Background

Islamic Relief Worldwide began its operations in Nepal in April 2015 in response to a devastating earthquake that claimed 9,000 lives and left 2.8 million people in need of humanitarian assistance. Since then, Islamic Relief has focused on enhancing community resilience through protection and disaster risk reduction programmes, ensuring access to safe water and sanitation, and supporting food security and livelihood initiatives.
Formally established as a legal entity, Islamic Relief Nepal signed its first General Agreement with the Social Welfare Council on October 13, 2017, followed by its initial project agreement on December 13, 2018. Currently, IR Nepal is actively implementing six projects in six district Bara, Rautahat, Mahottari in Madesh Province and Jajarkot in Karnali Province through collaboration with 6 local implementing partners (JJYC), Bara Nepal, Dalit Society Welfare Community Nepal (DSWCN), Mahottari Nepal, DEUC Bara Nepal, Campaign Nepal, Rautahat and Rural Development Centre (RDC), Rautahat District Nepal and SOSEC Nepal (Jajarkot).
2. About Project
The WASH Recovery Project was launched in April 2025 in Nalgad Municipality of Jajarkot District, Karnali Province, Nepal, to improve the health and well-being of 19,200 earthquake-affected women, men, girls, and boys through increased access to safe water, sanitation, and hygiene (WASH) services.
The project aims to achieve this through two key outcomes: (i) improved access to and use of safe water and sanitation services for 11,425 earthquake-affected individuals, and (ii) enhanced gender-sensitive and culturally appropriate hygiene awareness and practices among 19,200 community members.
The project interventions include the rehabilitation and reconstruction of community and institutional water supply schemes, support to vulnerable households for household toilet construction, and implementation of hygiene promotion and management sessions in earthquake-affected communities and schools. These integrated WASH interventions are expected to strengthen knowledge, attitudes, and practices related to water, sanitation, and hygiene, reduce waterborne diseases, promote sustainable hygiene behaviors, and enhance the resilience of affected communities.

Application Procedure
Interested candidates, firms, and agencies are mandatory to submit the following documents by 13 August 2026 with the subject REF: WASH Recovery Project to procurement@islamic-relief.org.np
Technical and Financial proposals should be separate and protected by separate password.
Procurement committee will request to password during the EoI opening time.
i) Technical Proposal (7 pages max.) indicating
- The consultants’ suitability for the assignment and match previous work experience, qualifications etc.
- How the team will be composed and the division of work between team members.
- Discussion of the work methodology.
- Draft work plan and suggested timetable.
ii) Financial Proposal with detail breakdown
iii) Professional profile of the study team/ company (CV of lead consultant/team leader of consultancy team)
iv) A copy of the previous External Evaluation report in a similar thematic area (WASH)
v) For firms/agencies the following additional mandatory documents must be submitted:
- Valid certificate of company registration (with latest renewal)
- Valid copy of tax registration certificate (VAT) or Permanent Account Number (PAN)
- Tax clearance certificate (Most Recent Year FY 2082/2083 or extension letter) for individuals as well.
Presentation/Interview
Shortlisted applicants may be invited to deliver a presentation and/or attend a meeting/interview. The final selection decision will be made based on the overall evaluation, including the presentation/interview performance.
Right to Reject
Applications that do not meet the mandatory eligibility, technical, or submission requirements of this EoI will be rejected and will not be considered for further evaluation.
Acceptance and Rejection
Islamic Relief Nepal reserves the right to accept or reject any or all applications, either in whole or in part, at any stage of the selection process, without assigning any reason and without incurring any liability to the applicants.
No Obligation
The issuance of this EoI does not obligate Islamic Relief Nepal to award a contract or enter into any agreement with any applicant.
Clarification
Islamic Relief Nepal may request additional information or clarification from applicants during the evaluation process, if required.
