Overview of the Role

The Technical Officer will support the technical planning, implementation, and monitoring of clean energy initiatives, with a focus on electric cooking and solar water pumping systems. The position will oversee technology assessment, installation supervision, capacity-building activities, quality assurance, and technical reporting while ensuring compliance with project requirements, industry standards, and organizational policies. The role requires close coordination with communities, local governments, service providers, and development partners to promote sustainable and inclusive energy solutions.

A) Technical Oversight and Project Implementation

  • Support in develop project implementation plans, including weekly, monthly, and annual work plans, timelines, and Gantt charts.
  • Coordinate, oversee, and manage the day-to-day implementation of electric cooking and solar water pumping projects.
  • Conduct site-specific technical assessments, including water source (well) verification, solar resource assessment, and site feasibility studies.
  • Assess and verify the availability of suitable land for solar installations and ensure all required land-use and water-use agreements are obtained and properly documented.
  • Support in design solar water pumping systems, including mechanical, electrical, civil, and structural components, in accordance with project requirements.
  • Prepare engineering designs, technical drawings, technical specifications, and tender documents.
  • Conduct energy audits and load assessments to determine household, institutional, or community readiness for electric cooking adoption.
  • Resolve any technical issues or challenges that arise during the installation of electric cooking technologies and solar water pumping systems.

B) Quality Assurance and Stakeholder Liaison

  • Conduct technical inspections of electric cooking appliances, solar water pumping systems, and related infrastructure to ensure compliance with technical, safety, and regulatory standards
  • Serve as the technical focal point, coordinating with government agencies, utilities, project partners, suppliers, contractors, and development partners to support project implementation.
  • Represent the organization in technical working groups, community meetings, and policy discussions on clean cooking, renewable energy, and sustainable water management
  • Collaborate with project teams, community mobilizers, and local stakeholders to ensure effective project delivery
  • Ensure compliance with electrical, mechanical, water system, environmental, and quality assurance standards
  • Monitor system performance, identify issues, and recommend corrective actions and improvements

C) Training and Capacity Building

  • Develop and deliver training materials for households, institutions, community groups, technicians, users, and partners on the use, operation, maintenance, and safety of electric cooking appliances and solar water pumping systems
  • Support the planning and facilitation of training and capacity-building activities on electric cooking solutions and solar water pumping technologies
  • Develop user manuals, training materials, and awareness content on electric cooking and solar water pumping systems in simple, user-friendly, and localized language.

D) Knowledge Management, Reporting and Monitoring

  • Prepare and document technical reports, policy briefs, technology usage analysis, best practices and provide recommendations for the project
  • Prepare technical guidelines of installation considering safety protocols based on which installation are done
  • Assist in piloting innovative cooking technologies and evaluating their scalability
  • Conduct field studies, baseline/endline surveys, and case studies on e-cooking adoption, performance, and user satisfaction.
  • Conduct site visits to monitor project progress, assess conditions, gather data for project evaluation and decision making
  • Analyze energy consumption patterns, affordability, and economic viability of electric cooking interventions.
  • Monitor performance and usage of electric cooking technologies and solar water technologies in the field
  • Maintain a database of technologies, suppliers, and market information.

E) Procurement Support

Assist with the technical aspects of the procurement of technologies, ensuring project specifications. 

Qualification and Skills

RequirementDetails
EducationMaster’s degree in electrical engineering, Renewable Energy or related field
Experience

Minimum 5 years of professional experience in renewable energy field, including 3 years in electric and clean cooking projects with a focus on renewable energy with electrical cooking and solar water pump related installations

Technical KnowledgeStrong understanding of electric cooking appliances, repair solutions, electrical safety measures, grid/off-grid systems, solar water pumping systems, solar lift irrigation systems and energy efficiency with hands-on skills in appliance testing, troubleshooting, and quality assurance
Communication Skills

Ability to explain technical concepts to non-technical audiences; strong reporting skills and ability to engage with diverse stakeholders

Software ProficiencySkilled in Microsoft Office package, especially Microsoft Word, Excel and Power point; data collection tools, engineering design tools
Personal AttributesField-oriented, proactive, culturally sensitive, and committed to timely delivery of project activities; Ability to work independently and collaboratively in multidisciplinary teams
Travel WillingnessWillingness to travel frequently to project sites, often in rural and semi-urban areas.
