Position: Senior project Officer
Context
Youth Alliance for Development is a non-profit and non-governmental organization established in 2011 AD, propelled by a shared vision of youth empowerment. Youth Alliance for Development was founded by a dynamic cohort of young visionaries who recognize the indispensable role that the youth assume in steering the nation towards progress. YOUTH ALLIANCE FOR DEVELOPMENT (YARD) is swiftly emerging as a potent force centered on the youth, fortified by proactive measures, the promotion of youth leadership, and empowerment initiative. Serving as a catalyst for positive societal transformation, the organization serves as a crucial podium, amplifying the voices of the youth and magnifying their perspectives on matters of public importance.
Youth Alliance for Development (YARD) is implementing the Women Empowerment and Child Rights Protection (WECP) Projects in Godawari Municipality of Kailali District in partnership with Kindernothilfe Nepal (KNH). And coordination with local and provincial governments as well as other stakeholders. Therefore, YARD invites applications from interested qualified and professional Nepali candidates for the following full-time positions.
Position Description: The Senior Project Officer will be responsible for the overall planning, implementation, coordination, monitoring, and reporting of assigned projects at the field level. The position will provide overall project leadership and ensure that project activities are implemented effectively, efficiently, and in accordance with approved project plans, organizational policies, donor requirements, and government regulations.
Reports to: Program Manager
Duty station: Project Office Dhangadhi Kailali and frequently field visit at project implementation location.
Major responsibilities:
1. Project Planning and Implementation
- Lead and coordinate the overall implementation of project activities at the field level.
- Prepare and implement detailed project work plans, activity schedules, and implementation strategies.
- Ensure that project activities are delivered on time, within the approved budget, and according to required quality standards.
- Coordinate with project teams, partners, community groups, and stakeholders for effective implementation.
- Identify implementation challenges and recommend timely and practical solutions.
- Ensure that project activities are aligned with approved proposals, log frames, budgets, and organizational priorities.
2. Coordination with Government and Stakeholders
- Establish and maintain effective coordination with local government authorities and relevant government agencies.
- Represent the organization/project in meetings, workshops, coordination forums, and other relevant platforms as delegated.
- Maintain strong relationships with community leaders, beneficiaries, partners, and other stakeholders.
- Facilitate regular communication and coordination among project stakeholders.
- Ensure that project activities comply with relevant government policies, regulations, and local requirements.
3. Financial Management and Compliance
- Support effective management of project funds in accordance with approved budgets and organizational financial procedures.
- Prepare and process payment requests, advances, settlements, and other project-related financial documentation.
- Ensure proper documentation and verification of payments and disbursements.
- Monitor project expenditures against approved budgets and identify variances or potential financial risks.
- Conduct basic financial analysis and provide recommendations to improve budget utilization and cost effectiveness.
- Ensure compliance with organizational financial policies, donor financial requirements, and applicable government regulations.
- Maintain complete and accurate financial and supporting documentation for audit and reporting purposes.
- Coordinate with the Finance Department to ensure timely financial reporting and settlement of advances.
4. Monitoring, Reporting and Documentation
- Monitor project progress against approved objectives, indicators, targets, and work plans.
- Prepare regular project progress reports, field reports, and other required reports.
- Contribute to donor, management, and government reports as required.
- Maintain accurate project records, databases, attendance sheets, activity reports, photographs, and other supporting documents.
- Track project outputs, outcomes, achievements, challenges, and lessons learned.
- Support data collection, analysis, verification, and documentation of project results.
5. Team Leadership and Supervision
- Provide technical and operational guidance to project staff and field teams.
- Supervise, mentor, and support project staff to ensure effective performance.
- Organize regular team meetings and review progress against agreed work plans.
- Promote teamwork, accountability, professionalism, and a results-oriented working environment.
- Identify staff capacity-building needs and support relevant training and coaching.
6. Quality Assurance and Risk Management
- Ensure that project activities meet organizational and donor quality standards.
- Identify operational, financial, programmatic, and compliance risks and recommend mitigation measures.
- Ensure adherence to organizational policies, safeguarding standards, code of conduct, and relevant procedures.
- Support internal and external audits by providing required project and financial documentation.
- Ensure corrective actions from monitoring visits, audits, and reviews are properly followed up.
7. Communication and Knowledge Management
- Maintain regular communication with management regarding project progress, challenges, risks, and achievements.
- Document good practices, lessons learned, success stories, and case studies.
- Share relevant project information with internal and external stakeholders as appropriate.
- Contribute to organizational learning and improvement of project implementation practices.
8. Key Deliverables

Competencies:
Academic Qualification and Experience:
- Bachelor's degree in Project Management, Development Studies, Social Sciences, Sociology, and Rural development. A Master's degree will be an advantage.
- Minimum 5 years of relevant experience in project/program management, preferably within an NGO, INGO, development organization, or donor-funded project.
- Demonstrated experience in field-level project implementation and coordination.
- Experience working with local government authorities and community stakeholders.
- Experience in project budgeting, financial monitoring, payment/disbursement processes, and compliance.
- Experience in preparing project progress and financial reports.
- Good understanding of donor compliance and government requirements.
- Experience supervising and coordinating project teams.

- Manage all the working environment in the office and working areas are child and adult sensitive
- Guide the team and organization in managing protection related matters appropriately
- Support the organization in complying with all children and adult safeguarding policies, requirements and audits
- Manage all the businesses as per the protocols and guidance provided by KNH
- Children participation is well reflected in the reporting platforms provided.
