The Mother and Child Wellbeing Partnership Program (MCWPP) in Nepal will be implemented in Sudurpaschim, Karnali, Lumbini, and Madhesh Provinces, targeting six districts with high rates of poverty, poor health and nutrition outcomes, and high rates of food and nutrition insecurity. The MCWPP aims to improve the wellbeing of children and their mothers in targeted districts of Nepal. Activities aim to strengthen the health system; improve care and feeding practices; increase household food security; promote food safety and hygiene; and promote women’s empowerment and leadership.

1. Finance and Administration Manager - based in Central Office, Kathmandu

The Finance and Administration Manager at CARE (across IRs), should be responsible for financial management, including cash flow, budgeting, reporting, and compliance with CARE rules and regulations. The Incumbent is responsible for providing focused capacity support to partners and should engage in the domain of MCWPP. The Incumbent needs to be an enthusiastic and proactive team leader and should work closely with Senior Managers in key decision-making and policy formulation. The Incumbent should manage staff grant cycle and contracts with proper records, accurately develop donor report tracking mechanism and ensure timely reporting to regulating bodies, support Sub Grants agreements, DDA, reporting and financial monitoring, enhance productivity of the staffs with proper motivation, development, capacity building and monitoring, upholding CARE’s core values and ensuring its principles in the behaviors and programs. The position will be supporting Finance Director in day-to-day financial management, fund management, bookkeeping and day-to-day operations, logistics and procurement. This position will supervise field level Finance and Sub Grant Officer and ensure all admin/finance function of the project is in line with CARE and donor policy.

2. GESI Specialist - based in Surkhet

Gender Equality and Social Inclusion (GESI) Specialist will be responsible for implementation of GESI interventions in MCWPP and promoting gender-sensitive and inclusion related approaches to mother child wellbeing project. This position will ensure that the unique needs of women, men, girls, boys, minority groups and persons with disabilities are identified and responded to (sensitive approach), and that inequality is challenged wherever possible (transformative approach). The Incumbent will strengthen gender integration across MCWPP, explore gender transformative programming wherever possible, and support in capacity building of staff and partners, alliances, and engaging movement and in CARE’s long-term program. 3. WASH and Social Behavior Change  Specialist - based in Surkhet

WASH and Social Behavior Change Specialist is responsible for planning, managing, and monitoring the implementation of Mother and Child Wellbeing Partnership Program (MCWPP) to support various WASH and social behavior change outcome at province, district, and municipal level particularly focusing on system strengthening and social behavior change. The Incumbent will work closely with the Kathmandu-based thematic (Water Sanitation and Hygiene -WASH) leads to carrying out these responsibilities. 4. Food and Nutrition System Specialist – based in Surkhet.

Food and Nutrition System Specialist (FNSS) will be responsible for planning, managing, and monitoring the implementation of Mother and Child Wellbeing Partnership Program (MCWPP) to support various food and nutrition system strengthening and governance activities at province, district, and municipal particularly focusing on multi sectoral nutrition. 5. Health and Nutrition System Officer – based in different Districts (5 Positions)

Health Systems Strengthening Officer, (HSS) will be responsible for providing technical support to the district project and partner team in the process of planning, implementation, monitoring, evaluation, and advocacy of Mother and Child Wellbeing Partnership Program’s (MCWPP) health and nutrition approaches and activities under the health system strengthening component. The Incumbent will be closely working with the provincial technical team included health, food and nutrition and Water Sanitation and Hygiene (WASH) in designing packages and implementing Maternal and Child Health and Nutrition (MCHN) and health system strengthening activities at local and district level.

6. Finance and Sub Grant Officer -  based in Surkhet.

Finance and Sub Grant Officer is responsible for preparing the annual plan for monitoring partners under their portfolio and implementing the plan in close coordination with the supervisor and province coordinator. Rigorous follow up must be done to ensure that the areas of improvement/gaps identified during monitoring visits have been addressed in a timely manner by the management of the sub grantee. The incumbent will assist in the capacity building of partners and ensure/certify that the expenditures incurred and charged to the project are in line with the approved budget and meet all compliance regulations. The incumbent is responsible for supporting partner staff on the preparation of budgets at the time of renewing the partner funding agreement or for any modifications. In addition, the position will make sure that all liquidation of the sub grantees expenditure under the portfolio are entered into the system before the closing deadline and make sure that funds are transferred to the partner in a timely manner to ensure smooth program implementation. This position will also be responsible for managing Accounts Payable (AP) module transactions, including expense verification, record keeping, payments to staff, vendors, and partners, as well as cash flow management and main function is essential for maintaining financial efficiency, compliance, and the effective management of the organization. 7. Data, Learning and Knowledge Management Officer - based in Surkhet

The Incumbent will support MEAL Manager to develop and implement MEL plan for the project and support to oversee field level MEL activities.  The Incumbent will work closely with the implementing partners at the field level to implement routine data collection, its continuous analysis, dissemination of the findings and development of knowledge products based on the learning and best practices. Reporting to the MEAL Manager, the incumbent will provide key support for operationalization of project’s M&E system and ensure high quality data are captured throughout the life cycle of the project. The incumbent will help to improve the capacity of relevant partner staff and support the program team in monitoring activities and in making evidence-based adjustments to the project. 8. Supply Chain Management Officer –  based in Central Office, Kathmandu

The Supply Chain Management Officer is responsible for the timely procurement of quality goods and services. The incumbent is required to develop and maintain professional relationships with all vendors and establish and maintain adequate communication channels between CARE Nepal CO, MCWPP teams, field offices, program partners, and vendors. Incumbent will prepare reports of procurement plan & and lease commitments, deliver goods and services promptly to ensure smooth program implementation, and ensure compliance with donors and CARE USA procurement policies and procedures and its requirements relating to procurement.  The Incumbent will work closely with MCWPP team leader and other staff to deliver his/her responsibility. The incumbent is responsible for the procurement and logistics of MCWPP related supplies, health equipment, WASH materials, agriculture, and nutrition related items, and supports the timely dispatch. The incumbent will also assists in all other logistic functions, internal controls, and resource management to the team and is also responsible for clearing the goods from the Nepal Customs Office.
