Rural Reconstruction Nepal (RRN) is a Nepalese non-governmental development organization working mainly in the areas of community development, livelihood, food and nutrition security, education, health and good governance. The organization equally promotes human rights and social justice, having strategic focus on protecting and promoting economic, social and cultural rights and right to development in Nepal. RRN also works extensively on Agriculture/Livelihoods, Food and Nutrition Security, Education, Health, WASH, Biodiversity Conservation, Natural Resource Management, Disaster Management and Climate Change adaptation. Its major interventions are directed towards improving the lives and livelihoods of poor, vulnerable and disadvantaged groups in rural areas and equally engaged in policy advocacy at local, provincial, federal, regional and international levels through various networks such as Children As Zone of Peace (CZOP), Alliance Against Trafficking in Women and Children in Nepal (AATWIN), Right to Food Network (RtFN), Civil Society Alliance for Nutrition Nepal (CSANN), Disaster Preparedness (DP Net), Human Right Treaty Monitoring Coordination Center (HRTMCC) for Economic Social and Cultural Rights (ESCR) at National, along with South Asia Alliance for Poverty Eradication (SAAPE) at Regional and LDC Watch at International level.

RRN has been granted the Special Consultative Status with the Economic and Social Council (ECOSOC) of the United Nations since 1997. It is also accredited to the Global Environment Facility (GEF), the UN Framework Convention on Climate Change (UNFCCC), and the Green Climate Fund (GCF).

Currently, RRN is looking for competent candidates to fulfill the following positions on service contract and annual renewal based on performance evaluation for the project entitled Tatpartaa: "Increasing Responsiveness to Child Labor & Forced Labor in the Context of Climate Change" in partnership with JSI/World Education funded by US Department of Labour (USDOL). The project will be implemented in the selected 22 Local governments in 9 districts in Bagmati and Madesh Pradesh. The vacancy announcement for the positions here in this notice is for RRN only. 

1. Position: Team Leader (Head Office-1)

Major Responsibilities: Lead the overall direction of the Tatpartaa Project and be responsible for the project progress, Coordinate with USDOL/JSI/World Education(WE) and support the project team for the smooth planning and implementation of the project, provide regular updates to RRN's  Executive President and Management, WE, USDOL and other relevant stakeholders, Represent RRN to the WE, USDOL and relevant stakeholders and other legal entities, Provide technical support and mentor to LNGOs and LGs in the project implementation and handling of grievances and complaints received, ensure completion of follow-up actions recommended by internal/external auditors and by the donor in implementation support reviews/ missions, Ensure that project provides the technical support and coordinate to Provincial Governments and related line agencies to mobilize their resources to LGs, Supervise and manage Tatpartaa Project team/staff. The Team Leader will report to the Executive President and JSI/World Education.

Required Qualification, Experience and Skills

  • Should have at least Master's Degree (Preferably PhD) in Social Sciences, Forestry, Environmental science, Development with focus on climate change or related disciplines.
  • Should possess at least 15-20 years of demonstrated work experience in the relevant field with NGOs/INGOs in Nepal.
  • Should be familiar / have experiences working with the approaches, programs and policies of the Government of Nepal, related Ministries including local, provincial and federal Government.
  • Excellent knowledge of English and Nepali /local languages.
  • Skills in communicating with authorities and other stakeholders.
  • Demonstrated capabilities in report writing.

2. Position: Agriculture /Food Security Specialist (Head Office-1)

Major Responsibilities: Responsible for providing technical support in agriculture and food security, emphasizing capacity building for local partners and LGs through Linking Agriculture, Natural Resource Management for Nutrition (LANN) sessions. Also involved in designing and implementing Climate Smart Agriculture (CSA) initiatives, study and research with a focus on promoting food diversity, organic farming, and bio composting to mitigate the impact of climate change in lives and livelihoods along with economic well-being of target groups. Provide technical expertise and guidance on agriculture, food security and nutrition related areas of the project. Support RRN and World Education to prepare project interventions on agriculture and food security. Design and provide training / capacity of LNGOs and LGs, project staff to engage in and benefit from the project activities. Support local partner organizations to prepare project concepts and proposals on different CSA interventions. Provide technical support and coordinate to Provincial Governments and related line agencies to mobilize their resources to LGs. The Agri/Food security specialist will report to the Team Leader.

