Institute of Himalayan Risk Reduction (IHRR) is an organization established with an objective to assess and understand the risk to contribute to sustainability. Complying with the Sendai Framework for Disaster Risk Reduction(SFDRR), IHRR envisions to understand the risk and application of interdisciplinary knowledge with Science, Engineering, Technology and Innovation to contribute for risk reduction and bridging of academic research with professionals and policymakers for sustainability. The team consists of professionals with expertise and experiences in the field of disaster risk management in understanding the risk, conducting academic research, and field-level implementations in Nepal and different parts of the world.

Notice Regarding Submission of Proposals for the following Work Packages 


The Institute of Himalayan Risk Reduction (IHRR) is committed to sustainability through risk assessment and innovative Disaster Risk Reduction and Management (DRRM). IHRR develops cost-effective solutions, bridges policy-implementation gaps via advocacy, and enhances capacities using science, technology, and local resources. With a multi-hazard, interdisciplinary approach, it fosters stakeholder collaboration for resilient solutions.

IHRR is implementing the project “DRISHTI Anticipatory Actions for Food Insecurity and Drought Trigger Systems, early anticipatory and response mechanism for future drought”, funded through CARE Nepal under the Early Action Fund in two highly drought- and food-insecurity prone rural municipalities Paroha Rural- Municipality of Rautahat District and Naraha Rural Municipality of Siraha District. The project aims to develop scientifically grounded drought and food insecurity trigger systems using agro-meteorological indicators, community consultations, modelling tools, and advisory bulletins. As part of its technical responsibilities, the project works to develop a drought trigger framework, early warning frameworks, localize and refine advisory information, update and validate the Khaderi Monitoring Tool, scientific inputs and support local governments in evidence-based anticipatory action planning.

In order to carry out the activities in an integrated manner, IHRR invites eligible, experienced, and competent resource persons/consultant to submit technical and financial proposals, along with the required documents, for the preparation of the


WORK PACKAGE 1:  Drought Monitoring Through Khaderi Monitoring and Guidance Platform

Interested individual consultants are requested to submit implementation approaches (maximum 2 pages) and financial proposals via email or hardcopy formats. 

Both technical and financial proposal can be sent in single email (operation.ihrr@gmail.com) with the following subject line "Request for Proposal on Drought Monitoring Through Khaderi Monitoring and Guidance Platform” by 12 January 2026.

  • Signed cover letter

  • 2-pager document on the implementation approach

WORK PACKAGE 2:  Agronomist for the development of drought action plan of local governments 


Interested individual consultants are requested to submit implementation approaches (maximum 2 pages) and financial proposals via email or hardcopy formats.
