1. Background
The NEXUS Project: "Risk to Resilience through Collective Local Action" has been implemented in Changunarayan Municipality, Bhaktapur, from 2022 to 2026 with the objective of strengthening urban resilience, disaster risk reduction, climate adaptation, and sustainable development. The project has been aligned with the principles of the Sendai Framework for Disaster Risk Reduction (2015–2030) and has promoted community-led initiatives to reduce disaster and climate risks while enhancing socio-economic resilience.
The project has been implemented in partnership with Changunarayan Municipality, local communities, private sector actors, women and youth groups, community-based organizations, and other stakeholders. Throughout the implementation period, significant achievements have been made in strengthening disaster preparedness, improving disaster risk governance, promoting economic resilience through women-led enterprises, and implementing Nature-Based Solutions (NBS) for climate adaptation and environmental conservation.
To document the project's achievements, lessons learned, impacts, and best practices, the project intends to engage a qualified Media House/Consultancy Firm to produce a professional video documentary covering major interventions and success stories from 2022 to 2026.
2. Purpose of the Assignment
The primary purpose of the assignment is to produce a high-quality documentary video that captures the achievements, impacts, lessons learned, and transformative changes brought about by the NEXUS Project and related interventions under the ASHA Project in Changunarayan Municipality.
3. Objectives
The documentary shall:
- Document the overall achievements and impacts of the NEXUS Project from 2022–2026.
- Highlight improved preparedness and response capacities of communities, private sector actors, and local authorities to cope with disaster risks.
- Showcase strengthened disaster risk governance mechanisms for managing disaster and climate change risks.
- Present successful examples of improved economic resilience among women and youth from marginalized communities through green growth sectors and women-led enterprises.
- Document Nature-Based Solution (NBS) practices implemented in Changunarayan Municipality and their contribution to resilience building.
- Capture community voices, stakeholder perspectives, and success stories.
- Highlight key interventions and achievements related to the ASHA Project.
- Produce an advocacy and learning tool that can be used for knowledge sharing, awareness raising, policy influence, and future resource mobilization.
4. Scope of Work
The selected Media House/Consultancy Firm shall undertake the following tasks:
A. Inception and Planning
- Conduct consultation meetings with project team members and key stakeholders.
- Review project reports, publications, case studies, photographs, videos, and other relevant documents.
- Prepare documentary concept, storyline, script outline, work plan, and filming schedule.
B. Field Documentation
Conduct field visits within Changunarayan Municipality and document project interventions including but not limited to:
Disaster Risk Reduction and Preparedness
- Community-based disaster preparedness initiatives.
- Emergency response and rescue preparedness activities.
- Capacity strengthening of local authorities and community institutions.
- Multi-stakeholder coordination mechanisms.
Disaster Risk Governance
- Municipal disaster risk reduction planning and governance mechanisms.
- Institutional strengthening for climate and disaster risk management.
- Integration of DRR and climate adaptation into local planning processes.
Economic Resilience and Green Growth
- Women-led enterprises and livelihood initiatives.
- Youth engagement in green growth sectors.
- Climate-smart and environmentally sustainable livelihood activities.
- Success stories of women and marginalized communities.
Nature-Based Solutions (NBS)
- Vetiver plantation initiatives.
- Community forest conservation and restoration activities.
- Open space management and ecosystem restoration.
- Water conservation structures, ponds, recharge systems, and related interventions.
- Biodiversity conservation and climate adaptation practices.
ASHA Project Interventions
- Relevant project activities and achievements contributing to resilience, livelihoods, social inclusion, and sustainable development.
C. Interviews and Testimonials
The documentary shall include interviews and testimonials from:
- Representatives of Changunarayan Municipality.
- Community leaders.
- Women entrepreneurs and youth beneficiaries.
- Private sector representatives.
- Community-based organizations.
- Project staff and technical experts with Donors also
- Beneficiary households and local stakeholders.
D. Video Production
- Capture professional-quality video footage, drone footage (where required and permitted), interviews, and photographs.
- Develop documentary script and narration.
- Edit footage and integrate graphics, subtitles, background music, voice-over, and project branding.
- Ensure the documentary is suitable for public broadcasting, social media dissemination, workshops, and learning events.
5. Deliverables
The consultancy firm shall submit:

6. Duration of Assignment
The assignment is expected to be completed within 1st Week of December, 2026 from the date of contract signing.
7. Methodology
The firm shall adopt participatory and evidence-based approaches, including:
- Desk review.
- Key informant interviews.
- Focus group discussions.
- Beneficiary storytelling.
- Visual documentation.
- Impact-focused documentation techniques.
- Gender and social inclusion-sensitive approaches.
8. Required Qualifications
The Media House/Consultancy Firm should possess:
- At least 5 years of experience in documentary production, multimedia communication, and visual storytelling.
- Proven experience in producing development sector documentaries.
- Skilled team including documentary producer, videographer, editor, scriptwriter, photographer, and drone operator (if applicable).
9. Reporting and Coordination
The selected firm shall work closely with the project management team and designated focal persons from the implementing organization and Changunarayan Municipality. All outputs shall be reviewed and approved by the project team before finalization.
10. Ownership and Copyright
All photographs, video footage, documentary products, raw files, scripts, and related materials produced under this assignment shall remain the sole property of the project and the contracting organization/ISET Nepal. The selected firm shall not use or distribute the materials without prior written approval.
11. Ethical Considerations
The consultancy firm shall:
- Obtain informed consent from all interviewees.
- Respect privacy, dignity, and cultural sensitivities.
- Ensure accurate and ethical representation of beneficiaries and stakeholders.
- Follow safeguarding and child protection principles where applicable.