Required Qualification, Experience and skills:

  • Should have at least Bachelor's degree (Preferably Master's Degree) in Agriculture, Food and Nutrition and other relevant areas/discipline.
  • Should possess at least 5 years of demonstrated work experience in the relevant field.
  • Should be familiar / have experiences working with the approaches, programs and policies of the Government of Nepal (Ministry of Agriculture and Livestock), National Planning Commission other related agencies of local, provincial and federal Government of Nepal.
  • Should be familiar/have experiences working on policy advocacy for right to food, nutrition education, child rights, with relevant national civil society networks.
  • Excellent knowledge of English and Nepali /local languages.
  • Skills in communicating with authorities and other stakeholders.

3. Forest and Climate Change Specialist – Head Office -1

Major Responsibilities: Responsible for providing technical support on forest, climate change, and environment to build the capacity of 22 local governments, and implementing partners to design and establish initiatives to mitigate the negative impact of climate change on the economic well-being of families and communities. Provide technical expertise and guidance on forests, climate change, environment and related areas of the project. Support RRN and World Education to prepare project interventions on forest and climate change. Design and provide training / capacity of LNGOs, LG, and project staff to engage in and benefit from the project activities. Support local implementing partner organizations to prepare project documents on different forest and climate change related interventions.  Prepare the guidelines and manuals for the activities / interventions related to Forest and Climate Change. Update and support the RRN and World Education team on the relevant issues and concerns on Forest and Climate Change that are applicable /may impact for the project Support / facilitate formulating climate adaptation plan at the LG level.  Provide technical support and coordinate to Provincial Governments and related line agencies to mobilize their resources to LGs. The Forest and Climate Change specialist will report to the Team Leader.

Required Qualification, Experience and Skills

  • Should have at least Bachelor's Degree (Preferably Master’s Degree) in Forestry, Environmental Sciences with focus on climate change or related discipline.
  • Should possess at least 5 years of demonstrated work experience in the relevant field.
  • Should be familiar / have experiences working with the approaches, programs and policies of the Government of Nepal (Ministry of Forestry and Environment) including local, provincial and federal Government of Nepal.
  • Excellent knowledge of English and Nepali /local languages.

4. Water Resource Specialist/ Engineer – Head Office -1

Major Responsibilities: Responsible for providing technical support on Water Resource Management in the context of climate change, and environment to build the capacity of 22 local governments, nine Local NGO (implementing partners) and communities to design and establish initiatives to mitigate the negative impact of climate change on the economic well-being of families and communities. Provide technical expertise and guidance on water resource management, climate change, environment and related areas of the project. Support RRN and World Education to assess and prepare project interventions on Water and climate change. Design and provide training / capacity of LNGOs, LG, and project staff to engage in and benefit from the project activities. Provide technical support to improve household Sanitation and Water management, water recycling management, rain water harvesting, Conduct WASH related training to beneficiaries. The Water Resource Specialist/Engineer will report to the Team Leader.

Required Qualification, Experience and Skills:

  • Should have at least Bachelor's Degree (Preferably Master’s Degree) in Engineering, water resource management with focus on climate change or related discipline.
  • Should possess at least 5 years of demonstrated work experience in the relevant field.
  • Should be familiar / have experiences working with the approaches, programs and policies of the Government of Nepal (Ministry of Water) including local, provincial and federal Government of Nepal.
  • Excellent knowledge of English and Nepali /local languages.
  • Skills in communicating with authorities and other stakeholders.
  • Demonstrated capabilities in report writing.

5. Position:  Cluster Coordinator (Field cluster based – 4 positions in Bagmati and Madhesh Province)

Major Responsibilities: Coordination of the project activities in the designated cluster area in the field, Coordinate with RRN/Tatpartaa project team and World Education for program planing and implementation in the vulnerable communities in terms of child/forced labour in the context of climate change, Work closely with the project technical team (Agriculture/ Nutrition specialist, forest climate change specialist, Water resource / Engineer) for the required technical support and capacity building of Local NGOs, Local government and. communities, Provide regular updates to Team leader, RRN management, World Education and other relevant stakeholders. Represent RRN in the field and relevant stakeholders and other legal entities, provide technical support, coaching and mentoring to Local NGOs and LGs in the project implementation, Provide RRN Head office and World Education with timely and comprehensive reports according to the requirements, ensure that all the project activities are completed on stipulated time, ensure completion of follow-up actions recommended by the donor in implementation support reviews/ missions, ensure that project provides the technical support and coordinate to Provincial Governments and related line agencies to mobilize their resources to LGs. The Cluster Coordinator will report to Team Leader. 

