Terms of Reference (ToR) For The Endline Survey of the Enhancing Safe Labour Migration Project
Details / requirements:
1. Background:
NEEDS Nepal has been implementing a project entitled “Enhancing Safe Labour Migration in Adarsha Rural Municipality in Doti district” with funding support from BMZ/AWO International. The project works to raise awareness of returnee migrant, potential migrants, and their families on safe migration, against human trafficking, and livelihood improvement. The project has established social structures (such as spouse of migrant groups, youth empowerment groups, and migrant networks) in the source communities, strengthening the thematic capacity and advocacy rights of migrant workers, and addressing Nepalese-Indian migration issues. Furthermore, the project strengthened and provided services through migrant information centres at Mahendranagar Bus Park and District Administration Offices in Doti and Kanchanpur.
NEEDS Nepal has implemented the project in Adarsha Rural Municipality across all 7 wards, targeting a total of households through awareness-raising, mobilizing community motivators in each ward, developing and distributing IEC materials, informative wall paintings, installing hoarding boards, developing jingles and broadcasting them, showing street dramas, and conducting cultural programs. Similarly, the project is also establishing social structures, capacitating them thematically and mobilizing for advocacy and lobbying in the community and Palika levels. Moreover, the project also provides orientations and training for the business counselling and livelihood implementation plan development, provides vocational/skill trainings and input supports for their business plan in on-farm, off-farm and non-farm modes. Until the dates, 46,114 ( Radio Program-10,650 and IEC materials-30,926, Direct Information-4,538) individuals received information and 1,523 are informed decisions for safer migration, 46,114 have received information and 37,647 are received general counselling from migrant information centers, 51 social structures (40 spouse groups,7 youth empowerment group, 1 Palika migrant network, 3 migrant information center) established and functioned. Until the date, 591 target beneficiaries (0 male, 591 female) received various vocational/skill trainings and 591 got various input/business start-up supports (0 male, 591 female) through the project for their socio-economic reintegration.
The implementing project phase is going to close/end at the end of December 2025. It intends to conduct end end-line survey to measure the expected outcomes and whether the results/outcomes are achieved/not. Hence, NEEDS Nepal plans to conduct end end-line survey to measure the progress against the logical framework and targets systematically by the end of September 2025.
