TOR (Terms of Reference) for Developing Local Disaster Risk Reduction and Strategic Plan of Action 2024 – 2030 of

Panchadewal Binayak Municipality, Achham District

1. Background:

World Vision International Nepal (WVI Nepal) is part of WV global partnership operating in more than 100 countries. WVI started its long-term development programme in Nepal since 2001 to contribute to child well-being after signing General and Project Agreements with the Social Welfare Council (SWC). WVI Nepal undertook integrated Area Development Programmes in 18 districts of (six provinces except Lumbini) including 2015 Earthquake (EQ) response designed to improve the quality of life of children, households and communities through child-focused, community-based programmes. As at 2022, programmes in six districts have been phased out, with on-going work in 16 districts including Dailekh and Jajarkot of Karnali Province. WVI Nepal also successfully implemented programmes to meet immediate needs of children, households and communities affected by disasters including, but not limited to the 2015 mega-earthquake, floods, landslides and COVID-19. WVI Nepal’s humanitarian response is one of the largest, reaching 608,634 people with USD 50 million during the 2015 EQ Response. WVI Nepal’s COVID -19 Emergency Response Phase 1 (2020) and Phase 2 (2021) reached 133,593 and 201,908 people respectively including 1433 oxygen cylinder, 20 oxygen concentrators, 1022 pulse oximeter, 1225 PPE sets, 1012 thermal gun, 2196 hygiene kit, alternative education via more than 200 community radios across the country. Over the years, WVI Nepal has implemented these interventions through more than 26 PNGOs.  

Working for Access and Creation (WAC) Achham is implementing, Community Based Disaster Risk Reduction Project' with technical and financial support of WVIN at Panchadewal binayak municipality and Turmakhad rural municipality of Achham district. To achieve the project goal, there are numbers of plan to support local government to develop DRR related plans policies, guidelines, plan of action etc. In this context, CBDRR project has plan to support to develop Local Disaster Risk Reduction Strategic Plan of Action 2024-2030 of Panchadewal binayak municipality which is localized form of Disaster Risk Reduction National Strategic Plan of Action 2018-2030 developed by Ministry of Home Affairs, Nepal in 2018.

2. The objective of the consultancy:

The objective of the consultancy is to support to develop Local Disaster Risk Reduction Strategic Plan of Action 2024-2030 of Panchadewal Binayak municipality, Achham.

3. Methodology: 

The detail methodology of development of Local Disaster Risk Reduction Strategic Plan of Action 2024-2030 of Panchadewalbinayak municipality will be proposed by the consultant and approved by WAC/WVI Nepal. The Consultant shall follow participatory approach and work in close coordination with concerned local disaster management committee (LDMC), local elected representatives, DRR focal persons of palikas and other concerned stakeholders/DRR wings. The consultant shall try to Integrate with palika periodic plan and other relevant plan and policies, relate and incorporate empirical and native practices on DRRM while developing the document.   Briefly, the consultant shall follow the below process but not limited to:

• Literature Review
• SWOR analysis and anticipation in specific hazard mapping
• Technical working group formation and mobilization
• Interaction, consultation workshops, meetings, FGDs and KII’s with palika representatives, target groups and relevant stakeholders
• Documentation and final reporting

4. Deliverables 

• Detail Implementation plan, checklist, training schedule after meeting with partner organization
• Inception report of palika level
• Draft sharing workshop report
• Final Local Disaster Risk Reduction Strategic Plan of Action 2024-2030 of Panchadewal binayak municipality

5. Time Frame

The consultancy duration is of 30 days and the final report should be submitted by the last week of January, 2024. Service provider is requested to include detail timeline in the proposal.

6. Consultant/cy firms or individual are required to submit the following documents: 

• Letter of interest 
• Technical proposal, which includes objectives and method with detailed timeline.
• Personal CVs of professional personnel proposed for this project
• Financial proposal indicating consultant/cy fee and a breakdown of expenses should be submitted through sealed cover
• The technical and financial proposals must be submitted in separate sealed envelopes/folder
• Copy of company registration certificate (in case of consultancy)
• Copy of PAN/VAT registration certificate (VAT in case of consultancy)
• Sample of previous document or publication of similar nature
• Interested candidates/Firm/Company should submit the all details mentioned above through vacancy@wac.org.np or can be submitted by COB December 06, 2023 date.

7. Nature of Consultant/cy

This is short-term consultancy agreement to develop Disaster Risk Reduction Strategic Plan of Action of Panchadewalbinayak municipality of Achham district. 

8. Administrative and Financial Management

This is 30 days assignment that includes preparation, inception meetings, workshops, data gathering, documentation and final reporting, but do not include workshop conduction cost, and any allowance to gov. officials. The payment of the assignment will subject to government of Nepal’s current taxation policy regarding any deductions over contracted amount. Apart from that, the organization could not take any access and unforeseen budget against an agreement between both parties.

9. Eligibility criteria of Consultant

• Minimum Bachelor’s in disaster management, environmental science and relevant field 
• District/local level training facilitation experience in DRR, Climate Change, and Resilience; 
• Five years of working experience with I-/NGOs related to DRR/M and humanitarian sector; 
• Previous experience in development of local disaster risk reduction strategic plan of action
• Proven record of developing DRR related plans, manuals, and guidelines; and policy reviews
• Demonstrated analytical and research skills in the field of Disaster Management/Emergency Response; 
• Strong communication, documentation, reporting, and presentation skills.

10. Focal Person for Consultancy

In order to fulfill the assignment, Project Coordinator of CBDRR project of WAC, Achham will be overall responsible for agreement process, coordination with stakeholders, date confirmation of workshop, meeting, participants selection and schedule finalization.
