(ToR) for SHELTER consultancy

SUMMARY

Purpose: To develop a Shelter Cluster Coordination (SCC) national guideline and district Standard Operation Procedures (SOP) in consultation with the shelter cluster government lead, DUDBC which assist in achieving effective coordination among Shelter Cluster actors and contribute to the overall Global Shelter Cluster goal of improving the predictability, timeliness, and effectiveness of a comprehensive shelter response to humanitarian crises.

Audience: Red Cross Consortium, Shelter Cluster partner agencies, relevant government agencies, stakeholders and private sector involved in shelter response.

Commissioners: This consultancy/assignment is being commissioned by the Red Cross Consortium.

Background

In the framework of the 8th DIPECHO program in Nepal the Red Cross Consortium is implementing the project Delivering improved emergency preparedness and response in Nepal through enhanced partnership between the Red Cross and the Government of Nepal. One of the components of this project aims to enhance coordination and contingency planning of the clusters at district and national level with a particular focus on the shelter cluster. The objective is to engage the shelter cluster before, during and after disaster, to clarify the roles and responsibilities of the cluster members during the different phases, and to support local and national authorities in assuming full responsibility for the cluster.

Based on the role of Nepal Red Cross Society (NRCS) and International Federation of Red Cross and Red Crescent Societies (IFRC) as co-lead of the emergency shelter cluster, this component of the project will offer technical advice to government agencies (central and district level) and support the development of one set of national guidelines and three district specific Standard Operational Procedures (SOP) for shelter cluster coordination, taking the local context into account. Further, the project will offer coaching in terms of coordinating the national and district shelter cluster to ensure that regular cluster coordination meetings are held and shelter cluster members are engaged before, during and after disaster. The technical support also aims at supporting and managing information flow from the field (local/district level) to the national level.  The project’s target Districts are Banke, Bardiya and Dang.

Objectives of the consultancy/assignment

  • To strengthen Shelter Cluster system in Nepal by working together with the Shelter Cluster lead agency and the co-leads.
  • Main products/ deliverables expected by the consultancy/assignment  
  • National level guideline (both in English and Nepalese) for shelter cluster coordination reviewed with inputs from relevant stakeholders and endorsed by relevant authorities
  • Three (3) district level SOP (both in English and Nepalese) for shelter cluster coordination developed an endorsed by relevant government authorities
  • Deliverable / products require final endorsement by the lead government agencies.

Duration/Timeframe of consultancy/assignment: 

  • 9-10 months
  • The specific timeframe will be agreed in joint consultation with Programme Manager and detailed in the inception report process. The consultancy/assignment is expected to be up to 9-10 months; the actual start of the consultancy will depend on the recruitment process for suitable consultant/staff.

MAIN TASKS OF THE CONSULTANT/STAFF:

1. Collect lessons learned from Shelter Cluster (national and district level), shelter cluster partners, the relevant government authorities and other Stakeholders during Earthquake Response.

2. Develop an Inception report (a sample format will be provided)

  • The inception report should include the detailed scope and plan/timeframe of activities for consultancy/assignment agreed with the Programme Manager.   

3. Review one national level guideline and three district level SOP for shelter cluster coordination.

  • In cooperation with the Ministry of Urban Development (MoUD) and the Department of Urban Development and Building Construction (DUDBC) review the national level emergency shelter coordination guideline and SOP for district level. This activity should be closely coordinated with the work that is currently being led by the UN Resident Coordinator's Office to roll out the Inter-Agency Standing Committee (IASC) contingency planning guidelines in Nepal as a means of strengthening preparedness planning and the cluster system in the country.

4. Facilitate the endorsement by relevant government authorities of the Guidelines and SOP.

  • Advocacy at National and district level should lead to the endorsement of the developed guideline and SOP.

5. Develop a training curriculum and train relevant stakeholders in developed guideline and SOP.

6. Participate in regular shelter cluster meetings at national level and in the three target districts

  • It is anticipated that at least three coordination meetings are held in both 2015 and 2016 (one before, one during and one after the monsoon season) at national level and in each of the three districts, i.e. 6 national shelter cluster coordination meetings and 18 district shelter cluster coordination meetings. MoM will be taken and shared with the participants.

7. Report on a monthly basis to feed Project reporting.

Qualifications/Competences

  • Experience of working for a humanitarian organisation in disaster management in Nepal
  • Be familiar with the Humanitarian Reform process and Cluster approach (including inter-agency and inter-cluster work) with first-hand experience of shelter cluster work, e.g. as team member or evaluator
  • Solid experience in networking specifically with district and national governmental bodies/ agencies and international and civil society organisations
  • Good understanding of RC/RC  Movement values, procedures and existing tools and guidelines for post-disaster interventions
  • Proven analytical skills and previous experience in development of guidelines, SOP and tools
  • Efficient and effective meeting commitments, accomplishing deadlines and achieving results.
  • Excellent writing and presentation skills in English and Nepalese
  • Experience of working or coordinating with Shelter Cluster in Nepal is an advantage
