Background
Health, Nutrition, Education, and Agriculture Research Development Nepal (HEARD Nepal) is a registered non-governmental organization with offices in Kathmandu, Surkhet and Biratnagar. HEARD Nepal implements development projects to combat poverty and expand opportunities across Nepal.The organization is currently running two key infrastructure projects: the Enhancing Early Grade Learning Project in Saptari, covering 20 schools in Hanumangar Kankalini, Tilathi Koiladi, and Bode Barsain Municipalities, and the Old Age Home at Mother’s House in Bhaktapur, providing safe and accessible care for the elderly.
HEARD Nepal is seeking a qualified Sub Civil Engineer to supervise construction, monitor quality, and ensure compliance with engineering standards, safety regulations, and project timelines.
Key Responsibilities
- Review and prepare architectural and structural drawings
- Ensure compliance with Nepal National Building Code and engineering standards
- Prepare cost estimates, BOQs, and technical specifications
- Supervise construction activities on-site and monitor adherence to timelines
- Inspect materials and verify structural safety and quality standards
- Incorporate elderly- and disability-friendly designs (ramps, handrails, accessible sanitation)
- Monitor safety measures and environmental compliance
- Provide technical guidance to contractors and workers
- Submit monthly progress reports and a final completion report
- Travel to project sites (up to 90% of the assignment duration)
Deliverables
- Approved architectural and structural drawings (if required)
- Bill of Quantities (BOQ) and cost estimates
- Monthly construction supervision and quality inspection reports
- Final technical project completion report
Required Qualifications
- Diploma or Bachelor’s Degree in Civil Engineering from a recognized university
- Diploma holders must have a minimum of 2 years of relevant experience
- Bachelor’s degree holders must have a minimum of 1 year of relevant experience
- Registered with Nepal Engineering Council
- Experience in building construction or similar infrastructure projects
- Experience supervising institutional or community infrastructure projects is an advantage
- Knowledge of Nepal National Building Code and construction safety standards
- Willingness to travel extensively for field visits (~90% of the time)

- Technical supervision and construction management

- Strong communication and reporting skills
- Ability to coordinate with contractors, local authorities, and project teams
Reporting Line
Reports directly to the Executive Director of HEARD Nepal and coordinates with the project management team.
Duty Station
Primary: Bhaktapur District, Bagmati Province, Nepal (with regular field visits to project sites in Saptari and Bhaktapur)
