Terms of Reference (TOR) 

Rural Women Upliftment Association (RWUA) was established on 22 Kartik, 2050 B.S. at Sarlahi District of Province 2, Nepal. RWUA is an emerging non-governmental organization working in the sector of poverty reduction, mainstreaming disability, sustainable agriculture, disaster preparedness, public health and Sanitation (Wash), social mobilization and women empowerment, gender skill development child education, promotion of good governance, dissemination of information on health and education. Being a district-oriented local community organization, RWUA is involved in the improvement of the local service system and the strengthening of local governance. It is conducting seminars, group discussions, and participatory discussions on various crosscutting issues like HIV/AIDS, mainstreaming disability, gender & caste discrimination, peacebuilding & conflict resolution, and social inclusion of all regions, religions, classes, ethnic groups, sex, and profession. Few years RWUA worked on a small scale utilizing its own local sources and only after 2053 B.S., it has become able to join hands with donor agencies and partners.  

Rural Women Upliftment Association (RWUA), Haripur 2, Sarlahi has been implementing a Sponsorship Program in Ishowarpur and Haripur Municipality of Sarlahi district with technical & financial support of Save the Children in coordination & collaboration with Palikas.  

RWUA invites applications from interested qualified and eligible consultancy firms or individual consultants that are reliable, accountable, and have the ability to deliver results with the highest level of integrity for the following position.

Sign Language Support Expert (bilingual) : (Part-time)

Working Area: Haripur & Ishowarpur Municipality of Sarlahi district

Major Role & Responsibilities 

• Support Resource schoolteachers (Deaf) in literacy, numeracy instruction, and bilingual education.
• Assist teachers’ professional development around deaf education and sign language skills.
• Utilize evidence-based practices related to deaf education, deaf literacy, and sign language acquisition. 
• Support and capacitate teachers on Teaching Learning materials development by using local resources.  
• Accompany and arrange field visits with RWUA executive board members and relevant program staff.
• Support as a bilingual during donor visits.
• Organize child consultation and prepare a report.
• Support teachers to create print-rich and mathematized walls.
• Capacitate teachers on materials used during the daily lesson.
• Minimum five days visit the school in a Month
• Support teachers to use digital technology in the classroom.
• Communicate on a regular basis with RWUA staff.

Knowledge and Qualification of Firm and consultant 

• Intermediate Degree.
• Experience implementing deaf education activities, which may include teaching and learning material development, assessments, teacher professional development, and systems reform.
• Excellent bilingual communication skills.  
• Clear familiarity with core topics around the inclusion of children with disabilities, especially deaf students.
• Proven experience and technical expertise in promoting the rights of persons with disabilities particularly deaf persons. 
• Excellent self-management skills, including the ability to manage competing responsibilities under tight timelines
• For individual consultants- CVs of professional personnel proposed for the service, Previous Experience certificate, Personal PAN, and photocopy of the academic certificate.
• For Firms- Firm profile, VAT, PAN, Registration Certificates, Previous Experience certificate, latest tax clearance.