Required Qualification, Experience and Skills 

  • Should have at least Master's Degree in Social Sciences, Rural Development, Agriculture, Forestry, Environmental science with focus on climate change or related disciplines.
  • Should possess at least 5 years of demonstrated work experience in the relevant field with NGOs/INGOs in Nepal.
  • Good knowledge, skills and experience on coordination and collaboration with local government, non-government organizations, partner NGOS Coordination, lobby, advocacy, capacity building and technical assistance
  • Should be familiar / have experiences working with the approaches, programs and policies of the Government of Nepal, related Ministries including local, provincial and federal Government.
  • Extensive knowledge and experience of social tools including participatory planning process (seven step) of local government
  • Experiences in organizing training, facilitation of workshops and other capacity building activities for different level of audiences
  • Excellent knowledge of English and Nepali /local languages.

6. Communication and Knowledge Management Officer (Comm/KM), Head Office-1

Major Responsibilities: The Communication and Knowledge Management Officer (Comm/KM) is responsible for driving the project's overall communications and knowledge management strategies. S/he will be responsible for producing various knowledge products (e.g., reports, articles, briefs) and ensuring appropriate ways and means to disseminate these products. The Comm and KM Officer will be responsible for collecting, capturing, and communicating best practices, lessons learned, and success stories related to the project. S/he will deliver the strategies following the project documents, guidelines, and agreements in close consultation and collaboration with USDOL/JSI /World Education and other relevant stakeholders. Develop and implement a comprehensive knowledge management and communications strategy for the project on Agriculture, Nutrition, Forest, climate change, climate resilience, Water Resources, WASH, child labor, forced labor in the context of climate change, Formulate the knowledge management and communication plan of the project as appropriate and orient the project team and relevant stakeholders on it, Coordinate with project staff, partners, and stakeholders to ensure timely and quality production of knowledge and advocacy materials, including, but not limited to factsheets, human interest stories, reports, articles, briefs, videos, etc. to showcase project achievements and lessons learned, Provide input on knowledge and evidence generation activities such as Research, Studies and communicating to scientific communities (Journal articles) and Local government, Local NGOs and grass root communities through audience specific media, Ensure Organizational/Project /donor's visibility in communications materials, Ensure that project updates and content are regularly updated on the organization's website and social media channels, ensuring digital presence and visibility, Organize and facilitate workshops, conferences, and other events to disseminate project knowledge and build the capacity of stakeholders, Develop and maintain contact information and relationships with journalists and media outlets (print, TV, radio, web, etc.) within and outside the project area to increase project coverage,  Coordinate with relevant media persons to develop and edit news material, press releases, articles, stories. The Communication and Knowledge Management Officer will report to Team Leader. 

Required Qualification, Experience and Skills 

  • At least Bachelor's degree (Preferably Master’s Degree) in Communications, Journalism, Public Relations, Public Policy, or a related field.
  • At least 5 years of experience in developing and implementing communications, outreach, and knowledge management activities. 
  • Excellent written and oral English communication skills and proficiency in Nepali are required. 
  • Knowledge of other local languages/dialects is an asset. 
  • Advanced working knowledge of MS Office (Word, PowerPoint, and Excel) is required.
  • Candidates with basic design and layout skills and adept in using Adobe Photoshop, Canva, and other relevant software are an added advantage. 
  • Skilled in communicating with authorities and other stakeholders.
  • Demonstrated capabilities in report writing.

