Background

Kalika Self-Reliance Centre(KSSC-Nepal) in consortium with FORWARD Nepal is implementing Project “Grassroots Civil Society Organization as the Promoters of Improved Food System and Equitable Livelihood Opportunities-NPL1083-22” in partnership with Welthunghilfe (WHH) and with funding support from Bundesministerium für Wirtschaftliche Zusammenarbeit und Entwicklung (BMZ).  The project's overall objective is to improve the food and nutrition security of targeted 5000 households in three rural municipalities of Kapilvastu district, focusing on vulnerable groups (Dalit, Muslim, and OBCs).  

The project contributes to the empowerment of civil society to support the transformation pathway to resilient, equitable, and sustainable food systems at local, provincial, and national levels. The project's objective is to enhance livelihoods for improved food and nutrition security of 5,000 targeted households with a special focus on nutritionally vulnerable groups (Infants, young children, pregnant / breastfeeding women, and adolescent girls). It is intended that smallholder farmers and landless have improved availability and access to diverse foods, targeted households adopt improved nutrition, care, and hygiene practices, civil society organizations have strengthened capacities for community engagement and advocacy and governance systems are strengthened to address food and nutrition security at all levels.  5000 households will be directly involved in food and nutrition security interventions (4500 smallholder farming households and 500 landless households).

Scope of Work

KSSC Nepal in collaboration with FORWARD Nepal has planned to document diagnostic stories, best practices, and challenges faced by community-based approaches. It includes developing communication strategies to disseminate insights gained from the field. Mass media mobilization will be utilized to reach a broader audience, with content comprising videos and articles highlighting success stories and human rights advancements. Inclusivity and accessibility are prioritized to ensure engagement from all community members. Continuous monitoring and evaluation will guide adjustments for maximizing impact and effectiveness.

The objective of the Work

  • The objective is to hire a consultancy firm that will be responsible for documenting all the evidence of the best practices and disseminating solutions and lessons learned from the NPL 1083-22 Project to the wider masses.
  • This will ultimately be used to improve the food and nutrition security of targeted households in three rural municipalities of Kapilvastu district, focusing on vulnerable groups, through the empowerment of civil society to support the transformation pathway to resilient, equitable, and sustainable food systems at local, provincial, and national levels.

Key Deliveries 

  • To document best practices effectively, it's essential to create a comprehensive Communication Strategy that includes a diverse range of communication and advocacy tools. These tools could include Television broadcasting, Video Podcasts, FM Airing, Public Service Announcements (PSAs), Articles, Policy Briefs, Short clips, etc. 
  • It's crucial to involve relevant authorities, influencers, politicians, religious leaders, and youth representatives in the communication strategy to ensure that the documentation of best practices is well-received and impactful. Additionally, the short clips should not exceed 15-30 seconds, while the videos should have a maximum length of 10-15 minutes, providing a theme-wise context. Lastly, the videos should represent the overall goal effectively.
  • Strengthen the Capacity of CBOS/CSOs to create diagnostic stories in the form of videos and articles. These tools will be used to advocate for the needs and rights of marginalized communities and influence local policies. The advocacy work is directed at the municipalities and other government service providers such as health centers or agricultural extensions. 
  • The Contractor should be capable of delivering the best practices in a theme-wise context by aligning with the Project Outcome. Additionally, they should provide a document that can demonstrate the entire Project Goal in one frame. The communication should document their best practices and share insights gained to disseminate solutions and lessons learned from the field.
  • For the best results, it would be ideal for the contractor to have a local presence in the three municipalities.
  • The contents delivered should be based on the local context and must demonstrate cultural sensitivity.

TIMEFRAME/SCHEDULE

  • The selected consultant(s)/consulting firm will be expected to sign a contract with KSSC Nepal and commence the activity in 3rd week of May 2024.

EXPERTISE OF THE CONSULTANT/CONSULTING FIRM

  • The consultant or consulting firm claims expertise in developing communication strategies, creating multimedia content, and mobilizing mass media. They have extensive experience in using platforms such as FM radio and television to reach a wider audience.
  • The leader of the team must hold a Master's degree in Communication, Journalism, Social science, or an equivalent field. The team should be diverse and inclusive, considering gender perspectives when forming the assessment team.
  • The team leader must have more than five years of previous experience working with N/INGOs and have a good understanding of development and humanitarian programs and issues.
  • Lastly, the consultant or consulting firm should have excellent English language skills, both in writing and speaking.

TECHNICAL AND FINANCIAL OFFER

  • Technical proposal including a brief description of the overall communication plan for the activity, methodology, materials, tools, etc. including timeframe. The technical proposal must not exceed 5 pages and must comply with the Terms of Reference.
  • Financial offer detailing the proposed budget for the activity. It should state the fees per working day (plus the respective Tax/VAT, if applicable), the number of working days proposed, materials costs, and any other costs. 
  • CVs of team leader and team members
  • Legal documents (registration & tax clearance in case of consulting firm and PAN/VAT registration card for the individual). 
  • Organization profile
  • Sample reports of similar activities conducted by the organization/team leader (if available).
