1. Background and Context
ISET Nepal, with support from DanChurchAid (DCA) Nepal, is implementing an urban Disaster Risk Reduction (DRR) project titled "Risk to Resilience through Collective Local Actions-Making Cities Resilient (NEXUS-Plus)" in Changunarayan Municipality, Kathmandu, Nepal. This initiative promotes resilient and sustainable urban growth in an area exposed to multiple hazards rapid urbanization, hilly terrain, fragile geology, and escalating climate change impacts.
ISET-Nepal and DCA have provided technical assistance to the municipality since 2021. To sustain and expand this work, ISET-Nepal now proposes to engage an expert consultant to provide technical assistance to strengthen the DRM system in Changunarayan Municipality, including an existing policies and strategy review using the UNDRR Score Card, updating disaster-related policies and frameworks, and unlocking disaster risk financing.
2. Objectives of the Consultancy
This Technical Assistance (TA) consultancy supports Changunarayan Municipality in strengthening its Disaster Risk Management (DRM) system. The primary objectives are:
- To conduct a comprehensive review of existing disaster management policies, strategies, and guidelines, and to update or develop them as required, in alignment with NDRRMA standards and national frameworks
- To facilitate the UNDRR Score Card assessment process as the primary diagnostic tool to review progress in municipal resilience, identify gaps, and inform policy development priorities.
- To provide targeted technical advice to the LEOC and LDMC on operational procedures and capacity strengthening, and to support ISET-Nepal’s programme implementation throughout the contract period