7. Position:  Monitoring and Evaluation Officer (M&E), Head Office-1

Main responsibilities: The M&E Officer will be responsible for overseeing the monitoring and evaluation activities of the Project Entitled Tatpartaa Project. He/She will work closely with the project team to ensure that project activities are on track and that project goals are being achieved. This includes leading the design, implementation, and operation of M&E systems beginning from the project intervention. He/She will oversee the monitoring, evaluation, analytics and reporting of the performance and results, providing regular project progress reports. Assist team with the development of the M&E Plan for the project, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans, adopting results-based management approach. Lead role in overseeing data collection, collation, storage, analysis, and Progress reporting, ensuring that data is of high quality. Contribute to develop relevant assessment tools, format and guidelines related to the project. Responsible for supporting the preparation and review of progress reports in collaboration with project staff and World Education. Manage research activities/field visits to monitor the implementation of activities. Contribute to assess local NGOs and LG capacity and develop capacity building activities to support them. Provide technical support to field staff, local communities, NGOs and Local Governments (LGs) to foster community monitoring and ensure the implementation of strong M&E systems. The M&E officer will report to the Team Leader.

Required Qualifications, experience and skills:

  • Bachelor's or master's degree in statistics, demography, public policy, international development, economics, or related field. Master's degree or bachelor's plus an advanced certificate in M&E, statistics, or economics preferred. 
  • Minimum of three years of professional experience in monitoring and evaluation, preferably in climate change or related areas. 
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans. 
  • Knowledge of major evaluation methodologies (e.g., quantitative, mixed method, and impact), and data collection and analysis methodologies. 
  • Fluency in English and Nepali is required 
  • Knowledge and experience with working with local communities, NGOs and LGs

8. Position: Finance/ Account Officer, Head Office-1

Major Responsibilities: Responsible for Financial Management, Accounting and Financial Reporting of the Tatpartaa Project, fund management, Operate designated bank account of the project along with the Team Leader, Ensure proper maintenance of Books of Accounts, ensure adequacy of program fund in the designated account, Timely fund Request and fund disbursement to the field for uninterrupted execution of program activities, Timely submission of financial reports, Overview of the project financial transactions, Ensure donor’s compliance along with the Compliance of the relevant laws and RRN’s own rules and policies, Apply effective internal control measures, Facilitate project audit, proper recording of financial documents,  ensure timely procurements and logistics and travel support, administrative support and if required make field visits to ensure program activities and financial progress match with each other. The Finance/ Account Officer will report to the Team Leader.

Required Qualification, Experience and Skills:

  • Should have at least Bachelor's Degree (Preferably Master's Degree) in Accounts/Finance or have qualified or semi-qualified Chartered Accountant.
  • Should possess at least 5 years of demonstrated work experience in the relevant field.
  • Should be familiar / have experiences working with the relevant financial/tax rules and regulations
  • Excellent knowledge of English and Nepali /local languages.
  • Skills in communicating with authorities and other stakeholders.

9. Logistic Officer - Head Office – 1

Major responsibilities: - The Logistic Officer is responsible for the logistic management support to the project team, works closely with the Team Leader, project team and RRN Finance/admin section to ensure timely procurement and delivery of equipment and materials for the project staff based in RRN head office and Field locations based on the project plan and allocated budget. Provide logistic support in the events – training, workshops and meetings, Provide support in field mission, travel and transport and administrative support, Work closely with project Finance/ Account officer and RRN Finance Manager in procurement planning and procurement, Maintain proper inventory of assets and annual counting, Ensure proper and timely maintenance of Assets including vehicles, Timely fund request and initiate procurement in accordance with approved procurement plan and timely deliver goods/materials, maintain stock/inventory and logistic and reporting, Ensure donor’s compliance along of the relevant laws and RRN’s own rules and policies, apply effective internal control measures, Facilitate during project audit (Internal / External),  undertake field visits to ensure timely availability of logistic support in the cluster office/staff. The logistic Officer will report to the Team Leader.

Required qualification, experience and skills:

  • Minimum Bachelor’s degree (Masters preferred) in Business Studies or Management
  • At least 5 years of work experience in the similar filed at officer level in I/NGOs
  • Should have theoretical as well as practical knowledge of logistic management, procurement and inventory management, 
  • Familiar with logistic management, financing and accounting and their planning and regular tracking the budget utilization, 
  • Ability to produce periodic logistic reports as and when require, should have good knowledge of tax act and rules, 
  • Should have knowledge of procurement, inventory, travel and auditing standards Should have clear vision on compliances and internal control issues
