Institute of Himalayan Risk Reduction (IHRR) is an organization established with an objective to assess and understand the risk to contribute to sustainability. Complying with the Sendai Framework for Disaster Risk Reduction(SFDRR), IHRR envisions to understand the risk and application of interdisciplinary knowledge with Science, Engineering, Technology and Innovation to contribute for risk reduction and bridging of academic research with professionals and policymakers for sustainability. The team consists of professionals with expertise and experiences in the field of disaster risk management in understanding the risk, conducting academic research, and field-level implementations in Nepal and different parts of the world.
Details / requirements:
1. Background
To enhance flood forecasting and monitoring capacities at the local level, Sajag Samaj Project is procuring a range of equipment including Automatic Meteorological Stations, Radar Level Sensors, Data Collection Platforms, and other supporting devices. The equipment will be used to generate real-time weather and hydrological data for decision-making in early warning systems and anticipatory action. This will be implemented under the coordination and technical support of the Department of Hydrology and Meteorology.
2. Objectives
The objective of this assignment is to:

Supply, deliver, install, operate, and calibrate the following equipment:
- Tipping Bucket Rain-Gauge

Radar Water Level Sensor
-
Flood Monitoring Staff Gauges (with community-friendly color markings)

Interactive SMART Board for Local Emergency Operation Center (LEOC)

Hand Sirens for community alerts
Suppliers may bid for any one, multiple, or all items listed. The supplier must specify the earliest deployment timeline and ensure coordination with the Department of Hydrology and Meteorology (DHM) alongside the data integration.
3. Scope of Work
The supplier shall be responsible for the following:
A. Tipping Bucket Rain-Gauge

B. Radar Water Level Sensor

Supply and installation of non-contact radar-based water level sensor

C. Flood Monitoring Staff Gauges

Design and install visible staff gauges with community-interpretable color codes

Installation in flood-prone community locations with signage
D. Interactive SMART Board for LEOC

Delivery and installation of SMART Board with necessary software and accessories

Training on interactive features and integration with early warning systems
E. Hand Sirens

Supply of portable, durable, and easy-to-use hand sirens

Demonstration of usage in community settings

Bidders must adhere to the technical requirements outlined therein. Alternate models may be proposed but must demonstrate equivalency or superiority in technical performance but should align the specification of Department of Hydrology and Meteorology.
5. Deliverables

6. Eligibility and Experience
Suppliers must:

Be legally registered entities with VAT/PAN registration

Demonstrate prior experience in supplying and installing similar equipment

Provide at least two references from previous clients

Have the capacity for post-installation support and servicing
7. Financial Proposal Instructions

The financial proposal must be submitted as a password-protected document.

The password should only be shared after the completion of the deadline and upon request from the evaluation team.

Do not include transportation costs in the quotation. Transportation will be reimbursed as per actuals.
