British Red Cross (BRC) a member of the Red Cross Red Crescent Movement (RCM) is committed to increasing impact of the RCM by supporting communities and individuals to better prepare for, withstand and recover from disasters, conflicts and other crises. Under the 2019-24 Corporate Strategy BRC has been increasing its support to the RCM’s disaster response operations around the world in the areas of disaster preparedness, health and social care, water, sanitation and hygiene, disaster risk reduction, and organisational development.

In Nepal BRC in partnership with Germany Red Cross (GRC) through ‘Programme for Urban Resilience Building Through Advanced Networking in South and South-East Asia project’is supporting Nepal Red Cross Society (NRCS) in implementing National Society’s COVID-19 early recovery plan with a focus on building their capacity to effectively respond to future disasters; invest in learning generation and dissemination ofBRC’s urban DRR resilience programming (SURE); and increase scope of NRCS in urban networking through learning sharing and exchange.

Job purpose

The Senior Research Officer will lead research component of this project and bear overall responsibility of development and implementation of Research and Learning strategy to produce high-quality action research pieces on good practices and pilots implemented through SURE programme. The research action products development will be focused on targeting different target audience and will be utilised as evidence base advocacy on urban disaster risk reduction (DRR) both nationally, wider Red Cross Red Crescent movement, GRC funded URBAN SEA learning forums and wider Disaster Risk Reduction (DRR) and resilience sectors. The Senior. Research Officer will work in close collaboration with BRC and NRCS programme team, PMEAL, BRC Regional DRR Adviser, research institutes, and other external stakeholders to increase scale up and impact of BRC’s work on urban disaster resilience programming. S/he will be supported by 3 interns to undertake research work and for wider learning and sharing activities.

Job duties and responsibilities

Research, Learning and Knowledge Management

  • Initiate, plan, lead, implement and manage overall research and learning strategy to deliver learning products and processes as specified in project LFA indicators and activities in close consultation with BRC team.
  • Identify research goals, establish methods and set upbudget for completion of deliverables.
  • Conduct action research pieces on innovative models and good practices on SURE programme as specified in LFA.
  • Collect evidence and meta-analysis for evidence-based documentation and publication of learning products of SURE programme in close consultation with BRC team.
  • The evidence-based action research to be produced as package for the scaling up and institutionalisation within NRCS, BRC and other RCRC partners.
  • Onsite visits to project districts and interactions with communities and other stakeholders for evidence collection to identifymodels and good practices that have potential for scale up in Asia region.
  • Assist BRC team in wider dissemination of learning products at national, regional and internal learning sharing platforms.

Collaboration and networking

  • Identify and establish partnership with research institutes in DRR/M, social sector knowledge generation and it’s transfer to 3 students who will be supported project interns.
  • Closely collaborate with BRC Regional DRR Adviser to increase scale up and impact of BRC urban disaster resilience programming at national and regional platforms.
  • Capacity building
  • Capacity building of BRC and NRCS project team in research; systematic data collection and analysis for learning generation.
  • Work closely with BRC PMEAL to improve monitoring, evaluation, and learning systems and processes; in particular, collection of quantitative and qualitative information from various sources.

Reporting

  • Contribute to regular donor reporting on research, learning/sharing and capacity building component.

Substantial experience with the principles and current approaches to monitoring and evaluation using both quantitative and qualitative methods
