The Role: In support of operationalizing the CRR strategic plan, a rights-based participation and accountability project aims at increasing the accessibility and quality of comprehensive sexual and reproductive health (SRH) services for women and girls in Kailali, Nepal for creating a human rights-based accountability model for sexual and reproductive health service delivery within disaster situations. The project will also contribute to strengthening political will, prioritization, legal obligations, and accountability for comprehensive SRH services and information, in disaster preparedness, and response.

The Technical Coordinator will report to the Senior Manager, Asia to provide technical leadership and partnership coordination in Nepal by conducting SRH research, program design, implementation, monitoring and evaluation with the Center’s staff, project partners and other stakeholders. The role will allocate 100% LOE to the project.

Primary Responsibilities:

  • Provide technical leadership for project implementation including overseeing the successful delivery of the project workplan and the full execution of the project budget.
  • Manage technical and programmatic relationship with national partners and stakeholders in identified project areas.
  • Support the development, planning and implementation of a two-year restricted grant to deliver a participatory and rights-based accountability mechanism for comprehensive SRHR service delivery in Kailali district in disaster situations.
  • Contribute to the design, delivery, monitoring and evaluation of trainings and capacity building activities on technical areas relating to the grant, including sexual and reproductive health and rights, human rights-based approaches, and participatory research; and provide ongoing technical support to in-country partners. 
  • Collaborate to implement and monitor project charters and document emerging good practices and outcomes in areas related to a multi-partnership model.
  • Build and deepen cross-organizational relationships with project partners and key stakeholders at the national and district level.
  • Serve as a proactive and collaborative liaison across project partners by designing and facilitating coordination mechanisms to improve coordination, communication, compliance, and project implementation. 
  • Maintain and update project team monitoring data dashboards and trackers, and undertake data cleaning, management, and analysis of data compiled during routine monitoring, baseline, midline, and final evaluations. 
  • Participate in external meetings and activities to collect, learn, and share best practices on human rights-based approaches to sexual and reproductive health service delivery and accountability.   
  • Provide quality assurance over all grant actions including monitoring of program outputs, supporting the drafting of consolidated program and donor reports, and highlighting and drafting amendments if any.
  • Coordinate logistics and follow up for periodic project partner meetings, events, and convenings. 
  • Supports financial monitoring and reporting in line with donor award requirements.   
  • Represent the project and partners when requested with relevant stakeholders. 
  • Provide timely, complete, and transparent updates and information to the Senior Manager, Asia.
  • Perform any other duties as assigned and necessary under the project.

Qualifications:

  • University Degree in Public Health or a first degree in relevant disciplines in social science, Human Rights, or equivalent professional qualifications and /or relevant qualifications.
  • A minimum of 5 years’ relevant experience in Sexual and Reproductive Health and Rights research, program evaluation within a development, human rights and/or humanitarian sectors- preferably disaster sector, and/or project implementation in SRHR and/or disaster sectors.
  • Demonstrated experience of supporting the design, oversight, implementation, and evaluation of sexual and reproductive health and rights programs using human rights-based approaches and methodologies. 
  • Understanding of community-based participatory models and methodologies; and experience conducting participatory assessments and research. 
  • Familiarity and experience with qualitative and quantitative methodologies/tools required for monitoring and evaluating outcomes and impact. 
  • Experience working with multisector health and humanitarian actors to contribute to strengthening political will, prioritization, legal obligations, and accountability for comprehensive SRH services and information, including progressive sub-national, national, and global legal and policy frameworks related to SRH and Rights (SRHR) in disaster preparedness and response. 
  • Excellent Proficiency in Word, Excel, PowerPoint, and Outlook with an openness to learn new platforms. 
  • Demonstrated experience in project management.
  • Fluency in written and spoken English and Nepali required. 

Preferable:

  • Knowledge of the international human rights framework, humanitarian response system, disaster response system and sexual and reproductive health and rights.
