Rural Development Centre (RDC) Nepal is a non-political and non-profitable organization established in May 2002 with its head office in Rautahat District of Nepal. Since then, RDC is heavily engaged in humanitarian assistance, community development, conservation of natural resources, and environmental protection mainly in the Terai region of Nepal through the dozens of humanitarian and long-term development projects reaching out to the children, adolescent, youth, women, landless, urban poor, and people living with disabilities, HIV & AIDS, conflict and disaster survivors from the poor families of historically marginalized Dalits, Muslims, Madheshi and Indigenous communities and other underprivileged groups.

Background:
Rural Development Centre (RDC) Nepal is a non-political and non-profitable organization established on May 2002 with its head office in Rautahat District, Madhesh Province, Nepal. Since then, RDC Nepal is heavily engaged in humanitarian assistance, community development, conservation of natural resources, and environmental protection mainly in the Terai regi on of Nepal through the dozens of humanitarian and long-term development projects reaching out to the children, adolescent, youth, women, landless, urban poor and people living with disabilities, HIV & AIDS patients, conflict and disaster survivors from the poor families of historically marginalized Dalits, Muslims, Madhesi and Indigenous communities and other underprivileged groups.
Throughout its journey, RDC Nepal has been recognized by the Government of Nepal, Donor Communities, UN Agencies, many International Relief and Development Agencies for its achievements in transforming the society, for its good governance, inclusive operating structure, result-oriented development interventions and humanitarian assistance, which RDC Nepal considers its greatest strength to take the lead in the social & development sector across the country.
For creating greater impact of its program, RDC Nepal has been working on advocacy & influencing on Climate Change, Disaster Management & another relevant sector. Since April 2025, RDC Nepal has been implementing Oxfam funded “Building Community Resilience to Climate Risks & Vulnerabilities (BCRC) Project” at Chandrapur & Gujara municipalities, Rautahat district, Madhesh Province, Nepal. While implementing the programs, RDC Nepal believes to build climate friendly environment through climate smart works in all the aspects. Climate change poses significant challenges to communities affecting various aspects of life including agriculture, health and livelihood and many more. At the local level, the effects of climate change, including rising temperatures, extreme weather events, shifting precipitation patterns, and sea-level rise, are already being felt and are expected to intensify in the coming years. As local governments are at the forefront of responding to these impacts, there is an urgent need to develop and implement context-specific DRR and climate change policies and strategies that address both mitigation and adaptation.
This ToR outlines the detailed process for reviewing existing legislations within the project’s working municipalities, identifying opportunities and gaps, and providing technical support for formulating climate change and disaster risk reduction (DRR) related legislations. The process will be guided by the assessment of existing gaps and needs to support Gujara Municipality in developing a local level climate change related legislation, with a focus on promoting climate resilience, sustainability, and the integration of climate considerations into overall development planning.
Purpose:
The key purpose of this initiative is to facilitate a multi stakeholders dialogue to stock take the existing legislations at municipal level and technical support/input on formulating required policy or legislation based on the recommendation from multistakeholder workshop.
Objectives:
The major objective of this assignment is to support local government for preparing the legislative/policy document on climate change based on the gap and need analysis through the consultative workshop procedure.
The specific objectives are detailed as:
- To enhance the policy knowledge on Climate Change at local/municipal level.
- To facilitate the workshop at municipal level identifying the existing policy gaps related to climate change and climate induced disasters through the consultative workshop modality.
- To prepare the local/municipal level legislation/policy document based on the workshop recommendation.

By accepting these terms of reference, the selected consultant/team agrees to adhere to the objectives, scope of work, and deliverables outlined above. Any deviations or changes must be communicated and agreed upon in writing with Rural Development Centre (RDC) Nepal.
