Background:

Heifer Project Nepal (HPN) is a non-profit, humanitarian organization dedicated to ending hunger and poverty and caring for the earth by providing livestock, education, and other resources to help poor families become self-reliant. HPN is implementing a 1.5-year USAID funded Feed the Future Innovations Lab for Livestock Systems focus grant project entitled “Modeling Community-Led Goat Genetic Improvement Program into Sustainable and Profitable Business” in Palpa district.

Since 2014, Heifer has started the Community Initiated Genetic Improvement Program in Goat (CIGIG) under management and ownership of Social Entrepreneur Women Cooperative (SEWC) for producing and marketing genetically superior breeding goats for further multiplication. Out of 5, one such breeding goat resource center has been established in Bauwagumha of Tansen Municipality. Enrolled goat rearing households (HH) maintain production performance record of does and their kids. Performance data is collected, compiled, and entered / processed in the CIGIG software installed at the cooperative and the decision on selection / culling of goats is taken accordingly. The current manual/paper-based system of performance data recording is considered as time, labor, and resource intensive. Therefore, the focus project aims to test the use of mobile app as a household level performance data recording against the current manual data recording system. 

The developed mobile app will have the feature of recording the reproductive performance of Does and the monthly weight gain of kids. It includes doe tag number, buck tag number, mating date, kidding date, kidding number, total kids born, sex of kids, monthly weight of kids from 1st to 5th months etc. The tool will have the capability of sending recorded data directly to the CIGIG software installed at SEWC to showcase the results of top performing breeding animals.

Therefore, HPN is seeking a developer firm for development of mobile app for Performance Data Recording of goats and their kids. 

Duties and Responsibilities:

1. Review the current paper-based performance data recording sheet (download from here). 
2. Consult with Heifer / SEWC Bauwagumha for detail understanding of the recording sheet, process of data recording, compilation, and result producing using CIGIG software installed at SEWC.  
3. Develop mobile app and validate for its functionality and usability, in coordination and consultation of Heifer team. 
4. Pilot the app among members of SEWC Bauwagumha associated with breeding goat resource center. Heifer will provide access to cooperative members.
5. Revise and finalize performance data recording app based on results of pilot.
6. Develop manual and training materials to instruct enrolled households on the use of the mobile app. 
7. Provide technical backstopping as needed during the project period.
8. Provide web-based system to Heifer.
9. Hosting the app (web/android).

Duration:

The developer firm will complete the assignment within 2 months of agreement signing. The firm will provide technical consultancy and backstopping throughout the project period. 

Deliverables:

1. A report detailing activities carried out as shown above in “Duties and Responsibilities”. 
2. An initial version of the performance data recording mobile app for the first pilot.
3. A brief report with presentation summarizing the results of the first pilot and a revised version of the app, if any changes are deemed necessary.
4. The final version of the app, ready for handover to breeding goat resource centers.  
5. The consultancy firm should provide source code of the developed mobile app. 
6. An executed agreement to provide technical backstopping services for 1 year after the completion and approval of deliverables.

Eligibility:

The developing firm should meet the following eligibility criteria:

1. Should be a registered firm/ company at least for 2 years.
2. Should have experience in developing apps or other information technology for use in rural areas with limited internet connectivity.
3. Experience developing apps for use by agricultural or livestock producers. 
4. Should be able to provide examples of apps developed in the past.
5. Should have human resources with minimum qualification of Bachelor in Information Technology / Bachelor of Computer Science (CV should be submitted)

VAT registered vendors are encouraged to apply. 

HPN reserves the right to accept or reject any proposal and to annul the selection process and reject all proposals at any time prior to contract award, without thereby incurring any liability to affected individuals.
