1. PROJECT SUMMARY
Project Name: Empowering Migrants for Sustainable Economic Development (MEED)
Project Duration: January 2026 – December 2028
Project Location: Ichchhakamana Rural Municipality, Chitwan
Thematic Areas: Safe Migration, Youth Engagement, Local Employment, Migration Governance
Overall Objective
To strengthen migration governance and promote safer migration while enhancing local employment opportunities through policy development and institutional strengthening.
2. Background
Forum for Rural Welfare and Agricultural Reform for Development (FORWARD Nepal) is a non-profit, service-oriented national non-governmental organization established in 1997 to support disadvantaged groups and rural communities. The organization is registered with the District Administration Office in Chitwan and is affiliated with the Social Welfare Council, Nepal. FORWARD Nepal works to reduce poverty through integrated and sustainable development interventions, focusing on areas such as food and nutrition security, livelihood promotion, and natural resource management.
Currently, FORWARD Nepal is implementing the “Empowering Migrants for Sustainable Economic Development (MEED)” project, a three-year initiative (January 2026 to December 2028) supported by AWO International under the BMZ Social Structure Fund. The project is being implemented in Ichchhakamana Rural Municipality of Chitwan District.
Ichchhakamana Rural Municipality experiences a high rate of labour migration, particularly among youth, largely due to limited local employment opportunities, dependence on subsistence agriculture, and weak market systems. Migration often occurs through informal channels, exposing migrants to risks such as exploitation, unsafe working conditions, and limited access to social protection. However, migration also provides opportunities for income generation, skills development, and local economic growth.
Despite these opportunities and challenges, the local government currently faces limitations in institutional capacity, policy frameworks, and coordination mechanisms to effectively manage migration and promote safer migration practices. In response, the MEED project aims to strengthen migration governance by conducting a comprehensive policy mapping and gap assessment, followed by technical support for the development of inclusive migration and youth engagement policies and plans.

For consulting firm: Firm registration and renewal certificate, Latest tax clearance certificate 2081/82 and PAN/VAT Registration Certificate; and
For individual: Citizenship certificate and PAN/VAT Registration Certificate and CVs of key personnel and samples of similar work.
If the applicant is a full-time employee of another organization, a no-objection/consent letter signed by the head of that organization must be submitted along with the proposal. This requirement does not apply to proposals submitted by consulting firms.
