1. Background

Panchtara Yuwa Samrakshak Manch (PTYSM) is implementing the Karnali Earthquake Recovery – Inclusive Livelihood Project (KER-IL) in partnership with CBM Global Disability Inclusion to support earthquake-affected and vulnerable households in Jajarkot and Rukum West districts.

The project aims to restore resilient, climate-smart, and disability-inclusive livelihood opportunities through entrepreneurship promotion, financial inclusion, and accessible recovery services. The intervention prioritizes women, persons with disabilities, Dalit, Janajati, youth, and other marginalized communities. The project prioritizes the meaningful participation and graduation of project beneficiaries through inclusive livelihood approaches, financial inclusion, and accessible service delivery systems.

To achieve the project goal and objective, the project has the following two outcomes:

Outcome 1: Restored inclusive livelihoods through improved skills and access to disaster and climate resilient options.

Outcome 2: Local recovery programs are disability inclusive.

Inline wit above two outcomes the project has focuses to achieve the below two results. 

Result 2: Increased self-employment opportunities to earthquake affected people.

Result 4: Livelihoods options and recovery interventions are more inclusive.

Under this Result Area 2 and 4 of the project, PTYSM invites qualified consultants/firms to facilitate Inclusive Entrepreneurship Development Training and Business Plan Development for selected project participants.

2. Objectives of the Assignment

General Objective

To strengthen entrepreneurship knowledge, business management skills, and self-employment opportunities among person with disabilities, earthquake-affected and vulnerable households through inclusive entrepreneurship development training and practical business plan preparation by adopting accessibility aspects.

Specific Objectives

  • To strengthen the capacity of persons with disabilities, women, and youth on disability-inclusive entrepreneurship, climate-smart enterprise development, business management, financial access, marketing, and record-keeping skills. 
  • To enhance participants’ access to inclusive market opportunities and disability-inclusive value chains by supporting the identification of viable business ideas and development of practical and accessible business plans. 
  • To promote sustainable and inclusive micro and small enterprises that create local employment and income generation opportunities for persons with disabilities and other marginalized groups.

Required Documents for Submission

Interested consultants/firms are requested to submit:

Technical Proposal

  • Understanding of the assignment, including Disability Inclusion (DI) perspective 
  • Proposed methodology, work plan, and inclusive training approach 
  • Experience in conducting similar training, especially on DI and inclusive livelihood 
  • Profile of consultant/firm with relevant organizational experience 
  • CV of lead consultant/trainer highlighting DI-related expertise and facilitation skills 
  • Evidence of previous work related to safeguarding, accessibility, GEDSI, or inclusion (if available)

Financial Proposal

  • Detailed budget breakdown

Supporting Documents

  • Firm profile/company registration
  • PAN/VAT registration certificate
  • Latest tax clearance certificate
