Terms of Reference for Gender Research on Climate-Smart Dairy Farming Practices in Model Dairy Village (MDV)
Background:
Heifer Project Nepal (HPN) is implementing a project “Climate Smart Dairy Farming in Nepal” with funding support of AGCO Agriculture Foundation through Heifer Netherland. The dairy sector is a vital source of livelihoods, nutrition, and food security in Nepal. However, dairy animal farming is also one of the major sources of greenhouse gas (GHG) emissions, which exacerbate the effects of climate change and affect the sustainability of dairy farming. The proposed project aims to model a net zero dairy farming approach to mitigate the climate effect for small-holder dairy farmers, thereby alleviating climate challenges for women farmers as well as vulnerable and marginalized communities. 
The project has envisioned to analyze the climate-smart practices on dairy farming system from gender perspective to recommend gender mainstreaming in the dairy production in the country and thus seeks consultancy services of Gender Specialist.       
Key Responsibilities:
  • Analyze dairy production system from gender perspective with special focus to address grievances (if any) in MDV site and other sites representing Hilly and Terai ecological regions (Heifer working sites)
  • Identify climate-smart dairy technologies that are being used that are environmentally sustainable and resilient to climate change impacts. This might include techniques for sustainable feeding practices, efficient farm designs, renewable energy use, biogas and waste management systems. 
  • Identify indigenous practices and existing traditional practices (if any) that are climate-smart in terms of dairy farming.
  • Assess usability of the practices of both newer and traditional practices in a gender context, considering how these technologies might impact their workload, decision-making power, income generation, and overall well-being.
  • Identify challenges and opportunities that different gender groups might face in accessing and utilizing the technologies, as well as the opportunities and strategies to facilitate climate smart adoption for small-holder women farmers.
  • Stakeholder mapping on the various stakeholders involved in the dairy value chain and how power dynamics of these stakeholders for effectively promoting gender-responsive technology adoption.
Key Requirements:
  • Educational requirements: Master’s degree/preferably PhD in gender studies, sociology or in development study, agriculture, and other relevant field with gender-focus study 
  • At least 5 years of experience in gender research, preferably dynamics, roles, and inequalities within agricultural and climate context, including qualitative and quantitative methods for data collection and analysis
  • Proficiency in conducting gender-sensitive research and applying gender analysis frameworks.
  • Solid understanding of GESI context in Nepal and socio-economic norms, traditions, and power dynamics that influence gender relations within the community.
  • Experience in stakeholder engagement and facilitation cultural, including conducting interviews, focus group discussions, and workshops with diverse stakeholders involved in the dairy value chain. 
  • Knowledge about the dairy sector practices and challenges in Nepal, particularly related to GHG emissions from livestock and climate change impacts will be preferred. 
  • Strong written and oral communication skills

  • Draft report after field assessment
  • Final report

Duration: 2.5 months from signing of the contract between April 2024 to June 2024
