1. Background
Deutsche Welthungerhilfe e.V. is one of the largest private aid organizations in Germany with a dual mandate in both development cooperation and humanitarian response. Welthungerhilfe (WHH) fights against hunger and works together with civil society organizations in the countries where it operates. Welthungerhilfe’s vision is to create a world in which all people can exercise their right to a self-determined life in dignity and justice, free from hunger and poverty.
Welthungerhilfe (WHH) has been operational in Nepal since 2012 and currently implements projects across eighteen districts under various thematic areas: Humanitarian Action, Water, Sanitation and Hygiene (WASH), Agriculture, Climate Resilience and Natural Resource Management, Nutrition and Health, Economic Development, Civil Society Empowerment, and Digital Innovation. At a broader level, WHH contributes to food systems transformation through agroecology, inclusive value chains, and strong local partnerships. Our work follows systemic transformation pathways focused on sustainable agriculture, resilient livelihoods, improved connectivity, and responsible governance to enhance nutrition, incomes, and local adaptive capacity. By promoting ecological farming practices, we aim to improve soil health and reduce reliance on external inputs. We strengthen value chains by enhancing market access and supporting cooperatives. Guided by the Right to Food and Food Sovereignty Act, we collaborate with all levels of government to promote inclusive, locally led food governance. WHH’s overarching goal is to work hand in hand with civil society in Nepal to empower socially marginalized and economically poor citizens, strengthen their resilience, and ensure their right to adequate food and nutrition.
WHH has been implementing WASH System Strengthening projects in Madhesh and Bagmati provinces in 12 local governments to strengthen the governance WASH system. As part of the “WASH Systems Strengthening and Behaviour Change in the Hilly Region of Makawanpur District, Nepal” project, Welthungerhilfe (WHH), in partnership with Rural Reconstruction Nepal (RRN) and with financial support from BMZ and VCA, the project has improved WASH facilities in schools as one of the key focus areas. Core activities under this component include WASH awareness campaigns, school WASH plans formulation, fund leverages, promotion of menstrual hygiene management (MHM), and the construction or rehabilitation of water, sanitation and hygiene (WASH) facilities in schools.
2. Objective of the assignment
The purpose of this assignment is to document school-related WASH activities implemented under the project across 10 schools in Raksirang and Kailash Rural Municipalities, Makwanpur, Bagmati Province. The focus will be on capturing tangible results, positive changes, challenges and success stories that demonstrate the impact of these interventions on students, teachers, and the school environment as a whole. The documentation will serve as an evidence base for project stakeholders, including local governments, donors, development partners, organizations working on similar themes, and the broader WASH community, to support learning, advocacy, and future programming based on system approach.
3. Scope of the work
- Produce 1 video (4-5 minutes long), 5 short reels (30-40 seconds), and document 10 case stories of relevant stakeholders (in English and Nepali) that capture key outcomes, behavioral changes, challenges overcome, and success stories related to school-based WASH interventions. These should feature diverse perspectives from relevant stakeholders, including students, teachers, school management committee (SMC), parent teacher association (PTA), and local government representatives.
- Printed Booklet: Print a compiled version containing all 10 case stories in English and 10 in Nepali with the following specifications:
- Size: A5
- Inner Pages: Art paper, 120 gsm
- Cover Page: Art paper, 200 gsm
- Binding: Center-stitched
- Total Pages: 24 (including cover)
- Quantity: 200 copies
- Provide 30 high-resolution photos along with a one-liner captions explaining the actions, context, or scenarios captured from different events.
- Follow consent form and communication guideline of WHH
4. Methodology
The methodology of the assignment will be as follows:
Preparatory phase: The preparatory phase includes:
- Review project documents and reports to understand the context and objectives.
- Hold initial meetings with WHH Nepal staff and partners to align expectations.
- Draft scripts and storyboards for the video and finalize them with inputs from WHH.
Field work: The task team will visit project areas to capture relevant footage, conduct interviews, focus group discussion and document case stories. They will coordinate with project partners, the school management committees, parent teacher association, local stakeholders, child clubs, communities, and even the provincial and federal government, where applicable, to ensure a smooth filming process and capture diverse perspectives. Participants will be requested to fill out a consent form before filming/ interviews/photos to ensure ethical documentation.
Drafting the documents: The task team will edit the case story and footage, draft the videos, and share draft versions with WHH for feedback. They will incorporate feedback and finalize all the deliverables.
5. Deliverables
The following deliverables will be expected:
- Inception Report: Submit an inception report before field mobilization, outlining the methodology, timeline, and tools to be used.
- Video and Reels: Produce one high-quality video (4–5 minutes) and five short reels (30–40 seconds each) showcasing the school-based WASH interventions and their impact, as specified in the scope of work.
- Photographs: Provide 30 high-resolution photographs with clear one-liner captions explaining the actions, context, or scenarios captured from different events.
- Consent Forms: Collect and submit signed consent forms from all individuals featured in the video, reels, or case stories.
- Case Stories: Document and submit 10 case stories in digital format, in both English and Nepali, highlighting changes, outcomes, and personal experiences.
- Printed Booklet: Print a compiled booklet containing all 10 case stories in English and Nepali with the following specifications:
- Size: A5
- Inner Pages: Art paper, 120 gsm
- Cover Page: Art paper, 200 gsm
- Binding: Center-stitched
- Total Pages: 24 (including cover)
- Quantity: 200 copies
6. Assignment Location and Time Frame for assignment
The assignment locations are Raksirang and Kailash Municipalities of Makwanpur District, and it needs to be completed by October 10, 2025. The consultant should submit a detailed work plan with technical and financial proposals. While working on the proposals, applicants are highly encouraged to go through WHH Nepal’s key documents listed at the end of this ToR.
7. Consultant Requirements
The consulting team will be led by a senior Professional with more than five years of experience and expertise in case story collection, community voices, compilation, publication, photography, preferably working experience with development organizations and I/NGOs, especially in the WASH sector. Familiarity with the context of WASH in schools will be an added value. The composition of the team should have expertise in the socio-economic context. 8. Budget requirement

9. Payment of fees and associated costs
The contractor will be paid the first instalment, corresponding to 30% of the contract amount, upon submission of the approved inception report. The remaining value of the contract will be paid upon successful completion of the assignment. The contractor has to submit original invoices/receipts and supporting documents of the cost for each installment. Applicable tax as per the Nepal tax rule will be deducted from the final payment.
10. Insurance of persons involved in the assignment
Insurance and other related costs of the consultant and person(s) associated with this assignment will be solely the responsibility of the contractor.
