1. ORGANIZATIONAL BACKGROUND
Samagra Jan-Utthan Kendra (SAMAGRA) was established by an intellectual and conscious youth group of Lahan municipality to address human rights protection and promotion, conflict transformation and peace building in society. Similarly, injustice, imbalance, unethical concept and behavior, harmful social practices of society in Lahan on May 21st, 2002, AD. SAMAGRA has been working actively in the field of social awareness, women empowerment, public awareness sector to minimize and eliminate harmful social practices like, dowry system, child marriage, domestic violence, gender discrimination, caste discrimination, religious discrimination by conducting various programs, training, skills development programs, meetings, events in collaboration with local government and different I/NGOs to transform the lives of children, youth, women, marginalized community and other target groups.
SAMAGRA has already collaborated with local government, municipalities of different districts of Madhesh Province, VDC, DCC, Save the Children (US), UNOPS, UNFPA, VSO, UK Aid, DFID, Safer World, US Institute of Peace (USIP) etc. in the past. SAMAGRA is now working in different districts of Madhesh Province in partnership with CARE Nepal, GIZ-CPS, UNDP, International Alert, LACC and NCE Nepal.
Samagra Jan-Uttan Kendra, an organization working for girls’ education and empowerment in partnership with CARE Nepal, invites Expressions of Interest (EOI) from qualified and experienced experts or organizations for the consultancy services to Education Plan in Bhagawanpur Rural Municipality, Siraha. 2. Introduction
Education serves as a foundation for community transformation and sustainable development. The Constitution of Nepal (2015) guarantees free and compulsory basic education as a fundamental right, and the Government of Nepal’s School Education Sector Plan (SESP 2022–2032) provides a national roadmap for inclusive, equitable, and quality education for all.
Bhagwanpur Rural Municipality (RM), Siraha, aims to ensure that every child, particularly girls and children from marginalized communities, has access to safe, inclusive, and quality education. However, challenges such as inadequate infrastructure, low learning outcomes, teacher shortages, climate-induced disruptions, and weak coordination mechanisms has been hindering the progress, as a result, the learning outcomes are not obtained at the level of expectation.
Updating the Education Plan of Bhagwanpur RM will help the local government and education stakeholders identify gaps, prioritize interventions, and align with federal and provincial education strategies. The plan will guide the RM in policy formulation, budgeting, and implementation to strengthen the local education system and achieve the national education goals. Besides, this costed local education plan will help implement the school improvement plans (SIP) in it’s catchment area.
3. Objective
The overall objective of this assignment is to review and update the Education Plan of Bhagwanpur Rural Municipality through participatory consultation, data analysis, and alignment with national frameworks, ensuring the plan is practical, inclusive, and easy to implement with sufficient resources.
Specific objectives include:
- To review the existing Education Plan and identify gaps and priorities.
- To align the updated Education Plan with the School Education Sector Plan (SESP) and Local Education Governance Framework.
- To collect and analyze data on access, equity, quality, governance, and financing in the education sector.
- To engage key education stakeholders including local government, schools, SMCs, PTAs, and community members in the planning process.
- To ensure that the needs and priorities of out-of-school children are addressed and to promote quality education at the basic and secondary levels.
- To produce a costed comprehensive, evidence-based, and inclusive Local Education Plan (2023–2027)/Municipal Education plan for Bhagwanpur RM.
4. Terms of reference (TOR) for consultant
The consultant/firm will be responsible for:
- Reviewing the existing Education Plan, local policies, and available education data.
- Conducting consultations and focus group discussions with municipal education staff, head teachers, SMCs, PTAs, and local stakeholders.
- Collecting and analyzing both primary and secondary data related to school enrollment, retention, teacher deployment, learning outcomes, infrastructure, and resources.
- Facilitating a one-day workshop for validation and prioritization of education issues and actions.
- Preparing a draft updated Education Plan with key thematic areas (Access, Quality, Equity, Governance, and Financing).
- Finalizing the Education Plan incorporating feedback from the municipality and CARE Nepal.
- Submitting the final Updated Education Plan Nepali versions along with the process documentation and data sets.
5. Methodology:
The assignment will use a participatory and evidence-based approach, ensuring inclusion of gender, disability, and social equity perspectives. Methods will include:
- Desk review of existing policies, plans, and statistical data.
- Key informant interviews (KIIs) and focus group discussions (FGDs).
- Stakeholder consultations and validation workshops.
- Quantitative and qualitative data analysis.
- Alignment with SESP 2022–2032 and Comprehensive School Safety Minimum Package (CSSMP) standards.
6. Expected Deliverables:
The selected resource person should deliver the following.
- Inception report with detailed methodology and work plan.
- Draft updated Education Plan of Bhagwanpur RM.
- Stakeholder consultation and validation reports.
- Final Education Plan (English and Nepali) with strategic framework, action plan, and cost estimation.
- Submission of all raw data, analysis, and documentation to SAMAGRA.
7. Qualifications and experience:
Education Sector Expertise:
- Proven experience (at least 5 years) in education planning, policy analysis, and local governance.
- Strong understanding of Nepal’s education policy, SESP 2022–2032, and federal education structures.
- Demonstrated experience in facilitating education plan development for municipalities or local governments.
b. Technical Competencies:
- Skills in quantitative and qualitative data collection and analysis.
- Knowledge of inclusive education, gender and social inclusion (GEDSI), and child-friendly learning environments.
- Excellent facilitation and communication skills to engage multiple stakeholders.
c. Deliverable Management:
- Proven ability to produce high-quality analytical and planning documents within deadlines.
- Familiarity with CARE Nepal’s or similar organizations’ education programming will be an asset.
8. Duration: 14 Nov. - 2 Dec. 2025
9. Management of the Work:
At the field level, SAMAGRA will serve as the primary focal point in coordination with CARE Nepal. All field logistics and coordination with SAMAGRA coordination with Bhagwanpur RM will be managed by the SAMAGRA field team. The consultant will be responsible for the technical quality and timely delivery of outputs.
10. Responsibilities of the Resource person:
- Conduct all activities as per the approved methodology and timely.
- Maintain professional and ethical conduct during fieldwork and consultation.
- Submit deliverables on time with high quality and relevance.
11. Termination of the Contract:
The contract may be terminated if the hired resource person breaches any terms or obligations outlined in this ToR. In such cases, the individual will be notified in advance, either by phone or in writing. However, in instances involving reported cases related to Protection from Sexual Harassment, Exploitation, and Abuse (PSHEA) or safeguarding violations, the contract will be terminated immediately, and the matter will proceed through a formal investigation process.
12. Confidentiality:
The consultant shall maintain confidentiality of all information obtained during the assignment. Sharing of data or findings with external parties without prior consent of SAMAGRA will be considered a serious breach of contract.
