non-profitable social development & humanitarian organization. APEC was legally established in 2002 A.D. by an intellectual and youth group in Lahan, Nepal. The organization's main vision is to create a society that upholds human rights and justice for all through peaceful and cooperative social mobilization. APEC's mission is to promote the establishment of an equitable, self-reliant, and developed peaceful society where everyone has equal access to opportunities and human rights. APEC has been working on human right protection, civil peace service, transitional justice initiatives, GBV reduction initiatives, security & justice promotion, adolescent development, resilient development, Public Service Awareness in partnership with local government and different funding partners since its establishment in Madhesh Province. The organization works to strengthen both community demand and service providers' supply to address the voices of marginalized and deprived communities, eliminate economic exclusion and social discrimination, strengthen human rights, increase access to justice, and promote civic engagement for inclusive development.

Samagra Jan Utthan Kendra is announcing vacancies for various positions under different projects as below. APEC invites applications from qualified, dynamic, and motivated Nepali citizen on the following positions:

A. Project: project “Engaging CSOs for enhancing access to justice of women and marginalized groups” in Siraha and Saptari District

1. Position: Project Coordinator (PC)

Number of Vacancies: 1

Location: Siraha & Saptari District

Position Status: Full-time, Regular

Summary of Job Description (PC):

The Project Coordinator is responsible for executing project planning, managing and mobilizing resources for the program, building networks, project monitoring and evaluation, program reporting, communicating results to stakeholders, and managing the overall project team. S/he leads to ensure that the projects implemented by the organization are effective, efficient, and contribute to the organization's mission and objectives.

  • Lead the project at working area and maintain good relationship with working municipalities, government line agencies, CBOsand other relevant stakeholders
  • Implement Mobile Legal Aid Services (by introducing a mobile legal van) in partnership with justice sector actors to increase legal aid outreach and provide support on civic documentation and legal information to reach the hardest-to-reach communities
  • Support the rollout of legal aid systems in districts, with a particular focus on survivors of SGBV, Dalit,Tharu, Muslim & LGBTQI+ communities
  • Enhance participation of marginalized and vulnerable communities in decision-making through strengthening their awareness and capacities to participate in civic life
  • Strengthen capacities of CSOs to empower women Dalit, PWD, LGBTQI+, Muslim other vulnerable and marginalized communities including GBV and CBD based CSOs
  • Establish “helpline” and ‘defender booth’ mobilizing paralegals (barefoot lawyers) at the ward level to provide necessary legal information and assistance to the women, Dalit, PWD, LGBTQI+, Muslim and other marginalized groups
  • Enhance public participation at local level on service delivery and entitlements
  • Support on civic documentation and vital registration of women, Dalit and other marginalized communities
  • Conduct the outreach activities, focused on the hardest to reach places and communities by mobilizing clinical law students
  • Develop and introduce the innovative activities to connect the justice system to the people (e.g., a mobile application on rights and justice – justice@home) with a focus on GBV and victims of caste-based discriminations on their rights and civil vis a vis remedial processes and how to restore their rights
  • Conduct dedicated/targeted judicial outreach and judicial committee outreach program to interact with women, Dalit and other marginalized communities; and also promote HRBA and informal justice mechanism
  • Ensure on timely project implementation, monitoring and prepare periodic reports submission complying with project grant agreement
  • Develop and ensure appropriate tools and strategy to monitor the progress, quality and impact of the project and quality documentations of the project activities
  • Mobilize social mobilizers to ensure the project deliverables timely, mentor and capacitate them and support as require
  • Community consultation skills, demonstrate self-motivation, innovative and creative ideas the ability to motivate communities
  • Plans and monitors own work, pays attention to details, delivers quality work by deadline
  • Appreciate/respect differences, aware of unconscious bias, confront discrimination
  • Commitment towards organization vision, mission, core values and strategic mandates

Qualification

  • Master’s degree in social science, law or relevant discipline with at least 3 years of working experience in I/NGO sector in justice, sustainable peace and development
  • Candidates having work experience in justice, legal aid service, and peace building would be preferred
  • Advance computer skills and fluent in speaking & report writing in English, Nepali and local languages

2. Position: Social Mobilizers (SM)

Number of Vacancies: 2

Location: 

  • Siraha district (1): Dhangadimai Municipality and LaxmipurPatarai Rural Municipality
  • Sapatari District (1): Khadak Municipality and Bodebarsain Municipality

Position Status: Full-time, Regular

Summary of Job Description (SM):

Social Mobilizer is responsible to ensure project activities are implemented timely along with quality project activities deliverables. S/he is accountable to Carry out day to day coordination with local government, CBOs/CSOs, and other structures to build collaboration in the project implementation. SM ensures project events and plans are executed as per the plan and prepare events reports. Need to provide technical support to local government & community-based groups in close consultation with project coordinator at local level. 

  • Maintain close coordination and relationship with local government, elected representatives, government officials, local stakeholders for leveraging local resources, experiences and expertise for enabling truth, memory and justice of conflict victim and survivor family's promotion in the targeted municipality
  • Assist Project Coordinator to establish “helpline” and ‘defender booth’ mobilizing paralegals (barefoot lawyers) at the ward level to provide necessary legal information and assistance to the women, Dalit, PWD, LGBTQI+, Muslim and other marginalized groups
  • Lead meetings, orientations, trainings, visits with logistic supports during the eventsin the project area. 
  • Support Program Coordinator in project planning, implementation, monitoring and documentations of project activities and progress 
  • Other roles and duties as assigned by the Project Coordinator related with the project
  • Commitment towards organization vision, mission, core values and strategic mandates

Qualification

  • Intermediate level with 2years of experience in justice, sustainable peace & development, psychosocial support and social mobilization
  • Basic computer skills and fluent in speaking & report writing in English, Nepali and local languages

B. Project: Enabling Truth, Memory & Justice in Saptari, Siraha and Mahattori Districts

1. Position: Finance & Compliance Officer(FCO)-1

Number of Vacancies: 1

Location: Based on APEC office, Lahan with field movement as required

Position Status: Full-time, Regular

Summary of Job Description (FCO):

  • Ensure timely financial monitoring and prepare periodic reports and timely submission of narrative and financial reporting
  • Ensure and establish good financial control system
  • Maintain and ensure financial data, voucher, invoices, and records are kept properly
  • Provide & ensure payments to vendors, staffs and settlement of advance, liabilities & receivables etc. and reconcile with required documents as per compliance timely
  • Robust knowledge on government taxation system and procurement procedure 
  • Check and ensures that all procurement process and expenditures of the projects and core activities are in accordance with SAMAGRA and the respective donor agencies’ procedures
  • Ensure timely cash forecasting is done and fund is available for the project
  • Request for fund for the implementation of project activities on periodic basis using standard forms and formats as required for the partner organization.
  • Maintain timely the stock ledger, GRN, Inventory system etc.
  • Maintain & safely keep back up data of finance and finance related documents.
  • Plan field visit as per need and support the project team on financial management& compliance procedure upon requirement at key events. 
  • Good computer skills – Word, Spreadsheet, and power point presentations.
  • Excellent knowledge on Tally, FAMAS along with other financial software
  • Understand SAMAGRA and donor’s vision, mission, core values and financial guidelines

Qualification

  • Bachelor’s Degree in finance/Management with proven 3 years of experience in core financial management, reporting both in manual & software
  • Basic computer skills and fluent in speaking & report writing in English, Nepali and local languages
