Since then, RDC is heavily engaged in humanitarian assistance, community development, conservation of natural resources, and environmental protection mainly in the Terai region of Nepal through the dozens of humanitarian and long-term development projects reaching out to the children, adolescent, youth, women, landless, urban poor, and people living with disabilities, HIV & AIDS, conflict and disaster survivors from the poor families of historically marginalized Dalits, Muslims, Madheshi and Indigenous communities and other underprivileged groups.

Background

Rural Development Centre (RDC) Nepal is a non-political and non-profitable organization established in 19 May 2002 with its head office in Rautahat District of Nepal. Since then, RDC Nepal is engaged in humanitarian assistance, community development, conservation of natural resources, and environmental protection. RDC Nepal, with a strong presence in the Terai region of Nepal, has been implementing numerous humanitarian and long-term development projects targeting children, adolescents, youth, women, landless populations, urban poor communities, persons with disabilities, people living with HIV/AIDS, disaster survivors, and historically marginalized communities including Dalits, Muslims, Madhesi, and Indigenous groups.

Throughout its journey, RDC Nepal has been recognized by the Government of Nepal, Donor Communities, UN Agencies, many International Relief and Development Agencies for its achievements in transforming the society, for its good governance, inclusive operating structure, result-oriented development interventions and humanitarian assistance, which RDC considers its greatest strength to take the lead in the sector across the country.

RDC Nepal has extensive experience in climate justice and has been implementing various climate-related projects in Rautahat and Saptari districts since 2020. Currently, RDC Nepal is implementing Building Community Resilience to Climate Risk & Vulnerabilities (BCRC) project in Rautahat district. Rautahat district lies in Madhesh province, which is one of the high-risk provinces in terms of climate change impact and the most vulnerable province in the country. Here, communities are highly exposed to climate-induced hazards such as floods and inundation, epidemics, fire incidents, drought, agricultural pest infestations, cold waves, and heat waves.

Introduction

Climate change is increasingly impacting agriculture, affecting food production, farmer livelihoods, and the environment. Smallholder farmers are among the most vulnerable groups affected by climate change, including unpredictable weather patterns, water scarcity, soil degradation, and pest outbreaks. To address these challenges, the implementation of climatesmart agricultural practices is crucial.

The Climate Field School (CFS) approach has proven effective in educating farmers on practical, participatory, and localized approaches to adapting to climate change and increasing agricultural productivity. This Terms of Reference (ToR) outlines the scope of work, objectives, and deliverables for a consultancy service to conduct a series of Climate Field Schools aimed at enhancing local farmers' capacity to adopt climate-smart agriculture practices.

Objectives

The overall objective of this assignment is to strengthen the knowledge, skills, and adaptive capacity of local farmers on climate-smart agriculture (CSA) practices through the Climate Field School (CFS) approach, with a focus on paddy, and maize/wheat crops. The specific objectives are:

  1. To enhance farmers’ understanding of climate change impacts, local climate risks, and their implications on agricultural production and livelihoods.
  2. To strengthen technical capacity of farmers in climate adaptive approaches throughout the crop cycle with key focus on practical climate-smart agriculture practices, including sustainable soil, water, crop, and pest management techniques suitable in the local context.
  3. To promote the adoption of resilient and environmentally sustainable agricultural practices that improve productivity, strengthen food security, and reduce climate-related vulnerabilities.
  4. To facilitate participatory, field-based learning and peer-to-peer knowledge exchange among farmers through the Climate Field School approach for long-term community agriculture resilience and adaptive learning.

Interested consultants/firms are requested to submit the following application documents with the subject line “Conduct CFS under BCRC Project” by 27 May 2026, 5:00 PM. Hard copies of the application can be submitted to RDC Nepal Office within the above-mentioned timeline.

Application materials should include:

  1. Legal documents – (Updated CV, Education and Experience Certificates, PAN Card)
  2. Cover letter clearly summarizing your experience.
  3. Technical proposal including detail work plan with sessions, methodologies, timeline and other important indicators required for CFS.
  4. Financial proposal including detailed budget breakdown and expression of interest.

By accepting this Terms of Reference (ToR), the selected consultant/team agrees to comply with the objectives, scope of work, timelines, and deliverables outlined herein. Any changes or deviations must be communicated in writing and approved by RDC Nepal.
