1. Background

Established in 2001, ISET-Nepal specializes in interdisciplinary policy research and piloting initiatives at the local level. It conducts interdisciplinary studies, pilots activities, implements programs and facilitates policy dialogues addressing social and environmental challenges. ISET generates empirical evidence to inform policies across five key themes: Disaster Risk Reduction and Management, the Changing Rural-Urban Continuum, Climate, Water, Ecosystem, Food and Livelihood Interdependence, Energy System and Management and Public-Sector Governance. By enhancing knowledge and capacities, ISET-Nepal strives to foster a society capable of effectively managing these challenges.

ISET-Nepal has been an implementing project on Disaster Risk Reduction, Climate Change and Resilience Building with Dan Church Aid (DCA) support under the Save Lives and Build Resilient Community themes approved by the Social Welfare Council.

2. Purpose and Objectives

The purpose of this assignment is to establish 22 green vegetable production tunnels at Ward No. 2, Duwakot, Changunarayan Municipality, Bhaktapur, together with the associated drip irrigation sets, composting bins, compost manure, vegetable seeds and one project hoarding board.

• Construct and establish 22 bamboo-based green vegetable production tunnels, size 30×15 feet, using healthy bamboo, high-quality polyethene (PE) covering material, gizjack profile, net, GI wire and other required materials, in accordance with the approved technical sketch/design and the specifications in this ToR.
• Provide and install 22 drip irrigation sets, including 500-liter water tanks (hill take 3 layer green color) and half-inch pipes.
• Provide 22 composting bins of 100-litre capacity and the specified compost manure and Vegetables Seeds.
• Provide and install one 5×3 feet metal project information hoarding board at the project site, finished with double-coated primer and white enamel paint.
• Complete the required works and deliver the specified materials in accordance with the agreed specifications, quantity, quality and schedule.

3. Scope of Work and Bid Items

The selected vendor/service provider shall supply, construct, deliver, install, and/or place the items listed below, as applicable, at Ward No. 2, Duwakot. The bidder shall provide a detailed financial proposal based on the quantities and descriptions provided in this TOR.

Note: Quantities, unit types, and item descriptions above are reproduced from the information provided for this ToR. The bamboo tunnel shall follow the approved technical sketch/design. Any technical detail not specified above, including the final hoarding board content/layout, shall be confirmed by ISET-Nepal before procurement or implementation.

3.1 Technical Specifications for Bamboo Green Vegetable Production Tunnels

a. Size: 30×15 feet.

b. Covering Material: High-quality Polyethene (PE) sheet.

c. PE Sheet Weight: 100 GSM.

d. Required Features: Durable, waterproof, sustainable and UV-protected.

e. Main Materials/Components: High-quality bamboo, zigzag/profile, net, GI wire and other required materials and accessories necessary for complete construction and installation.

f. Construction Requirement: The tunnel shall be constructed in accordance with the approved technical sketch/design, site conditions and requirements communicated by ISET-Nepal. The quoted price shall include all necessary materials, labour, transportation, tools, fittings and accessories required for a complete and functional tunnel.

3.2 Key Deliverables

• Twenty-two (22) bamboo green vegetable production tunnels, each 30×15 feet, constructed at Ward No. 2, Duwakot using the specified materials and approved design.
• Twenty-two (22) drip irrigation sets with 500-litre hilltake three layer water tanks(green color)and half-inch pipes supplied and installed/placed as applicable.
• Twenty-two (22) 100-litre composting bins supplied and placed as applicable.
• The specified compost manure and various vegetable seeds supplied in accordance with the approved quantity and requirement.
• One (1) 5×3 feet metal project information hoarding board supplied and installed at the designated site, double-coated with primer and finished with white enamel paint, with approved project information/text.
• Completion/hand-over of the works and materials in acceptable condition, subject to verification by ISET-Nepal.

4. Submission and Selection Process

• A detailed technical and financial proposal/bid should be submitted to ISET-Nepal within the submission deadline specified in the procurement notice.
• Email for submission: procurement@isetnepal.org.np. The subject line should mention the relevant ToR/RFP reference number and title.
• The selection process may include assessment against eligibility criteria, relevant experience, proposed approach, financial competitiveness ,company based on the submitted documents.
• The selected vendor/service provider shall complete the agreed works within the timeline communicated by ISET-Nepal and coordinate with the designated focal person regarding site access and verification.

5. Eligibility Criteria for the Vendor/Service Provider

• The applicant firm/organization/vendor should be legally registered in Nepal and renewed with the relevant government authority, where applicable.
• The applicant should provide a copy of the registration and renewal certificate and PAN/VAT certificate, as applicable.
• The applicant should have more than 2 years of relevant experience in tunnel/greenhouse construction, agricultural infrastructure, irrigation installation, supply of agricultural inputs, or similar works relevant to this assignment.
• The applicant should have the capacity to mobilize the required labour, materials, tools, transportation and supervision for completion of the assignment.
• The required materials and construction services must be provided at Ward No. 2, Duwakot, Changunarayan Municipality, Bhaktapur.
• Interested firms should submit the required supporting documents, including application/proposal, registration certificate, PAN/VAT registration, tax clearance and other documents requested by ISET-Nepal.

6. Evaluation of the Bid / Proposal

Each proposal that meets the basic eligibility requirements will be assessed based on the submitted technical information, relevant experience, financial proposal and the overall suitability of the vendor/service provider for the assignment. ISET-Nepal may seek clarification or conduct physical verification were considered necessary.

7. Budgeting and Payment

The bidder shall submit a detailed budget for all items and services covered by this ToR. The quoted amount should include all costs required to complete the assignment, including transportation, loading/unloading, labour, construction/installation, tools and other related expenses unless otherwise stated by ISET-Nepal.

The selected vendor/service provider will be paid based on the agreed rates and/or completed project/activity, subject to verification and acceptance by ISET-Nepal. No additional coverage for travel, accommodation, or other relevant expenses will be provided unless specifically agreed in writing.
