BACKGROUND 

Deutsche Welthungerhilfe e.v. is one of the largest private aid organizations in Germany with a dual mandate in both development cooperation and humanitarian response. Welthungerhilfe fights against hunger and works together with civil society organizations in the countries where it operates. Welthungerhilfe’s vision is to create a world in which all people can exercise their right to a self-determined life in dignity and justice, free from hunger and poverty.

WHH has been operational in Nepal since 2012, and currently managing different project in eleven districts under four thematic areas: food and nutrition security, right to food and empowerment, disaster risk reduction, and WASH. WHH’s overall goal is to work hand in hand with civil society in Nepal to empower socially marginalized and economically poor citizens to reinforce their resilience and to ensure their right to adequate food and nutrition.

WHH is implementing the project titled “Up-scaling WASH System Strengthening approach in Terai region of Nepal” focusing on service delivery governance and behavior change at local level. WHH in partnership with Sabal Nepal and MCDC has supported local government for the development of WASH plan in close coordination with Department of Water Supply and Sewerage Management (DWSSM). DWSSM under Ministry of Water Supply have developed a robust WASH MIS system which could make all WaSH related decision an informed decision. This system aims to elevate all decisions pertaining to WaSH by ensuring they are well-informed. The primary objective of WASH MIS is to align with the Sustainable Development Goals (SDGs) and enhance the reporting of these goals through yearly reports from local governments. The ultimate aim is to assist local governments in their decision-making processes, specifically in their pursuit of achieving SDG 6.1 & 6.2. This assistance comes in the form of crafting a meticulous WaSH plan, encompassing crucial elements such as necessary investments, human resources, and capacity development prerequisites, as well as the monitoring requirements essential for attaining sustainable WaSH services.

WHH invites proposals from qualified consultants or consulting firms to develop NWASH toolkit in collaboration with Department of Water Supply and Sewerage Management (DWSSM) to guide local stakeholders, practitioners, partners and WASH agencies for sensitization and step-by-step execution of WASH plan.

STUDY OBJECTIVES

The major objectives of this assignment are:

  1. Develop an all-encompassing tool kit for NWASH MIS, detailing crucial triggering tools within the wash sector. This comprehensive resource aims to support wash practitioners in effectively sensitizing all levels of government, stakeholders, decision and agencies involved in the wash sector.
  2. Conduct a "Gap" analysis to pinpoint deficiencies in the training programs related to the operation and implementation of NWASH MIS. Systematically map out the identified issues and prioritize them in alignment with the objectives of the Wash Plan. This process will facilitate a targeted approach to address crucial areas that require attention and improvement within the training framework.
  3. Video and text documents, to serve as the primary tools for triggering representatives from local governments to effectively implement the Wash Plan. This comprehensive document aims to provide a multi-modal approach, combining visual and written resources, to engage and guide local government representatives in the successful execution of the wash initiatives outlined in the plan.

METHODOLOGY

1. Review of Existing Materials:

  • Review existing NWASH MIS training materials and related resources to identify strengths and weaknesses.
  • Analyze the effectiveness of current training programs in achieving the objectives of the Wash Plan.

2. Stakeholder Consultation:

  • Engage in consultations with key stakeholders at federal, province and local level, including government officials, WASH practitioners, and community representatives, to gather insights and perspectives on training needs.

3. Content Development:

  • Develop comprehensive training materials, including manuals, videos, and documents
  • Ensure that the materials are user-friendly, culturally sensitive, and accessible to a diverse audience.

DELIVERABLES

The consultant/firm, in close coordination with Welthungerhilfe Nepal and local government authorities, shall submit the following deliverables:

1. Inception Report outlining the proposed methodology, work plan, and timeline, reviewed, and approved by Welthungerhilfe Nepal and local government partners.

2. Interim report presenting findings from the assessment phase, subject to joint review with local government stakeholders.

3. Develop tool kit which includes:

  • Training manual for NWASH MIS covering system navigation, data entry, analysis, planning, and decision-making.
  • Video and text documents for different workshops and training sessions to empower local government officials in effectively utilizing the NWASH system.
  • Develop specific workshop document including Introduction of NWASH-MIS, Visioning/Inception Workshop, Data Collection Manual using NWASH App, Municipal Level Validation & Prioritization Workshop, Guiding Documents for Implementation at Central/Provincial/Local levels, Complete Operational Manual of NWASH MIS, and Short Q&A related to NWASH-MIS.

4. A well-written and comprehensive training manual report based on the developed materials, including recommendations for:

  • Selection of training sites/venues.
  • Schedule for training.
  • Identification of key resource persons.
  • Participants.
  • Post-training evaluation and impact assessment.

TIMELINE

The consultant/firm is expected to complete the assignment within 1 month after signing the contract. 

ROLE OF WHH

  • To provide technical assistance during the overall development process
  • To provide preliminary data related to NWASH MIS as a reference in close coordination with DWSSM
  • To arrange consultation meeting with local government 
  • To provide financial support for the study

ROLE OF APPLICANT

  • To carry out the activities with the support of central NWASH support team and in close coordination with DWSSM
  • To inform WHH about the progress through clear communication
  • To maintain the confidentiality of collected data, follow the child protection protocols, and adopt safeguarding measures during field, collaboration and data collection period.
  • To share the draft of deliverables to WHH for further consultation and finalization
  • To finalize the data collection plans and tools in consultation with WHH and DWSSM

ASSIGNMENT LOCATION

This study will be conducted in Kathmandu.

CONFIDENTIALITY

All documents and data acquired from documents as well as during consultative meetings are confidential and to be used solely for the purpose of WHH. The quantitative data should be kept by consultant in confidential way adhering WHH data protection policy. The deliverables as well as all material linked to this study (produced by the consultant or the organization itself) are confidential and always remain property of the contracting party.

TECHNICAL AND FINANCIAL OFFER

Applicants must provide technical and financial offers, including:

  • Technical offer including a brief description of the overall design, methodology of the study. The technical offer cannot exceed 10-12 pages and must comply with the Terms of Reference.
  • Detailed workplan/timetable, consultant/consulting firm and/or universities are requested to submit their detail plan with very distinct timeline vs activities to cover study period. 
  • Financial offer detailing the proposed budget for the study. It should state the fees per working day (plus the respective Tax/VAT, if applicable), the number of working days proposed and any other costs. 
  • CVs of proposed team members.

ELIGIBILITY CRITERIA OF THE CONSULTANT

  • Master’s degree in social studies, public health, water/ environment engineering or relevant discipline
  • 10 years+ Experience in WASH project management including wash plan development using NWASH-MIS and should have very good understanding of implementation of WASH Plan.
  • Proven knowledge and skills on triggering tools
  • Innovative and creative in designing.
  • Familiar with government WASH policies, WASH guidelines, plans, legal instruments and practices on sanitation, total sanitation
  • Proven experience in designing the tool kit, training manuals, guidelines, and tools
  • The applicants must have good command in writing reports in English languages.
