Heifer Project Nepal is dedicated to ending hunger and poverty while caring for the Earth through sustainable agriculture-based livelihood and market systems development. Under its Dairy Sector Development initiatives, Heifer seeks to engage a Cooperative Finance Facilitator as consultant to provide strategic and technical support through Chitwan District Milk Producer Cooperative Union (DMPCU), to strengthen the governance, social capital, institutional, business, and policy capacities of the farmers institutions.
Position: Cooperative Finance Facilitator
Duty Station: Chitwan DMPCU with frequent field visits to affiliated milk producer cooperatives

Duration: 5-6 months with the possibility of extension
Responsibilities and Deliverables
1. Cooperative Governance, Financial Management and Technical Support
- Prepare plans and work schedules in coordination with DMPCU and Heifer Nepal.
- Strengthen governance, institutional systems, and financial management practices of DMPCU and affiliated milk producer cooperatives (MPC) in line with cooperative principles and regulatory requirements.
- Support DMPCU and MPCs in preparing and implementing governance policies, financial policies, business plans, strategic plans, annual budgets, and internal control systems.
- Be responsible for strengthening accounting, bookkeeping, financial reporting, cash management, internal controls, statutory compliance, and financial transparency within DMPCU and MPCs.
- Support timely documentation and verification of program financial transactions and maintain proper financial and administrative records in compliance with Heifer and donor requirements.
- Facilitate financial literacy and governance capacity-building programs for cooperative board members, management committees, staff, and members.
- Promote adoption of digital financial management and record-keeping systems where appropriate.
- Assist Heifer Project Nepal to conduct a periodic and an annual audit.
2. Collaboration and Partnership
- Coordinate closely with Heifer Nepal, CDCAN, DMPCU, local governments, and relevant stakeholders for effective program delivery.
- Collaborate with cooperative auditors, financial institutions, insurance companies, regulatory agencies, and private sector partners to strengthen cooperative governance and financial services.
- Facilitate coordination meetings, financial review sessions, and governance improvement initiatives with DMPCUs and affiliated MPCs.
3. Monitoring, Documentation and Reporting
- Monitor governance and financial management performance of DMPCU and MPCs through regular field visits and technical backstopping.
- Review financial records and ensure timely documentation of program transactions, expenditures, and supporting documents.
- Prepare periodic progress reports following Heifer's reporting requirements.
- Document best practices, lessons learned, governance improvements, and financial performance for organizational learning and decision-making.
4. Other Assigned Responsibilities
- Perform other program-related assignments as delegated by Heifer Nepal and DMPCU management.
Qualifications and Skills
- Bachelor’s degree in accounting, finance, management, business administration, or a related field.
- Minimum five years of experience in cooperative governance, financial management, accounting, auditing, or donor-funded program management.
- Sound knowledge of cooperative laws, governance systems, financial management, accounting standards, and internal control mechanisms.
- Experience in preparing financial reports, budgets, business plans, audit compliance, and institutional capacity building.
- Strong analytical, financial, facilitation, report writing, and computer skills, including proficiency in MS Office and accounting software.
- Sound knowledge and practice in social capital development
- Fluency in Nepali and English with willingness to travel extensively.
